The Opportunity 

Reporting to the Director, International Programs &amp; Emergencies, the Specialist, International Programs &amp; 

Emergencies provides subject matter expertise in UNICEF programming in both English and French. This 

role is responsible for overseeing the reporting and monitoring requirements of UNICEF Canada programs 

funded by government and strategic private sector partners. 

As the primary bilingual fact-checker, the Specialist ensures accuracy in both languages and offers 

strategic support to private sector partners, including individual donors, foundations, and corporations. 

Key responsibilities include collaborating with UNICEF Country Offices and maintaining strong 

relationships with government program focal points.

Key Accountabilities 
 

Program Management: Reporting and Monitoring (Government and High Value) (55%) 

ï· Manage day-to-day operations of multi-million-dollar government projects, maintaining regular 
communication with Global Affairs Canada (GAC) focal points. 

ï· Build strong partnerships with UNICEF Country Offices to design and implement projects, applying 
results-based management (RBM), logic models, and environmental and gender assessments. 

ï· Monitor project performance to ensure compliance with donor agreements, tracking indicators, 
budgets, and timelines, while maintaining consistent communication with Country Offices and 
partners. 

ï· Lead the drafting of strategic donor reports for Development gifts under $500K, tailoring content to 
suit technical and donor-friendly audiences. 

ï· Support donor stewardship by responding promptly to requests for additional information and 
ensuring high-quality communications. 

ï· Anticipate and address donor needs, providing guidance to UNICEF Country Offices and experts, 
and escalating challenges to the Director, IPE with recommended solutions. 

ï· Coordinate financial remittances by leading remittance meetings and entering data into UNICEF’s 
global database. 

ï· Oversee the programmatic side of Survival Gifts, ensuring timely identification of cost points, project 
alignment, and accurate remittance. 

ï· Lead on the programmatic elements of Galas, working with HQ and Country Offices to identify 
funding priorities, manage reporting, and ensure proper remittance. 


Proposal Development (10%) 

ï· Support the Director, IPE, in developing Government of Canada funding proposals using a project 

management approach, applying RBM, gender, and environmental analysis to streamline 

collaboration with Country Offices. 

ï· Assist the Director and Manager, IPE, in writing and designing strategic proposals for diverse, high-

value donors. 

ï· Build and steward relationships with key stakeholders – including UNICEF Country Offices and 

Headquarters – to gather program materials for time-sensitive proposals and concept notes. 


Research, Knowledge Management and Organizational Capacity Development (35%)

ï· Develop and maintain deep knowledge of UNICEF’s policies and programs, as well as national and 

international developments in international development and humanitarian action, with emphasis on 

Canadian policies and priorities. 

ï· Stay current on issues affecting UNICEF and identify reliable sources for needed information. 

ï· Lead fact-checking (English and French) for the International Programs and Emergency team and 

train new staff in the process. 

ï· Prepare strategic materials – including concept papers, situation briefs, and Town Hall presentations 

for UNICEF Canada’s senior leadership and other audiences. 

ï· Create and manage tools and systems to capture and share knowledge on UNICEF’s work and 

impact, improving efficiency and supporting fundraising and communications. 

ï· Support the Director, IPE, in developing a needs-based staff development strategy for UNICEF 

Canada. 

ï· Design and deliver strategic training and learning opportunities for staff, volunteers, campaigners, 

and partners; lead all French-language trainings. 

ï· Manage travel logistics program (e.g., donor and CEO visits), coordinating with Country Offices to 

produce detailed travel binders and tailored briefs. 

Qualification 

ï· Bilingual in English and French (required) 
ï· Post-secondary degree (or equivalent experience) in International Development, Political Science, 

or a related field 
ï· Minimum five (5) years of relevant professional experience 
ï· Strong ability to build effective relationships with colleagues, overseas offices, and partners 
ï· Excellent verbal and written communication across multiple media 
ï· Proven organizational and project management skills, with attention to detail, quality, deadlines, 

and multitasking in a fast-paced environment 
ï· Solid knowledge of Results-Based Management, data analysis, gender, and environmental 

programming 
ï· Experience working with Canadian international donors, including Global Affairs Canada 
ï· Skilled at distilling complex information for diverse internal and external audiences 
ï· Strong knowledge of the Canadian international aid sector and issues affecting children in 

developing countries
