1. INTRODUCTION
Amnesty International Canadian Section - English‑Speaking (referred below as Amnesty International Canada) is seeking proposals from qualified consultants or firms to conduct a focused mid‑cycle review of its 2022–2030 Strategic Plan.
The purpose of the consultancy is to provide leadership and governance with a clear, evidence‑based progress review of impact to date, including key achievements, gaps, risks, and proposed adjustments for consideration to successfully implement the strategy through 2030. The scope of work will also include impact reporting for the year 2025-2026.
2. BACKGROUND
In 2022, Amnesty International Canada adopted a transformative eight-year (2022-2030) strategic plan, aligned with Amnesty International’s global strategic framework. Amnesty International Canada is now seeking an external, independent mid-cycle review of the implementation progress to capture impact, assess gaps and identify potential shifts or opportunities to successfully deliver the strategy by 2030.
3. SCOPE OF WORK
The selected consultant or firm will conduct a focused mid-cycle assessment of Amnesty International Canada’s 2022–2030 Strategic Plan, capturing progress to date, key enabling conditions, and practical adjustments required for the second phase of the strategy.
The selected consultant is expected to evaluate success and path forward within the rapidly evolving political, economic and social context in Canada and globally.
The consultant will:
- Review strategic plan materials and background documentation provided by Amnesty International Canada (e.g., existing internal reports, quarterly impact reports, 2025 Implementation review of the global Amnesty strategic framework)
- Develop a lean assessment framework and workplan, validated with at project initiation
- Undertake limited but qualitative stakeholder engagement, to capture the voice of impacted communities and rights holders, including through:
- Key interviews with rights holders, partners, activists and community members most impacted by Amnesty Canada’s work
- Impact interviews with Amnesty Canada’s teams on their respective portfolios
- Assess progress against strategic priorities, intended outcomes, and major milestones, focused on:
- Areas of progress and impact o Areas of improvement for 2026-2030 implementation o Emerging risks and opportunities to consider in the second phase of the strategic plan period
- As per Amnesty Canada’s approach to equity, integrate an Anti‑Racism and Anti‑Oppression (ARAO) lens throughout the review, including free, prior and informed consent in stakeholder interviews
- Propose a Theory of Change and implementation framework for the second half of the cycle.
- Advise on effective ways to capture and report the review findings in public‑facing annual reporting
Out‑of‑Scope
To maintain feasibility within budget and timeline, the following are explicitly out of scope:
- Comprehensive program‑level evaluations
- Large‑scale or multi‑round consultations
- Extensive comparative or sector benchmarking studies
4. DELIVERABLES
The consultant will be expected to deliver:
- A concise project workplan and assessment framework
- A draft report
- A final strategic review report synthesizing findings and insights, with recommendations for 2026-2030
- A presentation and debrief session with Senior Leadership and the Board of Directors
Collected information will remain the property of Amnesty International Canada (English Speaking Section). Deliverables should be practical, decision‑oriented, and proportionate to the scope and budget.
5. TIMELINE
The anticipated project timeline is as follows:
RFP Issued: June 19, 2026
Proposal Submission Deadline: July 10, 2026
Review & Selection: July 17, 2026
Project Initiation & Workplan Finalization: July 30, 2026
Data Collection & Stakeholder Engagement: August- September 2026
Analysis & Draft Reporting: Late September 2026
Final Reporting & Presentations: October 30, 2026
Amnesty International Canada is open to minor adjustments to the timeline in consultation with the successful proponent, provided final deliverables are completed by October 30, 2026.
6. BUDGET
The maximum available budget for the consultancy is $20,000 CAD, inclusive of all fees, expenses, travel, taxes, and administrative costs.
Proposals must include a detailed budget breakdown by major activity or phase. Cost effective, right-sized approaches will be viewed favourably.
7. PROPOSAL REQUIREMENTS
Proposals should include:
- Overview of the consultant or firm
- Relevant experience and examples of at least three comparable work samples
- Proposed methodology and workplan
- Timeline and availability
- References
Proposals should be submitted as a single PDF.
8. EVALUATION CRITERIA
Proposals will be evaluated using the following criteria:
Relevant Experience (30%)
Experience with strategic reviews or mid‑cycle assessments of comparable scope and complexity.
Lean and Fit‑for‑Purpose Methodology (25%)
Clarity, proportionality, and efficiency of the proposed approach, including the ability to generate meaningful insight without undue burden.
Integration of Anti‑Racism and Anti‑Oppression (ARAO) (20%)
Demonstrated experience in assessing impact with communities and integrating ARAO principles in strategic review. Ability to understand impact
Timeline Feasibility and Summer Readiness (15%)
Ability to deliver within the August–October 2026 timeline.
Cost‑Effectiveness and Value for Money (10%)
Alignment between level of effort, deliverables, and budget.
9. REPORTING AND PROJECT LEAD
The strategic review process is led by the Secretary General, with the support of the Executive Director and senior leadership team.
