Independent Public Health Consultant (Community-Based STBBI Testing Programs)

Engagement Type: Individual Contractor / Consulting Firm
Location: Periodic onsite presence (in Toronto) may be required to support specific deliverables (estimated up to 3–4 days per month, frequency will be determined by the Consultant.)
Start Date: February 2026 (negotiable)
Estimated level of effort: Estimated level of effort: up to 140 hours per month, depending on deliverables.
Professional Fees: To be negotiated based on experience, invoiced on an agreed schedule.

About the Engagement

Our client, a non-profit organization operating in the public health sector, is seeking a highly experienced independent individual consultant to support the transition, stabilization, and operational integration of two community-based STBBI (Sexually Transmitted and Blood-Borne Infections) testing programs being migrated into the Client’s portfolio.

This work forms part of a broader management consulting engagement with the client.

Scope of Work:

The Consultant will provide transition and program management services to support the migration and stabilization of two community-based testing programs for the client. This includes analyzing requirements, developing a transition plan, coordinating knowledge transfer, supporting data-sharing agreements with distribution sites, and guiding the transition of website, inventory, and storage processes to help ensure continuity of access, quality, and outcomes aligned with funder and community expectations:

Transition & Knowledge Transfer

The Consultant will provide transition planning and knowledge-transfer services. Expected deliverables include:

  • A current-state documentation package capturing program processes, data flows, risks, SOPs, and key requirements for the community-based testing programs.
  • A comprehensive Transition Plan, including charter, milestones, RACI, risk/issue log, communications outline, and training/knowledge-transfer approach.
  • A concise Transition Resourcing Advisory Note outlining recommended transition and backfill resourcing required to sustain operations during and after the hand-off (for the Client to action as appropriate).

Data Governance & Data Sharing Agreements (DSAs)

The Consultant will provide data-governance advisory and drafting support. Expected deliverables include:

  • Draft and/or refined Data Sharing Agreement (DSA) templates and supporting materials to enable execution of DSAs between the Client and distribution sites, aligned with PHIPA, PIPEDA, and the Client’s privacy policies.
  • A Data Governance Framework that defines data dictionaries, minimum data sets, data quality checks, and reporting cadences.
  • A Data Handling & Controls Guide outlining recommended approaches for secure data transfer, retention, and access controls for adoption by the Client.

Website, Inventory & Logistics Transition

The Consultant will support the transition of digital, inventory, and logistics functions. Expected deliverables include:

  • A Website Transition Plan and Completion Checklist addressing domain/hosting, content, analytics, and accessibility, with confirmation of AODA-aligned recommendations and continuity of user journeys.
  • Documented inventory and logistics workflows (e.g., ordering portal, pick/pack/ship, kit serialization/lot tracking, stock thresholds, reorder points), with recommendations to stabilize and optimize these processes.
  • A Procurement & Contracting Strategy Note for inventory and quality control, including when competitive bids or single-source approaches may be appropriate based on timelines and supply constraints.
  • A Vendor Pricing & Negotiation Brief outlining pricing benchmarks, negotiation levers, and recommended strategies for discussions between the Client and suppliers/providers.
  • A Logistics Oversight Framework describing recommended SLAs/KPIs (e.g., fill rate, stock-out rate, lead time, returns), QA procedures, and vendor performance routines to support reliable supply to 60+ sites.

Stakeholder & Site Engagement

The Consultant will provide stakeholder engagement and coordination support. Expected deliverables include:

  • A Stakeholder & Site Engagement Plan for distribution sites (e.g., AIDS Service Organizations, clinics, community partners) and suppliers/vendors.
  • Design and facilitation of site huddles, technical assistance sessions, and change-readiness activities, with accompanying agendas and summary notes.
  • A Training & Knowledge Mobilization Package (e.g., slide decks, brief guides, reference tools) to support site readiness.
  • A Communications Toolkit including stakeholder communications, FAQs, and escalation pathways for use by the Client’s teams.
  • Participate in periodic status discussions to align on deliverables.

Delivery, Reporting & Evaluation

The Consultant will support project tracking, reporting, and evaluation. Expected deliverables include:

  • A Project Reporting Toolkit, including templates for status reports and executive dashboards that track scope, schedule, budget (as provided by the Client), quality, and change control.
  • A Performance Measurement & Evaluation Framework defining KPIs, data sources, reporting frequency, and roles.
  • Periodic written status updates and/or dashboard outputs summarizing progress, risks, and recommended actions.
  • A Post-Implementation Review & Lessons-Learned Report with practical recommendations for ongoing improvement and integration into the Client’s SOPs/PMO playbooks.

Who We’re Looking For – Required Qualifications

To help ensure a strong fit, interested consultants must meet the following criteria:

Professional Background

  • Minimum 7–10 years’ experience in health, public health, or health-systems operations, including lead responsibility for complex program transitions or migrations in multi-site or community-based settings.
  • Demonstrated experience working with community-based testing, screening, or diagnostic programs (e.g., STBBI, sexual health, harm reduction, or similar public health initiatives).
  • Proven track record coordinating complex activities involving multiple partners (e.g., public health units, clinics, community organizations, vendors) and tight timelines.

Education & Skills

  • Bachelor’s degree in Public Health, Health / Public Administration, Epidemiology, Supply Chain / Operations, or a related discipline. A graduate degree (MPH, MHA, MSc, MBA with health focus) is a strong asset.
  • Formal training in project / program management (e.g., PMP, PRINCE2, Agile) is an asset but not a substitute for relevant sector experience.
  • Strong organizational and time-management skills; comfortable managing multiple timelines and competing engagement objectives.
  • Ability to operate autonomously and manage deliverables independently while collaborating effectively with client stakeholders.
  • Technical: Demonstrated experience in at least two of: (1) program/service transition, (2) PHIPA/PIPEDA-aligned data governance/DSAs, (3) inventory/logistics workflows for clinical or community programs, (4) community-based testing or screening initiatives.
  • Experience: Minimum 7 years in health/public health/health systems, including lead responsibility for complex program transitions or migrations in multi-site or community-based settings.

Assets (Nice-to-Have)

  • Knowledge of or experience with the healthcare sector and/or public health (e.g., working with health organizations, public health units, or health-focused non-profits).
  • Familiarity with community-based organizations, especially those serving priority populations.
  • Experience with equity-informed, community-based, or stigma-aware communications.

Contracting & Eligibility

  • This is an independent contractor role and will invoice for services in accordance with agreed billing terms. The engagement is anticipated to run for approximately 18 months, subject to project needs, funding, and mutual agreement. This does not constitute a guarantee of minimum duration.
  • You must be legally eligible to work in Canada and are fully responsible for meeting any statutory requirements, business insurance requirements (if applicable), Tax / HST/GST, and any other legal obligations related to self-employment. This engagement does not create an employment relationship, partnership, or joint venture.
