The Director of Finance and Administration is a key member of the leadership team, accountable for the Society’s day-to-day finances and operations, as well as overall financial management. The Director of Finance and Administration plays an essential role in fulfilling Ribbon Community’s purpose and values. ABOUT THE JOB:The Provincial Manager, IRAS, is responsible for supporting the development, expansion and maintenance of a province-wide independent rights advice service for involuntary patients under the Mental Health Act. The role is responsible for leading a provincial operations team at CMHA BC to provide backbone support and for working collaboratively with a group of organizational partners to deliver the service. While regional partners become established, the provincial office may also be involved in direct service delivery.The Provincial Manager, IRAS, will focus on external facing relationships including healthcare providers and stakeholder education, funder engagement, and systemic advocacy with a range of health authority partners to ensure service needs are met.The service will be designed and delivered using a partnership model that brings together multiple organizations and stakeholders. This role will be a keystone to the model. Success in the role will require an appreciation of collaboration and sharing power, recognition of multiple forms of expertise and knowledge, comfort with ongoing learning, and the ability to solve problems in a relational and effective way.DUTIES AND RESPONSIBILITIES:The duties and responsibilities associated with this position are described below:IRAS Governance Committee and Partnership Support • Provide backbone support for the IRAS Governance Committee, which is made up of Indigenous-led organizations, people with lived and living experience of involuntary treatment, stakeholders involved in mental health human rights, and other partners. • Support strong communication among provincial implementation staff, regional partners, and the IRAS Governance Committee. • Help identify risks and problems for the IRAS Governance Committee to advise on and support the Committee with the tools to address issues collaboratively.Service Development and Implementation • Design staffing models that make the most sense for IRAS and service-user needs in collaboration with regional partners, the IRAS Operations Supervisor and the funder. • Develop and oversee all subcontracts with IRAS partners and vendors to ensure consistent and high-quality service throughout the province. • Support contract renewals and discussions with the government funder related to deliverables and timelines. • With support from the IRAS Operations Supervisor, develop and implement IRAS service standards, a quality assurance framework, privacy protocols, staff safety standards, a complaints process, business continuity and risk-management planning, moral-distress support and other operational policies and manuals to support the IRAS service. • Support collaborative and responsive problem-solving and service adaptation as needed, especially during initial implementation and service change or expansion. • To improve service rollout issues, meet regularly with health authorities and designated facilities, relevant ministries, complaint bodies, legal aid and advocacy organizations, healthcare providers, and other stakeholders as needed. Raise specific and systemic issues and troubleshoot concerns and escalate when warranted. • With support from the IRAS Operations Supervisor, oversee the development and maintenance of IRAS IT infrastructure including the public information website (content developed by a partner), intake and scheduling tools, information management database, and a shared online platform for service providers, patients, families and Rights Advisors. • Act as primary contact for government staff overseeing IRAS contract, including providing reporting data or briefing notes as needed. • Contribute to evaluation(s) and outcoming monitoring of the IRAS service. • Support the education and training components of the service, particularly education for healthcare providers (at the facility level, regional level and provincial level) and other community partners impacted by IRAS. • Lead the development of operational training for Rights Advisors (onboarding and ongoing) that is complementary to the primary skills training offered by partners.Human Resources and Fiscal Management • Support the recruitment, supervision and support of the IRAS operations team at CMHA BC. • Co-design a shared Rights Advisor job description and contribute to the recruitment processes of IRAS positions at regional partner organizations as needed. • Recruit and retain Rights Advisors at CMHA BC for regions with no subcontractor. • Co-lead budget development in collaboration with the departmental director. • Support the IRAS Operations Supervisor in managing distress and moral distress among IRAS staff and in escalating systemic concerns to senior leaders. • Implement and monitor IRAS service budgets to ensure cost-effectiveness and program accountability, with the support of service partners. • Forecast spending and suggest remedial action if expenses are projected to outpace revenue. • Develop and produce confidential timely project reports, updates, and briefing notes to various internal and external senior leaders, CMHA Board, and the IRAS Governance Council and Lived Experience Leadership Committee. • Other duties as needed.ABOUT YOU:Education &amp; ABOUT THE JOB: The Manager of Development and Partnerships represents a key leader of CMHA BC Division’s fundraising team, responsible for driving strategic fund development, fostering partnerships, and advancing the organization’s mission. This role plays a critical part in revenue generation, donor engagement, and the long-term sustainability of CMHA BC Division’s fundraising efforts. The Manager will report to the Senior Director of Development &amp; Communications and work very closely with the Manager of Communications &amp; Marketing to help guide the organization’s mission, vision, and values by developing and implementing strategic fundraising projects.&nbsp; DUTIES AND RESPONSIBILITIES: The duties and responsibilities associated with this position are described below. &nbsp;Leadership • Work with all necessary teams within CMHA to identify community needs and align those with funding opportunities. • Regularly keep the Senior Director informed of opportunities and emerging issues for effective decision-making. • Manage and oversee the recruitment, onboarding and offboarding of direct reports. • Manage performance and disciplinary matters up to and including termination for direct reports. • Provide leadership and effective management to support the achievement of program outcomes. • Demonstrate a positive professional presence, inspiring and building confidence both within CMHA BC and among a broad range of constituencies. • Lead a team of fundraising professionals and provide coaching and mentorship, elevating, empowering, and growing their success and abilities. • In collaboration with the Senior Director, develop the department’s annual strategic goals, budget, and monitor fiscal performance throughout the year. &nbsp;Fund Development • Develop, implement, and measure short and long-term fundraising strategies. Includes campaigns, targeted cases of support, and multiple sources of giving (planned giving, grants, an evergreen campaign, third-party fundraising, external partnerships). • Collaborate with internal teams to collect necessary data and program details to research, draft, and submit compelling grant proposals to secure funding for our programs and initiatives. • Lead the research, writing, and submission of compelling grant and partnership proposals, ensuring alignment with program needs and organizational priorities • Support the Senior Director in creating strategies and tactics to maximize revenue while ensuring the development of a pipeline of future donors and partners who are deeply committed to the impact of CMHA BC Division. • Develop and maintain a data-driven approach to fundraising by analyzing donor trends, campaign performance, and engagement metrics. Provide regular reports to the Senior Director, leveraging insights to refine future strategies and optimize fundraising performance. • Track donor recognition and stewardship programs to maximize donor satisfaction and retention, identifying opportunities to strengthen the organization’s fundraising capacity. • Track comprehensive metrics and targets for philanthropy activities (both monetary and non-monetary metrics). • Support the Senior Director in liaising with CMHA branches across British Columbia to support community-based fundraising initiatives. &nbsp;Event Planning • Lead the planning, execution, and evaluation of key flagship events and campaigns, ensuring alignment with organizational goals, brand positioning, and donor engagement strategies. • Provide project management expertise to CMHA BC Division’s event-based giving programs (e.g. Shoppers Drug Mart Run for Women, Bottom Line Conference, Impact Night, and Ride Don’t Hide). • Develop sponsorship proposals, secure event funding, and oversee event budgets to maximize return on investment (ROI). • Cultivate and manage key sponsor and partner relationships. • Plan, execute, and oversee key flagship events and campaigns, ensure that the event content and audience align with organizational and departmental goals. • Represent CMHA BC at hosted or external events, meetings with significant donors and prospects, and in the media as needed. • Regularly report to and support the Senior Director with achieving project goals and deliverables. Ensure that the vision and plan set forth by the Senior Director is realized, providing ongoing execution of objectives, timelines, and recommendations. &nbsp;ABOUT YOU: Education • A bachelor's degree in a related field or equivalent experience (Business Administration, Fundraising or Communications). • Certified Fundraising Executive designation is considered an asset. &nbsp;Experience and Skills • Minimum of seven years of progressive experience in fund development, corporate partnerships, or major gifts fundraising, preferably in a non-profit or mental health-related organization. • Demonstrated knowledge in fundraising, sponsorship, and business development. • Demonstrated success cultivating, securing, and growing revenue from corporate partners. • Exceptional interpersonal and relationship skills. • Experience working within non-profit societies, with preference given to experience in a field related to mental health and substance use. • Excellent communication, presentation, and leadership skills. • Highly organized, systems oriented, like using/learning technology. • Experience using Salesforce or similar donor CRM. • Experience in data analysis and reporting. • Experience leading and managing a team of two or more. &nbsp;WORKING CONDITIONS: • This position offers Hybrid work with the expectation of being presence in the Vancouver office twice a week. • The usual work week is 37.5 hours and business hours are Monday to Friday 8:30 a.m.- 4:30 p.m. • Ability to travel and work some flexible hours in support of events. • Salary Range: $76,617.00 - $110,137.00&nbsp; Typical Hiring Range: $81,405.35 - $95,771.00 • In determining salary, CMHA BC considers many factors including the successful candidate’s skillset and experience as well as internal equity. Summary: 

