Overview

The Canadian Fertility and Andrology Society (CFAS) invites proposals from consultants or firms to facilitate the development of the Society’s next multi-year Strategic Plan, covering the period 2026–2031. This RFP outlines the expectations, context, and minimum requirements for the engagement.

About CFAS: Membership and Mission

CFAS is the recognized national multidisciplinary authority in reproductive health, representing professionals working in fertility and andrology, in the areas of research, medicine, science, and law. The Society’s members include clinicians, scientists, embryologists, nurses, lawyers, counsellors, and allied professionals committed to advancing reproductive health and patient care across Canada. The CFAS is one of the oldest professional Societies in Canada, entering its 72nd year. The mission of the CFAS is to responsibly advance reproductive science and medicine in Canada through leadership, research and guidance. It is responsible for the balanced advancement of the Assisted Reproductive Technology (ART) field in Canada, prioritizing evidence-based decision making to the benefit of Canadians and children born of this technology.

About CFAS: Membership and Mission

The CFAS is a national multidisciplinary organization representing a diverse membership: reproductive endocrinologists, andrologists, embryologists, fertility nurses, counsellors, lab scientists, administrators, trainees, and allied professionals engaged in the science and practice of reproductive health across Canada. CFAS advances evidence-based policy and educational excellence, fosters professional development, and advocates for access to high-quality reproductive care. Members work in academic, clinical, laboratory, and policy settings, united by a mandate to support individuals and families in their reproductive journeys. Our recent CFAS Membership Policy Survey (2025) gathered input on priorities and perceptions from members in clinical, scientific, and administrative roles, informing our engagement and strategic outlook for the future.

Project Objective

The CFAS seeks external expertise to develop a 5-year strategic plan that is concise and clear, with achievable outcomes, while also building in components to be adaptive and responsive. The plan should consider the current context of the funding landscape for fertility treatments, advances and anticipated advances in the field of ART, and key policy changes required to bring

Canada up to par with leading nations on the international stage. The CFAS is poised for global leadership in specific areas in the field and it is expected that the strategic plan will outline this roadmap to distinguish CFAS as the leading voice of ART not only in Canada, but also internationally.

Key Stakeholders:

Internal: CFAS Members at large, CFAS member professions, CFAS Special Interest Groups, Continuing Professional Guideline Committee, Board of Directors, staff team.

External:

Primary: federal and provincial/territorial governments, patient-facing advocacy organizations.

Secondary: partner fertility societies (American Society for Reproductive Medicine (ASRM), European Society of Human Reproductive Endocrinology (ESHRE), International Federation of Fertility Societies, (IFFS).

Scope of Work:

The selected consultant/firm will:

  • Review all relevant background materials (prior strategic plans, survey report, governance documents).
  • Design and facilitate an inclusive, collaborative consultation process (e.g., workshops, interviews, focus groups, online surveys).
  • Identify external trends (regulatory, legislative, scientific, policy, societal) influencing reproductive health practice(s).
  • Synthesize findings and support the Board in defining strategic directions, measurable outcomes, and implementation approaches.
  • Develop an evaluation framework to support the Board in monitoring progress over the lifespan of the plan.

Deliverables

  • Strategic Plan (2026–2031) – Draft and final versions
  • Board Work Plan/Implementation Guide
  • Summary report capturing consultation outcomes

Timeline

  • Anticipated start: January 2026
  • Draft strategic plan: September 2026
  • Final Strategic Plan and Work Plan: November 2026
  • Dates are subject to change, depending on rate of consultation and availability of stakeholders to engage. Earlier engagement is preferrable.

Proposal Structure

Proposals should be no more than 8 pages and must include:

  • Overview of consulting team/firm, relevant experience, and CVs.
  • Proposed approach and methodology for facilitating a national strategic planning process.
  • Initial project plan, timeline, and budget estimate.
  • Examples of related work with other non-profits, multidisciplinary Societies, or member- based organizations.
  • Names/contact information for two references.

Evaluation Criteria

Proposals will be evaluated on the following criteria:

  • Relevant experience in strategic development (40%)
  • Qualifications and experience of proposed team (35%)
  • Cost effectiveness and value for money (15%)
  • Demonstrated knowledge of the ART field (5%)
