Fife House Foundation (Fife House) is a registered charitable organization that is dedicated to providing secure and affordable supportive housing for individuals who are living with HIV. Fife House’s supportive housing programs are a mix of affordable transitional and long-term housing that are linked to different types of supports – such as case management, personal care, addictions services, etc. – for individuals who are living with HIV, and who require support to maintain housing stability while living as independently as possible in the community.

Project Objective

Fife House has begun developing its 2027 -2030 Strategic Plan. As part of the Fife House’s Strategic Plan, we are looking for a Consultant to conduct an environmental scan.

The purpose of the environmental scan is to produce a database of concrete information that can be used to confirm the context in which Fife House operates as a supportive housing provider working with clients who are living with HIV. Also, an environmental scan will assist Fife House in making decisions about priorities and developing overall strategies to assist in developing its service objectives.

Expected Outcomes

The environmental scan should identify the internal strengths and weaknesses, opportunities for the organization, and social and political threats, based on the information gathered.

The sources of information gathering should include a range of interest holders, such as clients, funders, community partners, volunteers, Board members, staff, and management. It is an expectation that the Consultant would also include a range of documents, internal and external to the AIDS Service Organizations (ASOs), harm reduction, and supportive housing.

The environmental scan must comprise:

  • Reviewing external documents, including the current provincial approach, e.g., Prevention, Engagement and
  • Care Cascade, and population-specific HIV/AIDS/Hepatitis C strategies.
  • Information on current service access for people living with HIV;
  • The state of supportive housing;
  • Funding resources, and
  • The current state of harm reduction.

Key Requirement and Expertise:

  • Qualification: Minimum of a Master of Public Policy and Governance, or a Master of Social Work
  • Formal letter and CV
  • Skills in conducting Strategic Plan Consultation work in the non-profit sector in the following service areas:
  • ASOs, supportive housing, community-based programs, or the current state of harm reduction.
  • Comprehensive understanding of multi-sectoral organizational service relationships;
  • Proficiency in organizing community and facilitating engagement with a diverse audience;
  • Development of the Strategic Plan Report that identifies findings and sector priorities;
  • Assist in the development of the Strategic Plan Committee, an all-day strategic objective review.

Expected Start Day:

Tentative start date June 11, 2026. Duration 6 months