The Senior Manager has primary day-to-day responsibility for planning, implementing, 
managing, and controlling all operations related activities of the Society within a portfolio of 
services which may include: legal advocacy, counselling, mental health, community 
engagement and newcomer settlement. 

Key Duties and Responsibilities 

 
Program Management: 
 

 • Assist in the development of and adherence to policies and procedures grounded in 
sector best practices 

 • Works closely with managers/supervisors to ensure operational excellence in service 
practices and protocols. Supervision will include utilization review, case management, 
quality assurance, and program compliance program assessment 

 • Provides leadership and serves as a role model to management/supervisory staff 

 • Ensures compliance with legal, regulatory, and clinical policies and procedures 
 
Human Resources Management: 

 • Positive Leadership - Provides positive leadership to all staff, practicum students and 
volunteers, encouraging a team approach, professional attitude, and respectful, 
supportive working relationships 

 • Staffing - Oversees and evaluates end to end recruitment and retention strategies for 
staffing 

 • Performance Review and Planning - Develops and conducts performance reviews and 
planning sessions with staff 

 • Professional Development - Identifies learning needs for staff, and for the staff of the 
Society as a whole; identifying and organizing training based on training needs 

 • Communication - Organizes and facilitates staff meetings to maintain effective 
communication 

 • Maintains in depth knowledge of the Collective Agreement and supervising in a 
Unionized setting

Fund Development: 

 • Assist in Fund Development, including the development of grant applications, reports 
and other correspondence for prospective and current funders. 

 • Assist in annual fundraising campaign initiatives, community relations including third 
party and special events 

Financial Management: 
 

 • Contributes to the development and management of the budget for assigned program 
areas 

 • Maintains responsible oversight for day-to-day expenditures 

 • Works closely with the Director of Finance, the Executive Director and other staff to 
secure and sustain philanthropic and funding support 

 
Other Responsibilities: 


 • Participates as an active member of the Leadership Team 

 • Performs other duties as necessary to meet the requirements of the position 
 

Qualifications and Experience: 

 • A Master’s degree and professional designation in a relevant discipline such as 
counselling and mental health, or equivalent mix of education and experience in a 
related field 

 • Minimum of 3 to 5 years recent, related experience in progressively complex and senior 
management leadership roles in a multi-service organization 

 • Proven experience in project management and operations 
 • Demonstrated ability to manage diverse teams 
 • Budget management experience
