DUTIES<ul><li>Provides initial intake and needs assessments for Chronically homeless and newly arrived families/ individuals.</li><li>Provides supportive counselling, crises intervention and initial settlement services as well as follow-up services in special needs cases.</li><li>Works one on one with clients to develop a case plan and connect them to supports and services in the community.</li><li>Provides information and referral for income, employment and health settlement services.</li><li>Delivers orientation sessions on hostel rules, and settlement related topics.</li><li>Advocates and case consults with other social service organizations and service providers.</li><li>Provides crisis intervention and counselling e.g. in cases of conflict,</li><li>Documents services and activities in COSTI’s data base system and prepare necessary reports.</li><li>Refers clients to community &amp; social service agencies for additional settlement services support.</li></ul>QUALIFICATIONS<ul><li>Social Services Worker diploma or equivalent with relevant practicum experience.</li><li>Minimum of twelve (12) months experience providing initial settlement, Canadase management and counselling for newcomers<ul><li>Identifying settlement needs through initial assessments and basic mental health assessments.</li><li>Referrals to programs and education within COSTI and other social service organizations, such as language training, income support, health supports, etc.</li><li>Emotional supportive counselling.</li><li>Experience in crises intervention and de-escalation skills.</li></ul></li><li>Preference will be given to those who speak Spanish, Yoruba or Igbo.</li><li>Demonstrated experience providing services in the following areas: wife and child abuse, resettlement and victims of torture, war and displacement.</li><li>Previous case management experience.</li><li>Knowledge of specific issues facing the homeless population and refugees in general.</li><li>Ability to negotiate and advocate with mainstream society and able to intervene during crisis.</li><li>Demonstrated experience in data-entry, documentation and reporting.</li><li>Knowledge of the Internet, Email and Windows software e.g. Microsoft Office Suite.</li><li>Excellent communication, organization and coordination skills.</li><li>Possession of a valid First Aid/CPR training certificate.</li><li>Possession of a valid Naloxone training certificate</li><li>Must have a valid Vulnerable Sector Screening (VSS). Position: PAR Court Intake &amp; Probation Referral Worker 

Program/Service: PAR Centralised Intake and Referral Services 

Function: The purpose of this position is to complete PAR Court intakes and refer individuals on bail or 

probation with Domestic Violence/Intimate Partner Violence charges to the PAR program best matched to their 

counselling needs. This position involves using trauma-informed, client-centered, and anti-oppressive approaches 
to motivate client accountability. 


Schedule: Full time - 37.50 hours per week Mondays to Fridays 


Start Date: July 29, 2025 


Salary: Starting at $25.60 per hour plus a competitive benefits package 

Location: Onsite - The Ontario Court of Justice – Toronto, 10 Armoury St. Toronto 

Reports to: Director of Justice and Court Programs/Team Lead, PAR Program 


Responsibilities and Authority: 

 
ï· To work co-operatively with MAG, Crown Attorneys, Defence/Duty Council, Probation Officers, VWAP, 

court staff, Police and all PAR provider agencies. 

ï· To review court and probation referrals and determine eligibility for PAR enrollment. 

ï· To conduct client intakes at the OCJ-T using MIT and TVIC models. 

ï· To determine the appropriate PAR program to meet client’s specific needs. 

ï· Complete all referral requirements as per bail or probation orders to PAR agencies. 

ï· To provide immediate crisis support and resources whenever the need arises. 

ï· To assess and determine if additional supports are required for clients on bail or on probation, e.g. housing, 
mental health support, substance use treatment, etc. 

ï· To maintain accurate documentation/records required by the program i.e. client database, client files, 
statistical records. 

ï· To assist in other duties as required from time to time. 

ï· To attend and participate in all staff meetings, supervisory meetings and case conferences. 

ï· To work in collaboration with the CIRS team to maintain a high degree of professionalism and 
accountability as JHST staff serving the community.

Qualifications: 
 

ï· Post secondary degree or diploma in a relevant discipline (i.e. Social work, social services, criminology, 

psychology, women and gender studies, etc.). 

ï· Ability to speak, read and write French fluently is an asset. 

ï· Minimum of at least 2 years’ employment experience in the criminal justice, anti-violence or related social 
service sector is required. 

ï· Ability to demonstrate flexibility and adaptability while working in a fast paced environment and paying 
attention to detail is required. 

ï· Skilled to provide brief assessments to match referral appropriately while identifying immediate 
needs/barriers such as homelessness, addictions and mental health is required. 

ï· Understanding of IPV related policies and procedures of local police, crown attorneys, courts and probation 
as they relate to the prosecution and management of IPV offences is required. 

ï· Knowledge of current evidence-based treatment modalities related to IPV/GBV, in addition to addictions, 
male socialization, the dynamics of violence and abuse, power and control and the effects of abuse on 
victims/survivors is an asset. 

ï· Knowledge of IPV/GBV/DV and intersecting systemic issues is required. 

ï· Multi-Ethnic/Multi-Cultural Awareness and Sensitivity, Diversity, and Inclusion is required. 

ï· Knowledge of community resources is preferred. 

ï· Ability to work independently in a satellite program is required. 

ï· Proven personal, organizational and writing skills is required. 

ï· Ability to use Microsoft software is required. 

ï· Police check with vulnerable sector screening is required. 

ï· Crisis Prevention/Intervention Training is an asset. 

ï· Valid First Aid/CPR is required. 

ï· Mental Health First Aid and/or ASIST Training is preferred.
