STRATEGIC PLANNING REQUEST FOR PROPOSALS

Belleville and Quinte West Community Health Centre (BQWCHC) is inviting proposals to assist the organization in Strategic Planning.

About BQWCHC

BQWCHC is a non-profit, community governed, comprehensive primary health care organization. We were established in 2011 and have two locations – in Trenton and in Belleville, Ontario. We have approximately 70 staff providing a wide range of services and are governed by an elected Board of 12 community members.

BQWCHC serves the Quinte area with a focus on those who face barriers to achieving health equity and are underserved by traditional health services.

Programs and services include comprehensive primary health care, health promotion, community capacity building, and system navigation. We serve approximately 6600 people for primary health care services and an additional approximately 4000 people through our other programs. BQWCHC is actively engaged with other local partners through the Hastings Prince Edward Ontario Health Team and other collaborations to build integrated health and wellness promoting systems.

BQWCHC last conducted a strategic planning process in 2022 and the current plan expires in March 2027.

SCOPE

We are accepting proposals for services to

1. Engage staff, Board, clients, partner organizations and community members in a strategic planning process that o reflects on - and possibly revise - our vision, mission and values o considers the current operational and strategic environment
   • identifies and considers how to leverage internal and external strengths, challenges and opportunities
   • produces a Strategic Plan that includes key strategic priorities, goals, and measurable indicators of success
   • makes recommendations regarding the plan’s implementation and support structure.
2. Consultants will be required to ensure the Executive Director and Strategic Planning Committee are fully engaged and briefed through regular meetings and ad hoc discussions.
3. Provide reports on the process, data collected, analysis
4. Prepare a summary of the Strategic Plan for stakeholder engagement purposes 5. Complete the process and deliverables by March 31, 2027.

DELIVERABLES

• Environmental Scan report and key questions arising for consideration by targeted stakeholders (clients/community; senior leadership) - not later than June 30, 2026
• Draft Strategic Plan – not later than November 15, 2026
• Report on the Strategic Planning process, outlining the process, data collected, and related analysis – by February 1, 2027

PROPOSALS

Proposals must contain

• Understanding of the overall project and any risks or considerations that inform the proposal
• Outline of overall approach to the project
• Detailed workplan outlining for the project including specific activities and anticipated outcomes, associated timeline
• Background, qualification and relevant experience of the proponent and all involved consultants
• Detailed budget by key activity and hourly rate
• 3 references from similar types of projects
• 2 samples of work product from similar types of projects
• Proposed payment schedule

Only the top two proponents may be invited for an interview. Interviews will account for a separate rating out of 10.

BQWCHC reserves the right to cancel or modify the RFP, or not to award the contract to any proponent.

TIMELINES

Proposals will be received until 4pm (EDT) March 4, 2026 Proponents will be advised of the outcome by end of March 2026.
