PUBLIC POLICY MANAGER — VOLUNTEER, FULL-TIME

Time Commitment: Full-time volunteer commitment, 35 hours per week. Duration negotiable, four month minimum.

This is a remote volunteer opportunity with Right to Live Canada, a virtual-office based Canadian non-profit start-up.

------ THE MISSION

Right to Live Canada exists to realize the right to live as a practical, supported, executable choice.

We were founded in response to systemic poverty-driven euthanasia amongst Canadians with disabilities: cases where Canadians choose MAiD because they cannot access the essentials required to continue living. This is a specific form of economic euthanasia: euthanasia where a preferable living future existed, but was not achieved.

That crisis remains our founding application point. It is not the boundary of our work.

Right to Live Canada is building Continuity: the service, financial, technological, and institutional architecture required to keep life connected to preferable living futures. We work from the recognition that biological escape velocity may become achievable for a significant portion of people alive today, and that the right to live must now be pursued with the seriousness, urgency, and scale appropriate to that possibility.

Our four core areas are:

• Continuity Service — developing a service to identify, propose, finance and execute preferable living futures in the event of potential death.
• Continuity Insurance — developing a finance model for Continuity Service in the event of potential death scenarios.
• Social Brokerage — developing a system to productize and sell the anonymized outcome of a life supported to the global market as an impact product in exchange for the capital to accomplish it, in order to fund those who cannot afford Continuity Service or Insurance.
• Corporate Farming — developing a global-scale system to take concepts, form a structure around them starting with a team, incubate them internally and nurture their growth towards incorporation, and then emit them as formed non-profits dedicated to their founding concept such as a technology, project, infrastructure or issue.

Right to Live Canada is a founder-centric, early-stage non-profit pursuing rapid national and global expansion. We use the advantages of the non-profit form—volunteer-class labor, sponsorship sales, grants, subsidized infrastructure, open development, impact monetization, and institutional farming—to uphold and extend the right to live for humans and, ultimately, other conscious beings.

------ ROLE DESCRIPTION

This is a full-time, volunteer, and remote role for the Public Policy Manager within the Global Narrative Integrity Team at Right to Live Canada.

The Public Policy Manager leads the organization's Public Affairs Department and is responsible for monitoring legislative, regulatory, and governmental developments relating to Medical Assistance in Dying (MAiD), disability rights, healthcare policy, social policy, and other issues relevant to the organization's mission. This role ensures that the Global Narrative Integrity Team maintains a comprehensive understanding of the evolving policy environment while supporting evidence-based public engagement.

Working closely with the Senior Research Manager, Media Intelligence Lead, and Managing Editor, the Public Policy Manager transforms legislative developments into accessible policy briefings, parliamentary summaries, and strategic analyses that inform the organization's editorial priorities and outreach activities.

The successful candidate will supervise Government Affairs Analysts and Legislative Researchers responsible for monitoring parliamentary debates, committee hearings, provincial legislatures, congressional proceedings, international policy developments, and regulatory changes. Together, they will provide executive leadership with timely policy intelligence that supports strategic planning and organizational decision-making.

The Public Policy Manager also develops relationships with policy experts, academic institutions, and public affairs organizations while ensuring that all policy analysis reflects neutrality, factual accuracy, and rigorous evidence standards. As the organization grows, the department will expand internationally to monitor legislative developments across multiple jurisdictions, providing comparative policy analysis that supports responsible public discourse.

------ PRIMARY RESPONSIBILITIES

Responsibilities include:

• Lead the Public Affairs Department.
• Supervise Government Affairs Analysts and Legislative Researchers.
• Monitor parliamentary debates, committee hearings, legislative proceedings, regulatory consultations, and government announcements.
• Prepare policy briefings, legislative summaries, and strategic analyses for executive leadership.
• Track policy developments relating to healthcare, disability rights, MAiD, ethics, social policy, and related subject areas.
• Coordinate closely with the Media Intelligence Department to identify emerging policy issues receiving significant media attention.
• Collaborate with the Research & Evidence Department to verify legislative claims and policy information.
• Support Editorial Operations by providing policy context for briefing notes, journalist outreach, and public affairs initiatives.
• Develop standardized legislative monitoring procedures and policy reporting templates.
• Build relationships with policy experts, academic researchers, public servants, and institutional stakeholders.
• Maintain departmental databases documenting legislation, regulatory changes, and parliamentary proceedings.
• Mentor volunteers responsible for legislative monitoring and comparative policy analysis.
• Contribute to the development of organizational policy positions through objective, evidence-based analysis while respecting editorial independence.

This is a senior leadership position requiring exceptional analytical ability, political awareness, and professional judgment. The Public Policy Manager serves as the organization's principal authority on legislative and governmental developments, ensuring that editorial decisions and organizational initiatives are informed by accurate, timely, and comprehensive policy analysis. The expected commitment is 35+ hours per week, with flexibility during legislative sessions or major policy announcements.

------ QUALIFICATIONS

Required

• Experience in public policy, government relations, political science, law, public administration, public affairs, or a related field.
• Demonstrated experience monitoring legislation, analyzing public policy, or preparing policy briefings.
• Excellent written and verbal communication skills.
• Strong analytical, critical thinking, and research abilities.
• Experience interpreting legislation, government reports, committee proceedings, and regulatory documents.
• Excellent organizational and project management skills.
• Ability to communicate complex policy issues clearly to multidisciplinary audiences.
• Comfort working remotely with a high degree of ownership, initiative, and accountability.
• Professional judgment, discretion, and objectivity when analyzing politically sensitive issues.
• Commitment to a full-time volunteer schedule of approximately 35 hours per week.

Preferred

• Graduate education or advanced experience in law, political science, public policy, public administration, healthcare policy, or government relations.
• Experience working in legislatures, government agencies, think tanks, advocacy organizations, universities, or nonprofit organizations.
• Knowledge of Canadian federal and provincial legislative processes, with familiarity of international policy environments considered an asset.
• Experience conducting comparative policy analysis or regulatory research.
• Familiarity with parliamentary procedure, legislative databases, and government information systems.
• Interest in building an internationally respected public affairs capability supporting evidence-based journalism and informed public policy discussions.

This is a full-time volunteer role requiring a minimum commitment of 35 hours per week. Right to Live Canada is an early-stage, founder-led organization pursuing rapid national and global expansion. The role is best suited to someone who is comfortable with startup intensity, high responsibility, and a culture of serious dedication to the mission.
