Program Manager, STARS Program

JOB PURPOSE

Reporting to the Executive Director, the Program Manager is responsible for planning and ensuring delivery of high quality, excellent and innovative case management and related services for Internationally Educated Nurses (IENs) in Ontario. As a member of the management team, the Program Manager participates in planning, budgeting and directing activities to ensure the organization achieves its strategic objectives and delivers services that reflect CARE Centre for Internationally Educated Nurses’ (CARE Centre) mission, vision, values, and strategic directions.

ORGANIZATION

Reports to: Executive Director

Direct Reports: Case Managers, Language Instructors, Digital Specialist, Professional Development courses and workshop instructors and facilitators.

JOB ACCOUNTABILITIES AND RESPONSIBILITIES

Program Planning and Management

  • Provide leadership in planning, monitoring and evaluation of all programs and services, as well as revising or eliminating programs/services based on changes in regulatory environment, academic access and labour market demands
  • Develop and regularly review program manual, policies and procedures
  • Develop an effective case management model, tools and standard of practice that reflects best practice and the mission, vision, values, and strategic goals of CARE Centre
  • Work closely with the Professional Practice Lead to ensure that the programs & services provide IEN clients with an appropriate model which reflects the ethics, standards and communication approaches expected in the workplace
  • Develop and ensure maintenance of an effective file/documentation management system to facilitate information sharing, knowledge transfer and improve consistency in delivery of case management support
  • Develop and maintain file management standards and monitor compliance to ensure records are comprehensive, accurate, and appropriate in tone and content, and that legal obligations regarding confidentiality are consistently met
  • Seek, develop, and maintain collaborative and professional partnerships with stakeholders in support of CARE Centre’s goals and programs
  • Manage client and other complaints regarding programs/services, including follow-up with relevant staff and documenting resolution and keep Executive Director informed on progress.
  • In conjunction with Professional Practice Lead, and as appropriate with the Executive Director, develop and conduct ongoing review of pilot courses, workshops, and other materials (language related supports/materials, Nursing Readiness Assessment, Exam Preparation & Review Courses, Employment Strategies Workshops, Information Session, website, and social media posts etc.)
  • Assist with ongoing revision of processes and forms as needed to ensure clients, case managers and external partners are well supported
  • Monitor overall success of courses and workshops based on registration numbers and evaluation survey feedback. Adjust development and delivery as needed.
  • Lead the integration of digital tools and platforms to enhance service delivery, including online learning systems, virtual case management, and digital client engagement.

Management

  • Support the Executive Director in overall planning, operations, resource development, data-driven decision making, and developing Centre-wide policies to ensure achieving Board approved strategic priorities and goals
  • Provide regular updates and reports to the Executive Director for submission to the Funder(s) and other stakeholders
  • Assist the Executive Director in budget preparation for CARE Centre and monitor and control related program expenses
  • Participate in regular review and updating of program and policy manuals
  • Work closely with the management team in the recruiting, orienting and developing of staff
  • Provide leadership and direction to the Case Management team to ensure consistent, high-quality service is maintained across all regions
  • Provide ongoing communication, supervision, performance feedback/management and recognition for staff
  • Develop, review and revise job functions and descriptions for all direct reports
  • Represent CARE Centre at conferences, educational institutions, regulatory meetings, maintaining partnership with existing partners, and networking and establishing new partnerships with other potential partner organizations as appropriate
  • Promote, model, and foster a safe and respectful work environment
  • Monitor service performance and make continuous improvement to quality of service
  • Assume the role of Acting Executive Director in the Executive Director’s absence as assigned
  • Develop and track program outcomes, client experience, and system impact using data analytics

Other Duties as assigned

QUALIFICATIONS

  • Bachelor’s degree in nursing, Social Work or Related Human Services Discipline, or equivalent combination of education and experience, graduate degree preferred
  • Five years of progressively responsible management experience including human resource management, program and budget management, resource development
  • Excellent understanding of current CNO registration requirements, Canadian academic and healthcare system, educational institutions, national examinations and barriers facing IENs
  • Expert knowledge of Case Management principles and processes
  • Demonstrated strengths in supervision, management and building cohesive and productive teams
  • Excellent analytical, evaluation and planning skills
  • Strong project management, time management and organizational skills
  • Excellent oral/written communication and public presentation skills
  • Excellent negotiation, facilitation and moderation skills
  • Strong leadership, interpersonal, and partnership building skills
  • Cross cultural competency and experience working with people from diverse ethno-cultural backgrounds
  • Computer proficiency, including good knowledge of Microsoft Office suite of products, functions of social media and AI

PHYSICAL DEMANDS

  • Light, with infrequent medium physical demands for lifting, pushing, pulling
  • Manual dexterity required to use computer and office equipment

WORKING CONDITIONS

  • Flexibility within program operating hours
  • Frequent travel to other locations in Ontario, travel to conferences and meeting with stakeholders nationally and internationally, as needed.

SALARY RANGE

$78,750 to $102,900
