Position Summary

The Vice President, Finance & Operations reports directly to the President and CEO and is a key member of the Executive Leadership Team, contributing to organizational strategy, operational excellence, and long-term sustainability.

This role provides strategic leadership across financial, operational, and administrative functions, ensuring strong stewardship, effective risk management, and regulatory compliance.

The Vice President oversees enterprise risk management, insurance, and key operational systems, while supporting the development of human resources practices in collaboration with a fractional HR specialist. They also act as the primary liaison with external partners including property management and IT service providers.

This role plays a critical part in supporting good governance through financial and operational reporting to the Audit, Finance and Investment Committee and Board of Directors.

The Vice President creates and oversees an annual operating budget of approximately $5 million.

Responsibilities

Financial Leadership & Stewardship

  • Oversee accounting operations, financial reporting, audits, internal controls, and the preparation of monthly, quarterly, and annual financial statements
  • Prepare financial analysis and reporting for the CEO, Board of Directors, and Audit, Finance and Investment Committee
  • Lead organizational budgeting, forecasting, financial planning, and operational analysis to support strategic decision-making
  • Monitor cash flow and financial sustainability
  • Provide oversight of bank reconciliations
  • Ensure compliance with CRA charitable regulations, financial policies, and reporting requirements
  • Exercise delegated signing authority for cheques, contracts, and financial commitments within Board-approved limits
  • Administer the investment policy statement in coordination with the Audit, Finance and Investment Committee and external investment managers, ensuring compliance with CRA requirements
  • Oversee capital asset accounting including capital reserves planning and management
  • Oversee banking, insurance, and vendor relationships

Facilities & Infrastructure Management

  • Provide oversight for organizational facilities, including maintenance, repairs, leases, safety, and operational readiness
  • Ensure compliance with workplace health and safety requirements and building regulations
  • Oversee Managed Service Providers related to facilities, information technology, and security
  • Support space planning, office operations, and future infrastructure needs
  • Lead operational planning related to facility improvements, renovations, and capital projects

Administrative Operations

  • Oversee administrative systems, operational policies, procurement practices, and organizational documentation
  • Coordinate with external legal, HR, audit, and consulting partners as required
  • Monitor operational efficiencies and recommend improvements to systems and workflows

Payroll and Benefits

  • Oversee payroll administration and employee benefits systems to ensure accuracy and compliance
  • Ensure compliance with employment standards, payroll regulations, workplace policies, and reporting requirements
  • Ensure accurate and timely completion of all charitable and statutory filings, including the T3010 Registered Charity Information Return, GST/HST rebate filings, and T4/T4A reporting

Governance & Risk Management

  • Support Board and Committee reporting related to finance, facilities, and operational matters
  • Ensure operational controls, administrative processes, and organizational policies align with regulatory requirements and best practices
  • Contribute to enterprise risk management and business continuity planning

Job Qualifications

Education

  • CPA designation or equivalent training and work experience

Experience

  • At least 10 years of senior financial leadership experience
  • Existing Vice Presidents or experienced Directors/Senior Directors encouraged to apply
  • Demonstrated strategic leadership and organizational impact
  • Experience overseeing facilities or infrastructure operations is considered an asset
  • Experience within the charitable, healthcare, or non-profit sector preferred

Knowledge, Skills, and Abilities

  • Strong understanding of budgeting, audits, compliance, and operational administration
  • Knowledge of CRA charitable regulations and governance requirements
  • Knowledge of workplace health and safety standards and facilities management practices
  • Demonstrated ability to manage multiple financial and operational priorities effectively
  • Strong analytical, problem-solving, and decision-making skills
  • Excellent relationship-building and communication skills
  • Ability to work effectively with senior leadership, Boards, and external partners
