About ACE
The Advocacy Centre for the Elderly (ACE) is non-profit charitable corporation operating as a specialty community legal clinic under the Legal Aid Services Act, 2020. ACE is committed to upholding the rights of low-income seniors. Its purpose is to improve the quality of life of seniors by providing legal services which include direct client assistance, public legal education, law reform, community development, and community organizing. Purpose of the RFP
ACE is seeking a qualified and experienced strategic planning consultant to facilitate the development of a new strategic plan. This plan will guide the agency in setting clear priorities, defining the measurement of outcomes, and the allocation of resources in responding effectively to community needs.
Budget
The proposed budget of this project is up to $25,000 plus HST, inclusive of all consultant fees, materials, travel, disbursements, and administrative costs.
Scope of Work
The consultant will be expected to:
- Conduct a review of key organizational documents including the current mission and purpose
- Obtain and review census data, demographics and other internal and external information that will facilitate an informative environmental scan including but not limited to a SWOT analysis
- Design and implement a stakeholder engagement process involving board, staff, clients, community members, and partnering organizations
- Document and analyze the environmental scan and stakeholder engagement activities, and use the results to directly inform the strategic priorities and directions
- Facilitate one strategic planning session with board and staff
- Facilitate the drafting of a strategic plan that includes a clear statement of mission, vision and values, strategic priorities, and key outcomes
- Present the final plan to the Board and staff and provide an executive summary for public use.

Proposal Requirements
- Overview of the consultant/team, including relevant experience and qualifications
- Proposed approach and methodology tailored to the $25,000 budget
- Work plan with timelines and costed deliverables
- Examples of similar competed projects or references
- Equity and inclusion approach for stakeholder engagement
- Detailed cost breakdown and total fees

Costed Deliverables
- Delivery of a report of environmental scan and stakeholder engagement findings by January 30, 2026 -- $5,000
- Completion of one strategic planning session by February 27, 2026 -- $5,000
- Delivery of draft plan by March 16, 2025 -- $5,000
- Delivery of final plan with Board approval by April 30, 2025 -- $10,000
Evaluation Criteria
- Qualifications and experience – 20%: Extensive experience and a strong track record in strategic planning for non-profit agencies.
- Proposed methodology – 20%: Comprehensive, structured, data-driven, participatory, EDI- sensitive and understandable methodology.
- Project timeline – 10%: Alignment with RFP Timeline.
- Fee structure – 10%: Over-budget proposals will not be considered.
- References and past work – 20%: Strong references and excellent examples of past work.
- Understanding of Legal Clinic Services – 20%: Demonstrated understanding and awareness of the role of community legal clinics in the administration of justice.
