Job Purpose

The Regional Program Manager is a key member of the Program Excellence & Impact Delivery team, responsible for driving coordinated, high-quality program implementation across World Vision Canada (WVC) and the broader World Vision Partnership.

Working interdepartmentally across WVC and with Field Offices, Regional Offices, and the Global Centre, the role ensures efficient, effective, and evidence-informed delivery of programs that improve the lives of the most vulnerable children, families, and communities.

As the primary field-facing role, the Regional Program Manager supports National Offices in the day-to-day management of privately funded programs, ensuring compliance with fiduciary and organizational standards while strengthening program quality and impact.

Leveraging deep geographic and contextual expertise, the role also contributes to strategic positioning by identifying opportunities for innovation, alignment with resource acquisition priorities, and future program growth.

Operating in a rapidly changing and fragile global context, the Regional Program Manager champions agile, digitally enabled, and data-driven approaches to decision-making. Through close collaboration with internal teams, the role advances the use of impact data and continuous improvement practices to enhance program effectiveness, foster innovation, and deliver measurable results for those served.

Responsibilities

Steward WVC resources to ensure the most value for our programs with the highest impact while managing risk across a portfolio of assigned countries or program/projects.

  • Ensure strategic alignment, integration and program quality of all WVC investments under their purview (i.e. sponsorship, PNS, GIK) within an assigned portfolio of countries, or program/projects.
  • Provide strategic direction, technical and financial support (in collaboration with technical excellence team and program finance) and overall management oversight to programs/projects to ensure delivery of project results and reports on time and on budget through effective engagement with national offices, partners and other stakeholders.
  • Manage risk across portfolio of countries and/or program/projects through utilization of risk management tools (e.g. Risk Monitoring and Accountability Framework or donor risk management frameworks, monitoring of audit reports and engaging with Field Offices on risk mitigation plans as needed.)
  • Support emergency responses to Category I, II and III emergencies within country portfolio - by channeling information to appropriate stakeholders, seeking funding opportunities, and assisting with the redirection of project budgets to support the response.
  • Ensure donor compliance is met and all contracts and agreements are followed for the duration of the program implementation period.

Build relationships with Field Offices (FOs) that enable effective and efficient delivery of programs.

  • Build relationships with FOs and other Support Office Program Managers through engagement in the Strategic Support Teams (SST) and other relevant forums.
  • As needed, support FOs by organizing field visits, participating in National and Regional planning meetings, monitoring project activities, etc.

In partnership with relevant teams, champion the organization’s impact, thought leadership, and vision internally as well as with public and private donors/supporters/Partnership in innovative and compelling ways utilizing digital tools and technology.

  • Ensure impact data and relevant reports/strategies/documents are sourced, reviewed and housed in WVC systems(e.g. DPMS, SharePoint) and available to other internal stakeholders
  • Review impact data and country/program/project level information represented online and in print publications as requested by marketing teams, to ensure accuracy.
  • Engage in Communities of Practice based on areas of expertise to share knowledge and improve programming effectiveness and impact within World Vision Canada.
  • Liaise with public and private donors to represent stories of impact and promote WV’s technical and geographic expertise, in collaboration with marketing teams and segment leads in the Global Partnership & Business Development team
  • Support fundraising efforts of marketing teams seeking to test new products and gather impact resources through resource gathering/filming trips and donor field trips.

Participate actively in resource acquisition efforts with public donors, including the identification of community needs, local prospecting and participation in proposal development teams as needed.

  • Actively identify in country needs in partnership with National Offices, for potential funding opportunities and program/project innovations, and assist with local prospecting, working closely with WVC’s Global Partnerships and Business Development (GP&BD) unit.
  • Liaise with institutional donors in-country especially during visits, and support Field Office Grants teams to build strong local donor relationships, in partnership with GP&BD segment leads.
  • Support country engagement strategies in partnership with GP&BD segment leads.
  • Support proposal development teams by liaising with Field Office(s) and aligning project designs with field context and needs.

Qualifications

  • University Degree (Masters preferred) in a field related to international or community/social development/business development
  • 5-10 years of relevant International Development/NGO experience and program delivery, including work in overseas settings.
  • Knowledge and skills in adaptive program management to provide valuable insights to in-country programming teams, while meeting the complex and fluid needs of the most vulnerable populations
  • Demonstrated skills and capacity in proposal development, donor relations, and pre-positioning
  • A posture of curiosity, knowledge management and application of learnings for innovation across all areas of work
  • Understanding and experience working with major donors and public donors
  • Excellent communication skills both written and oral
  • Detail oriented with ability to work with project documents (i.e. reports, budgets, logical frameworks) and provide quality feedback
  • Demonstrated ability to work cross-organizationally and cross-culturally to ensure alignment and realization of strategic goals
  • Demonstrated ability to take initative with confidence and sound judgement while managing several moving parts simultaneously
  • Ability to travel internationally at least once per year, including potentially to high risk environments
  • Proficiency in French is an asset
  • Experience in fragile and nexus programming is an asset
