
Program Director
Surrey Women’s Centre is the largest Victim Services Agency in BC for women, girls and marginalized genders escaping sexual violence, domestic violence, and other forms of gender-based violence. We use a feminist, trauma-informed and harm reduction models of practice. The position requires a solid feminist lens and a grounded knowledge and analysis of violence against women and gender-based violence.
Page Grid: Pay Band ($40.61 - $53.71 an hour)

Job Summary
Reporting to the Executive Director, the Program Director is responsible for applying an informed feminist lens in program design, delivery and quality control and overseeing the evaluation of project and program services at the Surrey Women’s Centre’s programs and projects. The position requires developing strategic and operational plans for project management and program delivery. The key responsibility is to ensure that SWC is fulfilling its obligation in ensuring safety for our clients and working in collaboration with funders and system partners.
Key Duties and Responsibilities
Management of Programs and Projects
· Oversee Community Based Victim Support Programs to ensure they are effective in increasing safety for women fleeing violence
· Identify programmatic and staffing gaps at SWC
· Provide recruitment support as needed to fill program vacancies
· Support program evaluations as needed.
· Develop clear program plans to help guide teams in implementation.
· Articulate program needs to support fund development campaigns and applications; and,
· Use a gender-based analysis, integrating feminist, trauma-informed, and harm reduction principles in all program activity.
· Provide onboarding and off boarding support to Victim Support workers
· Conduct performance evaluations on teams on annual basis
· Coordinate Volunteer support as needed for the organization
Project Management
· Conduct needs assessment for project ideas
· Map out project workplan
· Manage and lead project planning sessions
· Coordinate, staff, contractors and resources
· Manage project reporting requirements
· Oversee project’s progress and adapt work as needed
· Manage relationships with funders and stake holders
· Conduct project review and provide reports for funder
Mentoring and Supporting Team Coordinators
· Identifying the human resource needs of the programs and ensuring qualified staff and volunteers are available to fulfill them;
· Providing direction and mentorship to Program Coordinators;
· Developing and implement onboarding processes in consultation with team coordinators to ensure feminist and trauma-informed services;
· Maintaining and implementing processes for performance review - with the Executive Director - of all staff;
· Developing and implementing a volunteer management program to support the level and quality of service needed in the community;
· Coordinating professional development for staff as needed and resources allow;
· Ensuring effective and efficient program teams; and
· Implementing processes for supporting off site program Coordinators
Evaluating Programs and Nurturing a Culture of Self Awareness/ Reflection
· Assist in developing program evaluation systems that meet the needs of both program staff, leadership and funders;
· Identifying program indicators and implementing evaluation systems; and,
· Facilitating reflection and continuous improvement that encourage dynamic team interactions and excellent service.
Developing and Enhancing External Program Partnerships
· Liaising with existing community partners to ensure healthy relationships for effective service for those fleeing gender-based violence;
· Building new partnerships to reflect emerging needs of those needing SWC programs and services; and,
· Advocating with community partners and - under the direction of the Executive Director - funders to ensure programs and services are meeting the needs of those fleeing gender-based violence in Surrey.
Contributing to and Collaborating with the SWC Leadership Team
· Working in close collaboration with the Executive Director and Team Coordinators to ensure SWC is achieving its mission and vision;
· Supporting strategic planning for the organization;
· Implementing program-specific parts of SWC strategic plans;
· Contributing to communications, awareness and other public relations activities on behalf of SWC; and,
· Advocating for the organization and its programs to decision-makers in BC and Canada.
· Other duties as assigned
Qualifications and Attributes
· Minimum of 3- 5 years’ experience in a senior management in a feminist non-profit sector
· Extensive knowledge and experience of Community Based Victim Support
Programs (minimum 3- 5 years)
· Bachelor’s degree in Social Work, Social Science, Human Resources or other related education. A combination of education and experience will be considered
· Demonstrated understanding of analysis of Gender Based Violence
· Legal knowledge and expertise an asset
· Experience in financial and budget management techniques and practices
· Extensive knowledge and understanding of dynamics of gender-based violence
· Experience in managing direct service work
· Experience with fund development is an asset
· Excellent written and verbal communications
· Capacity to manage high stress situations
· Ability to multi-task and manage various projects
· Big picture thinking and vision

· Ability to develop, execute, analyze, and evaluate programs

WORKING CONDITIONS
· This position normally works in a regular office environment, Monday to Friday, between the hours of 9:30 to 5:00 pm.
· This is a management support position and from time to time additional hours may be required to fulfil the duties of the position.
