1. Introduction
HF Care (formerly Hong Fook Mental Health Association) is a fully accredited charitable organization serving communities across the Greater Toronto Area in English and five additional languages: Cambodian, Cantonese, Korean, Mandarin and Vietnamese. Established in 1982, HF Care has been a provincial leader, providing a continuum of mental health services for Asian communities with locations in Toronto and Markham. Its work creates ripples of healing—from individuals finding help, to families finding hope, to communities learning that mental health care is strength, not weakness.
HF Care Foundation (formerly Hong Fook Mental Health Foundation) drives change through philanthropy by providing HF Care with critical support through the generosity of its donors. In 2001, a small group of HF volunteers came together to ensure the organization had a long-term sustainability plan, to meet the growing needs of our community and expand beyond the limits of public funding. The Foundation created a new philanthropic “table” where the historically unmet needs of the Asian communities could be prioritized.
On October 30, 2025, HF Care unveiled our new 2026–2029 Strategic Plan and completed a rebrand from Hong Fook Mental Health Association to HF Care. This evolution is driven by our commitment to deepening our culturally rooted model of care and reaching more families across diverse communities.
Our Plan outlines a strategic expansion across programmatic, geographic, and organizational levels, driven by our vision to foster connected communities where every person can live their fullest, most meaningful life. To support the execution of this Plan, we require a fundraising campaign strategy and model refresh to significantly boost our capacity in donor engagement.

2. Project Scope & Objectives
HF Care seeks a qualified fundraising consultant or firm, experienced with supporting non-profit agency fundraising capacity building, and with deep cultural understanding of philanthropy within East and Southeast communities, to design, document, and provide implementation support for an enhanced, multi-stream fundraising model to achieve our strategic funding goals. Project timeline will be discussed once the proposal is accepted.
Key Deliverables:
The consultant or firm is required to deliver the following tailored fundraising tools and documentation.
- Campaign Strategy Design
- Conduct a feasibility study to assess current organizational fundraising capacity and validate the proposed campaign fundraising goal.
- Create a clear, prioritized prospect pipeline and recommended gift charts that clearly outline donor levels required for the campaign goal.
- Provide a documented strategy for identifying and qualifying new high-potential individual and corporate prospects within the GTA and beyond.
- A blueprint for recruiting, training, and managing a high-impact Campaign Cabinet/Volunteer Committee to champion the effort.
- Donor Engagement and Stewardship Tools
- Produce a finalized, detailed, and visually compelling Case for Support articulating the need, HF Care's solution, and the measurable impact of strategic investment for all target audiences.
- Develop a suite of core messaging, elevator pitches and Q&A documents for use across all digital communications (website, social media) and by staff and volunteers, ensuring consistent articulation of the campaign’s mission and impact.
- Develop a matrix detailing customized stewardship activities based on donor level, fund stream, and affinity, alongside a documented annual stewardship strategy plan.
- Fundraising Model and Process Refresh
- Provide clear documentation of recommended processes, systems (CRM utilization), and staff/volunteer roles required to efficiently execute the overall campaign strategy and the multi-stream model.
3. Proposal Requirements
Interested consultants/firms should submit a proposal that clearly addresses the following:
- Team Structure: Identification of key personnel, their roles, and relevant experience, particularly within the non-profit or mental health sector.
- Project Understanding: Confirmation of understanding of HF Care’s mission, the Strategic Plan, and the complexity of serving diverse Asian language communities.
- Methodology: A detailed description of the proposed methodology for implementing the deliverables, and an action plan.
- Budget and Fee Structure: A detailed fee structure and total estimated cost for the project.
- References: Contact information for at least three previous clients for similar projects.
4. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Understanding of Project Scope: Demonstrated comprehension of HF Care's mission, vision, values, and the Strategic Plan 2026-2029.
- Experience & Expertise: Proven track record in campaign strategy development and fundraising capacity building, with specific experience in the non-profit or healthcare sector. Significant experience working with racialized communities and addressing intersectional issues is essential.
- Creative Approach: Innovative and strategic approach to visual identity and messaging.
- Project Management: Clear and feasible project plan, timeline, and budget.
- Cultural Appropriateness & Accessibility: Demonstrated commitment to cultural appropriateness and accessibility in all aspects of the project.
