About the Role
Centre for Skills Development is seeking a Language Training Supervisor to provide leadership and oversight for Language Instruction for Newcomers to Canada (LINC) and other language programs. This role ensures high-quality instruction, compliance with Immigration, Refugees and Citizenship Canada (IRCC) requirements, and positive learner outcomes for newcomers, while supporting staff development and continuous program improvement.
These are your responsibilities:
Program Management & Delivery:
- Oversee day-to-day operations of LINC and other language programming, including staff supervision, scheduling, and site coordination.
- Plan, implement, monitor, and continuously improve programming aligned with Canadian Language Benchmarks (CLB), PBLA guidelines, Ontario LINC Curriculum Guidelines, and Avenue standards.
- Monitor enrolment, course delivery, and program performance, including specialized and seasonal programming.
- Ensure effective instructional practices through the use of technology, innovation, and evidence-based methodologies.
Instructional Quality & Learner Success:
- Ensure program objectives and learner outcomes are achieved through consistent monitoring of teaching and learning practices.
- Promote learner integration and success through feedback mechanisms, evaluation processes, and student success initiatives.
- Monitor instructional delivery to ensure compliance with curriculum, benchmark, and IRCC requirements.
Staff Leadership & Development:
- Recruit, supervise, evaluate, and support instructional and support staff, including Supply Instructors.
- Conduct classroom observations, performance reviews, coaching, and performance improvement planning.
- Promote and monitor ongoing professional development aligned with TESL, PBLA, and LINC standards.
- Manage staff scheduling, coverage, and tracking of leaves.
- Address staff and student concerns, conducting first-level investigations as required.
Reporting, Partnerships & Compliance:
- Support the planning and implementation of partnerships related to LINC and other language training delivery.
- Collect and review instructor reports and collaborate on monthly, annual, and ad hoc reporting required by IRCC.
- Ensure compliance with IRCC contribution agreements, reporting obligations, and program standards.
Financial & Administrative Oversight:
- Monitor departmental budgets and expenditures; identify variances and implement corrective actions as required.
- Review and authorize purchase orders and coordinate with Finance to ensure financial commitments are met.
Collaboration & Strategic Support:
- Collaborate with other Centre for Skills supervisors to ensure integrated service delivery and wrap-around support.
- Support outreach, marketing, program development, and strategic initiatives related to language training programming.
- Participate in departmental planning and organizational initiatives.
Professional Engagement & Other Duties:
- Maintain professional standards through participation in relevant internal and external committees, networks, and professional associations related to LINC and adult language training.
What you need to bring to this job:
- Post-secondary degree or diploma in a relevant field.
- TESL certification (TESL Ontario or equivalent) is an asset.
- PBLA certification is an asset.
- Minimum 3 years of leadership and supervisory experience.
- 3–5 years of experience in language training, employment, or community-based services.
- Experience working within a not-for-profit or government-funded organization preferred.
- Familiarity with IRCC-funded programming is an asset.
- Strong leadership, communication, and organizational skills.
- Ability to analyze data and reports to inform program improvement.
- Proficiency with MS Office, virtual learning platforms (Avenue), and database systems (HARTs).
- Valid driver’s license, access to a reliable vehicle, and willingness to travel within Halton and Peel regions.
