The Congress of Aboriginal Peoples (CAP) represents the interests of Métis, status and non-status Indians, and Southern Inuit Indigenous Peoples living off-reserve in Canada. As one of five National Indigenous Representative Organizations recognized by the Government of Canada, we work collectively with eleven provincial and territorial affiliates to advance the rights, needs, and well-being of our constituents.

CAP holds meetings with members of the government to find practical ways to improve federal programs, policies and services for off-reserve Indigenous Peoples.

The Opportunity
As the MMIWG2S+ Project Manager, you will guide the implementation of CAP’s National Action Plan Illuminating the Way. Reporting to the Senior Director of Policy and Research, you will provide project management expertise, oversee deliverables, and support community engagement.
This role requires a highly organized and adaptable leader who can prioritize effectively, work independently, and collaborate across government, community, and organizational partners.
Your work will:
- Drive the planning, implementation, and delivery of CAP’s MMIWG2S+ initiatives.
- Strengthen engagement with CAP affiliates and communities.
- Provide evidence-based policy and legislative recommendations.
- Advance CAP’s ability to influence systemic change impacting Indigenous women, girls, and 2SLGBTQQIA+ Peoples.
What You'll Do
Project Management & Implementation
- Implement CAP projects and programs in accordance with approved proposals.
- Lead overall project planning, identifying deliverables, timelines, and outcomes.
- Manage complex projects with multiple stakeholders and competing priorities.
Community Engagement & Capacity Building
- Support action planning and capacity-building initiatives with CAP communities.
- Create and implement culturally appropriate engagement activities.
- Recommend outreach to appropriate stakeholders on emerging issues.
Research & Policy Development
- Research and analyze issues affecting Indigenous women, girls, and 2SLGBTQQIA+ Peoples.
- Provide recommendations for policy and legislative change.
- Conduct both quantitative and qualitative data collection and analysis.
Reporting & Communication
- Prepare reports, position papers, action plans, and correspondence.
- Draft quarterly project updates and maintain accurate project records.
- Provide briefings to senior management and external partners.
What We Are Looking For

- Excellent writing and verbal communication in English (French is an asset).
- Knowledge of culturally appropriate gender-based analysis.
- Knowledge of Indigenous Peoples, their history, and issues impacting Indigenous women, girls, and 2SLGBTQQIA+ Peoples.
- Ability to work independently and as part of a team.
- Strong organizational and multi-tasking abilities.
What You'll Need
- University degree in political science, social sciences, or a related discipline (or equivalent combination of education and experience).
- Proven project management experience, ideally within Indigenous organizations.
- Strong understanding of issues impacting off-reserve Indigenous Peoples in urban and rural areas.
- Experience conducting social science research and applying research principles.
- Demonstrated success in building positive relationships with community-based organizations.
- Experience managing collaborative work plans and multi-partner projects.
- Advanced writing skills, including proposal and report development.
- Strong interpersonal and decision-making skills, with the ability to navigate sensitive issues.
- Experience applying Gender-Based Plus (GBA+) analysis.
- Leadership abilities to problem-solve, overcome obstacles, and ensure results.
