Striving for excellence in client-centred care and education, you will work as part of the Mobile Covid and Harm 

Reduction Outreach Services (LAUNCH) team. In the role of a LAUNCH Overdose Prevention Support Worker, 

you will provide health information and support on safer injection and consumption, monitor clients for adverse 

reactions, assess, respond to, and support overdose events, and assist in the initiation of emergency responses, 

as necessary. As a member of the LAUNCH team you will assist in educating team members in areas relating to 

overdose response, infection prevention and safer drug consumption for purposes of increasing team capacity to 

support the needs of people who use drugs (PWUD) in sheltering sites. 


The role of OPSW includes in situ harm reduction support for shelter residents self-isolating as per directions from 

Toronto Public Health, to prevent COVID transmission within the shelter system. OPSW’s will mobilize COVID 

response should the need to uplift a new isolation site(s) emerge, and will abide and enforce strict infection 

control measures during overdose response. This position may also require flexibility to work late evenings, 

overnights, and weekends, as required by the covid isolation support function of the job. 


General Responsibilities: 


The OPSW works in tandem with Client Support Workers (CSW) and Harm Reduction Coordinators to assess risk 

factors in sheltering sites for development of effective overdose response strategies. The OPSW leads response 

to overdoses and facilitates drills and simulations for the LAUNCH team, shelter staff and community members. 

The OPSW is expected to facilitate prevention and response work in controlled and uncontrolled settings and is 

responsible for completing quality assurance on all equipment and provides safer injection education and safety 

planning to clients accessing LAUNCH services. The OPSW is responsible for capturing client encounters within 

an agency communication database. 


OPSW relief shits will be offered as either: day, evening, overnight, and weekends. 


Qualifications: 

1. Undergraduate in a relevant discipline from a recognized university or some post-secondary education 
combined with significant experience in health promotion and/or community development or an equivalent 
of work/lived experience. 

2. 2-4 years working in overdose response capacity with people who use drugs, racialized populations, 
Indigenous peoples, people who engage in sex work, prisoners/ex-prisoners, people with mental health 
challenges, and people who have experienced trauma 

3. 3-5 years of experience in a community setting should include demonstrated knowledge of community 
resources, harm reduction, and supportive counselling 

4. Excellent written and verbal communication skills 
5. Extensive advocacy, crisis intervention and prevention, conflict resolution, and negotiation skills 

6. Ability to travel across the City of Toronto 

7. Ability to develop and implement harm reduction risk analysis assessments and overdose prevention and 

response protocols 

8. Demonstrated ability to work with multi-disciplinary teams. 

9. Experience with overdose prevention and responding to overdose emergencies 

10. Proficiency in a language other than English, as well as personal/lived experience of drug use, 

homelessness and/or street involvement are assets.

Supervised Consumption Services (SCS) / Consumption and Treatment Services (CTS) staff team, within a harm 
reduction framework, and in alignment with the vision and values of PQWCHC. In so doing, you’ll help ensure that 
SCS/CTS operations comply with all exemption requirements and guidelines, as well as PQWCHC policies and 
procedures. In the role of SCS/CTS Overdose Prevention Support Worker, you will respond to overdoses, 
distribute harm reduction supplies, provide harm reduction education, and make referrals to additional services. 

Reporting to the SCS Supervisor, you’ll supervise clients administering their own drug injections and using other 
permitted modes of consumption (i.e., intranasal and oral) who may present with a variety of acute and chronic 
illnesses/diseases and complex health and social needs. As an Overdose Prevention Support Worker, you’ll 
provide education and support on safer injection and consumption, monitor clients for adverse reactions, assess, 
respond to, and support overdose events, and assist in the initiation of emergency responses, as necessary. You 
will also assist in client de-escalation and provide support for crowd control and make referrals to other health and 
social service providers. 

You have at least 1 year of experience working in a harm reduction program and/or a community setting, working 
with homeless and marginalized populations, including people who inject illicit drugs. You have experience with 
overdose prevention and response and training in/experience with Naloxone administration. Confident in 
asserting and maintaining strong boundaries, you bring substantial knowledge of drug use, specifically injection 
drug use, acquired through a combination of work experience, lived experience and/or education or training, are 
familiar with community services and resources, and respect and value the diversity of communities and 
individuals. 

Proficiency in one or more languages other than English would be an asset, as would experience in the following 
areas: working in a supervised consumption or overdose prevention service; providing overdose training, 
including Naloxone administration; and working with people who use drugs, racialized populations, Indigenous 
peoples, people who engage in sex work, prisoners/ex-prisoners, people with mental health challenges, and 
people who have experienced trauma. 


Compensation: $30.51/hr to $35.93/hr + 4% in lieu of vacation

General Responsibilities: 

The Client Support Worker works within the Homeless and Harm Reduction team, primarily on the first floor and 

the perimeter of the Health Centre, and reports to the Supervisor, Urban Health, Harm Reduction Services. 

Responsible for maintaining an atmosphere of respect and safety, the Client Support Worker engages primarily 

with the most vulnerable individuals who access our services, including those who experience homelessness, 

poverty, mental health challenges, sex workers, and people who use drugs. To do this effectively, our Client 

Support Workers have knowledge and appreciation of the impacts of colonization, violence, and trauma on 

individuals and communities. While this is not a case management position, the Client Support Worker assists 

clients in navigating the centre and its programs and services and on occasion provides support in accessing 

outside resources. Behavioural de-escalation is an almost daily feature of the role both inside the building and in 

the immediate perimeter, and the incumbent will have strong skills in crisis intervention, in developing rapport with 

clients, and in providing support while maintaining strong boundaries. The position provides backup to the Intake 

Worker and performs some scheduling/administrative duties. 


The successful candidate will have an undergraduate degree in a relevant discipline from a recognized university 

or some post-secondary education combined with significant experience in health promotion and/or community 

development. Your 3-5 years of experience in a community setting should include demonstrated knowledge of 

community resources, harm reduction, and supportive counselling. Proficiency in a language other than English, 

as well as personal/lived experience of drug use, homelessness and/or street involvement are assets.
