Introduction

L’Arche Ontario, representing the eight L’Arche agencies / communities operating in Ontario, is seeking proposals from qualified financial consulting firms to conduct a comprehensive financial analysis of the operational costs for the eight Ontario L’Arche agencies. The primary goal is to identify major cost centers, evaluate the effective use of resources, and provide actionable recommendations for long-term financial sustainability across the region.

The analysis will encompass the following eight communities in Ontario: L’Arche Arnprior, L’Arche Daybreak (Richmond Hill), L’Arche Hamilton, L’Arche London, L’Arche Ottawa, L’Arche Stratford, L’Arche Sudbury and L’Arche Toronto.

Project Objectives

The selected Proponent will perform a detailed review of our financial records to:

  • Identify Major Cost Centers: Break down expenses by program (e.g., residential services, day programming, supported independent living) and operations (e.g., administrative, occupancy, and professional fees).
  • Demographics: Provide pertinent demographic data regarding the population supported by L’Arche communities for the purposes of planning and forecasting expenses.
  • Resource Efficiency Analysis: Determine the "cost per outcome" for core services, such as inclusive housing and day supports. Compare across L’Arche communities as per number of residents, participants in funded programs, and individuals accessing programs through passport or other fee-for-service agreements, and against sector standards as possible.
  • Benchmarking: Compare financial performance and overhead ratios (e.g., administrative vs. program costs) across the eight agencies and against sector standards for Ontario developmental services.
  • Business Model Review: Analyze the impact of our diverse revenue streams, including provincial MCCSS funding, Passport funding, fee-for-service agreements, and charitable donations on our ability to deliver services. Develop three-year financial forecasts (best, base, and worst-case scenarios) considering rising operating costs and potential funding volatility.
  • Historical Analysis: Present an analysis of historic impacts (ten years) of changes in legislation on our finances and operational resilience.
  • Risks & Opportunities: Present an overall S.W.O.T. analysis given the current financial reality of the Ontario L’Arche communities.

Scope of Services

  • Interviews with Executive Directors and Finance leads at each community. Review of audited financial statements, T3010 filings, and internal management reports for all eight agencies.
  • Preparation of a final report with specific recommendations for efficiencies and resource optimization, as well as an analysis of the strengths and challenges of our business model compared to partners in the developmental services sector.

Proposal Requirements

  • Firm Overview: Relevant experience in the Ontario non-profit sector, specifically with developmental services agencies. Biographies of senior members, including those who would work specifically on this project.
  • Methodology: A detailed work plan outlining how the eight distinct agencies will be analyzed and how the comparison to relevant market data will be performed.
  • Budget: A fixed-cost quotation for the entire project, including any travel-related costs.

Timeline and Submission

  • This RFP is being issued March 9, 2026, with a submission deadline of March 27, 2026. The project completion date is TBD.
