About the position:

The College of Midwives of Ontario is mandated to serve and protect the public interest. We have a duty to ensure that midwives in Ontario are qualified, skilled, and competent to practise so all Ontarians can be confident in the care they receive from registered midwives. The College has regulated the midwifery profession in Ontario since 1993. We are a collaborative team working together to fulfill our mandate.

We are seeking a Director, Operations on a 12-month contract to provide leadership and strategic direction across key areas of College operations, including finance, human resources, information technology, learning and development, privacy, security and records management, and building operations.

This is a broad, hands-on leadership role in a small organization. In addition to providing oversight and direction within their portfolios, the Director maintains a strong understanding of what is happening across the College and how different areas of work connect. They work collaboratively across departments to support smooth operations, organizational effectiveness, and information sharing. The role requires someone who is comfortable navigating across functions, identifying and solving problems, and stepping in where needed to support the team and keep work moving forward.

The ideal candidate brings broad operational experience, ideally gained in a small or mid-sized organization, and combines strategic thinking with practical problem-solving. They are resourceful, self-directed, and people-focused, with the ability to build trust, influence without formal authority, and coach and support colleagues. They understand that effective operations are not only about processes and systems, but also about culture, relationships, and creating the conditions for people to do their best work.

Over the next twelve months, a few key initiatives will include:

  • Provide leadership for a major technology and systems project, ensuring effective project management, organizational change management, communication and adoption across the College.
  • Lead the implementation of the College’s Learning and Development Strategy and strengthen learning and continuous improvement in day-to-day work.

Key responsibilities:

  • Sets vision and strategic direction for their portfolios, and leads the development and implementation of plans aligned with the College’s strategic priorities, culture and principles.
  • Oversees and administers human resources functions, including HR policies and practices, recruitment, payroll, and benefits.
  • Provides coaching, guidance and support to leaders and staff on performance, development, workplace matters, and the application of HR policies and practices.
  • Leads initiatives related to organizational culture, connection and engagement, and oversees the College’s Learning and Development Strategy.
  • Leads labour relations, serves as the primary contact for the union and oversees administration of the collective agreement.
  • Develops and manages the annual operating budget and leads the preparation and presentation of financial reports and matters to the Executive Committee and Board.
  • Administers the College’s financial policies and practices, including accounts payable and receivable, revenue reconciliation, investment, banking, and financial record-keeping.
  • Leads and coordinates the annual audit, serving as the primary contact for the College’s external auditor.
  • Oversees IT systems and support, ensuring systems are effective and reliable, and works with a third-party provider to troubleshoot issues, develop solutions and address IT needs in a hybrid work environment.
  • Oversees the College’s regulatory management system, working with the vendor on maintenance, enhancements and troubleshooting, and supporting consistent system use and data quality.
  • Serves as the College’s Privacy Officer and oversees privacy, information management and information security, including compliance legislation and policies, records retention, access controls, and secure information system.
  • Oversees building and facilities operations, including the property management relationship, contracts, rent, maintenance, space and equipment, emergency planning and insurance.

Qualifications and experience:

  • A degree or postgraduate degree in a relevant field, such as public administration, public policy, public health or a related discipline.
  • 5 to 10 years of progressive leadership or senior management experience, with broad operational responsibility across functions such as finance, human resources, learning and development, information technology, facilities, or administration.
  • Experience leading operations across multiple organizational functions, ideally in a small or mid-sized organization.
  • Experience translating strategic priorities into operational plans, projects and initiatives, and leading their implementation across an organization.
  • Knowledge of organizational development and change, with experience applying a range of approaches to organizational development and effectiveness.
  • Strong knowledge and experience in human resources, financial management and administration.

  • Anticipates needs, identifies issues early, and takes initiative to develop practical solutions with limited direction or support.
  • Responds to changing needs, priorities and emerging issues. Adjusts plans, maintains momentum, and helps others navigate change.

The position package includes:

  • Salary: $137,822 – $163,107 commensurate with experience
