Purpose:

The Programs Officer is a key member of the Effect Hope team building sustainable, locally-led solutions that improve mental, physical, and social well-being for people affected by neglected tropical diseases.

As our Programs Officer, you’ll play a pivotal role in coordinating information and data across the Department, while leading efforts to monitor and evaluate our initiatives. You’ll help strengthen our internal systems, support the development of compelling proposals, and champion the delivery of high-quality programs—all while ensuring compliance with CRA and grant funder regulations. Reports To: Senior International Programs Manager

Job type: Full time, 18-month contract

Salary Range: $58,000-$70,000 + benefits and pension

Location: This role is offered as a remote or home-based hybrid position, based in Canada. Candidates should be legally entitled to work in Canada.

RESPONSIBILITIES

Program Management

  • Build and maintain relationships with partner organizations and institutional/ statutory donors in applicable countries/regions of responsibility.
  • Summarize discussion points, decisions and action items emerging from meetings with partners.
  • Manage project sites on Sharepoint, ensuring appropriate access is maintained and documents are up-to-date.
  • Assist in setting the annual budget for the programs in the applicable countries/ regions of responsibility.
  • Develop and review partner funding agreements, contract terms, amendments, etc.
  • Develop annual workplans with implementation partners, manage and monitor budgets, activities, progress and expenditures to ensure projects meet the desired outcomes and objectives.
  • Ensure all contractual requirements relating to ongoing institutional/statutory grants in the applicable countries/regions of responsibility are met.
  • Plan regular communications with and between all partners and other external parties.
  • Review quarterly, mid-year and annual reports and provide feedback.
  • Collect quality reports from Partners to be utilized by the Fundraising team.
  • Ensure the submission of high-quality reports is delivered to external Funders in collaboration with other team members.
  • Carry out country visits of up to 12 weeks per year.
  • Write/provide relevant project information for fundraising and communications.
  • Provide technical support and feedback on project documents (gender and equity strategy and plans, communication plans and community engagement plans, participatory methods)
  • Assist with planning for evaluation of projects, including review of country evaluation reports.
  • Manage fund transfer payments and track planned vs actual; collect and submit request forms to Finance.

Monitoring and Evaluation

  • Work with the VP, International Programs and team members to ensure all projects have a mechanism for regular monitoring and reporting of results, including the coordination of project evaluations, and contribution to Effect Hope’s knowledge management system.
  • Ensure all projects have project funding agreements in place, as well as corresponding annual work plans and budgets.
  • Ensure project results are compiled and prepared for use by Marketing and Development departments and provide relevant program information for fundraising and communications work.
  • Develop results-based tools that support programs and Partners.
  • Work with colleagues to contribute to standardized quality performance indicators for all projects.

Financial Management

  • Maintain relevant financial information for International Programs (IP), including grant payment schedules and remittances, and other department expenses
  • Prepare for audits, reports and presentations to Board of Directors
  • Support the International Programs team in budget preparations and financial reporting for international programs

Proposal Development and Grant Management

  • Participate in the development of funding proposals to donors, institutions and foundations.
  • Collaborate with International Programs team in joint initiatives to identify and develop new projects and proposals with colleagues/partners in the field.

Administration

  • Assist in the preparation of project funding agreements.
  • Lead the department‘s archiving and filing of electronic and paper documents in accordance with knowledge management and financial systems.
  • Support documentation of evidence and learning from programs for use with a range of stakeholders.
  • Participate in team and organizational meetings.
  • Manage the department’s calendars: meetings, travel, vacation, etc.
  • Update and maintain the department’s list of contacts.
  • Manage travel arrangements for IP team members as required and coordinate travel arrangements for partners visiting Canada.

QUALIFICATIONS/QUALITIES

  • Displays cultural, gender, religious, race, nationality/ethnic and age sensitivity and respect.

Education

Master’s degree in Public Health, Epidemiology, International Development or Social Sciences.

Experience

  • Proven experience in monitoring and evaluation concepts and methods and data management.
  • Experience in financial management including program budgeting and financial reporting.
  • Experience developing proposals for institutional funders such as GAC, USAID, UKFCDO, etc.
  • Prior experience in securing institutional grant funding.
  • Experience developing concept notes, white papers or discussions papers.
  • Minimum 2 years’ experience working with health projects and partners in Africa or South Asia.
  • Experience living in a low/middle income country.

Knowledge, Skills and Abilities

  • Demonstrated knowledge to apply Results Based Management Tools and concepts.
  • Excellent command of written and spoken English. The ability to speak and comprehend French is desirable.
  • Strong Microsoft Office and IT skills.
  • Ability and willingness to undertake overseas travel.
  • A commitment to the mandate of Effect Hope and Christian ethics.

WORKING CONDITIONS

Work Environment

The physical environment requires the employee to work both in inside and outside conditions. Some overtime hours and evening/weekends may be required. Ability to travel domestically and internationally, up to 12 weeks a year (indicative). Will be required to attend work in the office of Effect Hope on a regular basis.

Physical Demands

Fine motor skills will be required using computer equipment and telephone, and processing paperwork daily. Must be physically able to spend a majority of their day in a seated position and using computers.

Mental Demands

Very deadline oriented and fast paced; functions of mental effort include: active listening, data analysis and research, decision making. Successfully manage demands from Manager, peers, and external stakeholders, whether over the telephone or in person.
