Supportive Housing Program Manager for not-for-profit community services client, Toronto.

Job Type: Full-Time Permanent.

Target Compensation: From $77,000 to $81,000 per annum, with some flexibility according to experience, and excellent benefits.

Additional Benefits: Comprehensive health, dental, wellness and insurance plan; 4 weeks' paid vacation; generous paid personal days allotment; employer funded RRSP, additional incentives.

Regular Work Hours: From either 9:30 am to 5:30 pm, or 10 am to 6 pm, with .5 hour lunch break, Monday to Friday (37.5 work hours per week). Must have flexibility to work occasional evenings, weekends and on-calls if needed.

Work Location: 100% onsite at client's downtown Toronto office, with free parking provided.
Ergonomic Requirements In addition to regular desk work, ergonomic requirements may include occasional site visits that will involve climbing stairs.

Travel Requirements: Occasional local travel within Toronto may be required.

Position Reports To: Executive Director.

Responsibilities Summary:

Provide dedicated, compassionate leadership and operational oversight to supportive housing programs and services for tenants with mental health challenges, within a busy, deadline oriented and diverse environment. Ensure quality program and services delivery that fosters self-sufficient living and recovery.

Leadership Responsibilities (Direct Supervisory): Supervises 2 Team Leads, with dotted line oversight for up to 25 front line staff.

Additional Responsibilities:

  • Ensure program meets its goals and objectives, adjusting strategies as necessary. Ensure regulatory compliance.
  • Design, implement and evaluate new programs and housing initiatives. Manage program admission processes efficiently.
  • Coordinate with teams and external partners to facilitate access to community resources, including healthcare, employment, and educational opportunities.
  • Oversee provision of individual-centered care plans, ensuring staff are effectively supporting clients in achieving housing stability and self-sufficiency. Conduct regular reviews of resident needs and progress. Lead crisis intervention efforts, providing support and direction to staff in emergency situations to ensure resident safety and well-being.
  • Lead outreach efforts to foster community support and engagement. Represent organization at community meetings and events, advocating for the needs and rights of clients. Serve as primary point of contact for community inquiries and concerns, ensuring positive and effective communication.
  • Establish and maintain strong relationships with landlords, service providers, and community organizations to support housing initiatives and client needs. Ensure residents receive fair and consistent services and benefits, working to resolve any systemic barriers.
  • Maintain accurate and up-to-date resident records, ensuring confidentiality and security.
  • Manage program budgets, ensuring financial resources are allocated effectively and efficiently.
  • Evaluate program performance, preparing reports for the Executive Director and other stakeholders.
  • Ensure staff receive thorough job onboarding and training to fulfill their responsibilities effectively. Evaluate staff performance, providing constructive feedback and implementing improvement plans as needed. Foster a collaborative and supportive team environment.
  • Additional program management, planning, oversight, implementation, communications and advisory responsibilities as required.

Qualifications:

Education: University Degree in Social Services or equivalent combination of education, training and experience.

Preferred Work Experience: At least 3+ years of work experience in supportive housing or working with individuals living with mental illness and/or homelessness.

Preferred Sector Experience: Demonstrated experience, empathy and understanding of challenges faced by adults living with mental health issues.

Leadership Experience and Skills: At least 3+ years of team leadership experience. Demonstrated ability to motivate and engage with a diverse group of internal and external stakeholders. An interpersonal skills assessment will be administered as part of the application.

Technical and Language Skills Requirements:

  • Proficiency with Microsoft Office applications including Word, Excel, PowerPoint, Outlook and Teams.
  • Familiarity and proficiency with standard office equipment and electronic and hard copy records management systems.
  • Experience with TREAT or similar care coordination software application.
  • Strong English communication skills, both written and verbal, including advanced level business writing skills, and verbal presentation skills suitable for a diverse range of audiences.
  • Verbal fluency in additional language(s) an asset.

Task -Based Qualifications and Additional Attributes:

  • Understanding of local and provincial housing regulations and policies including Residential Tenancies Act.
  • Knowledge of health and safety regulations and procedures, including fire safety and inspections.
  • Proven ability to manage budgets and financial resources.
  • Trauma Informed and Crisis Intervention Skills. Proven ability to respond to sensitive and confidential matters with tact, discretion, and excellent judgement in the interpretation and application of instructions and organization policy.
  • Demonstrated record of professional conduct and character. Responsible, reliable and works to deadlines.
  • Strong relationship management skills including business networking, negotiation, change management and consulting/advisory skills.
  • Demonstrated successful experience of prioritizing work, making decisions and communicating with others within a values framework of respect, equity, anti-racism, diversity and inclusivity.

Additional Requirements:

  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work 100% onsite, abiding by organization health and safety policies.
  • Ability to promptly provide 3 qualified employment references upon request who are available to speak with either Marberg or Marberg's client.
  • Ability to declare personal Non-Conflict of Interest in execution of position responsibilities.
  • Ability to complete a satisfactory Vulnerable Sector security check upon request. Please note that Marberg will reimburse for the cost of the security check upon submission of approved expense receipts.
  • Additional satisfactory Background Checks, Technical Skills Evaluations, Interpersonal Skills Assessment, and Employment References as required.
