Function:
The primary function of this position is to ensure consistent oversight, monitoring, and operational support across multiple programs, with a strong emphasis on risk management and community safety planning. The Team Lead – Multi-Program
Residential Services (Floater) is responsible for overseeing client care, supporting effective case management practices, and ensuring accurate and timely submission of funder-required documentation. This role provides leadership and supervision across residential and community-based programs funded by CSC, SOLGEN, the City of Toronto, and United Way, ensuring service continuity, contractual compliance, and high-quality outcomes. Working collaboratively with Directors, Team Leaders, funders, and community partners, the Team Lead supports staff, responds to risk and crisis situations, and contributes to the ongoing strength and effectiveness of program delivery.
Schedule:
This position is 41.25 hours per week and includes after-hours oncall responsibilities for residential services. As the residences operate 24 hours a day, seven days a week, the incumbent will be required to work a flexible schedule, including shift work, weekends, and statutory holidays, as operationally required.

Duties & Responsibilities
Leadership & Staff Oversight
- Provide leadership, supervision, coaching, and operational support to Case Managers, Residential Support Workers, students, and volunteers across multiple programs.
- Support recruitment, onboarding, training, performance management, and progressive discipline in collaboration with senior leadership and Human Resources.
- Complete or support annual performance evaluations, including student and placement evaluations.
- Coordinate staffing coverage as required, including scheduling support and management coverage across programs.
- Provide management coverage for CSC-funded residential services, including covering sick calls and staffing gaps to maintain operational continuity, contractual compliance, and community safety.
- Monitor staff attendance, scheduling accuracy, and Dayforce entries to ensure payroll and reporting accuracy.
- Maintain confidentiality in all human resources–related matters.
Program Oversight & Operations
- Provide operational oversight across CSC, SOLGEN, City of Toronto, and United Way–funded programs to ensure consistency, quality, and contractual compliance.
- Ensure program deliverables align with funder work plans, policies, and reporting requirements.
- Oversee risk management, community safety planning, and crisis response processes.
- Lead or support incident response, including crisis intervention, de-escalation, and conflict mediation.
- Facilitate resident meetings and promote safe, structured, and respectful residential environments.
- Identify service gaps and contribute to program development, innovation, and continuous quality improvement.
- Work collaboratively with Directors, Team Leads, and designates to ensure compliance with occupational health and safety standards.
Case Management & Client Services (Supervisory Role)
- Provide oversight, guidance, and consultation to staff regarding case management practices, assessments, and documentation.
Support the development, implementation, and review of correctional, treatment, and reintegration plans in collaboration with parole officers and community partners.
- Contribute input to plan revisions based on risk, needs, and progress.
- Support staff in monitoring client accountability, engagement, and progress toward reducing risk of re-offending.
- Ensure client files, reports, and documentation meet agency, funder, and legislative standards.
- Meet with clients as required to support service delivery and case planning.
Funder, Community & Stakeholder Relations
- Serve as a liaison with funders, government representatives, parole officers, housing providers, and community partners.
- Support the preparation and submission of funding proposals, reports, applications, and research initiatives.
- Compile and submit required program statistics and reports (monthly, quarterly, semi-annual, and annual) for CSC, SOLGEN, City of Toronto, and United Way.
- Advocate with landlords and housing providers to support housing stability.
- Participate in community meetings, network tables, and inter-agency collaborations.
Administrative & Reporting Functions
- Ensure accurate record-keeping, data collection, and statistical reporting across programs.
- Oversee reporting requirements including monthly statistics, six-month reports, TGRIP data entry, and discharge documentation.
- Support Directors, Team Leads, and designates with audits, compliance reviews, and funder reporting.
- Oversee TTC fare distribution and ensure all related documentation is completed and submitted.
- Participate in staff meetings, team meetings, and agency committees.
- Engage in ongoing professional development and sector-related training.

Essential Qualifications & Skills
- Demonstrated ability to manage multiple programs, priorities, and stakeholders concurrently.
- Strong leadership and staff supervision experience in residential or communitybased settings.
- Advanced skills in conflict resolution, crisis intervention, and de-escalation.
- Knowledge of and commitment to harm reduction and trauma-informed approaches.
- Strong understanding of Ontario’s correctional and criminal justice systems.
- Knowledge of housing, homelessness, and community-based service delivery.
- Experience supporting individuals with complex needs and justice involvement.
- Strong written, verbal, and facilitation skills.
- Ability to work both independently and collaboratively in fast-paced environments.
- Demonstrated cultural competence and application of Anti-Racism and AntiOppression frameworks.
Qualifications
Education & Experience
- College Diploma or University Degree in Social Services, Criminal Justice, or a related field.
- Minimum 3 years’ experience in social services, criminal justice, housing, or a related field.
- Minimum 2 years’ supervisory or management experience, preferably in residential or community-based programs.
- Experience in residential programming considered an asset.
- Experience in program development, implementation, and evaluation.
- Experience providing supportive counselling to high-needs clients.
Knowledge & Technical Expertise
- Understanding of community reintegration barriers for justice-involved individuals.
- Knowledge of provincial and federal correctional systems, including probation, parole, and community supervision.
- Strong experience in risk assessment, monitoring, and reporting to support community safety.
- Knowledge of crisis intervention, substance use, and mental health best practices.
- Experience in community outreach and partnership development.
- Experience reporting to external authorities (e.g., CAS, Police Services) as required.
- Experience supporting peer-based and culturally responsive programming considered an asset.
