Terms of Employment: Eighteen-Month Contract – Parental Leave Coverage
The Manager of Refugee Resettlement is responsible for the overall administration and coordination of NCC’s Refugee Resettlement work supporting Government Assisted Refugees who are destined to Peterborough.
Duties & Responsibilities:
Program Coordination
- Ensure effective delivery of resettlement assistance program for government assisted refugees who have been destined to Peterborough and the surrounding catchment area of NCC
- Work with the Director of Client Services to develop and implement resettlement services guidelines, budgets and action plans that reflect the changing demographics of NCC clients and the community
- Create, adjust and maintain systems, processes and capacities to manage and support refugee resettlement, including interpretation, temporary housing, RAP orientation sessions and activities, health and safety protocols
- Ensure that client intake forms are prepared and filed, and confidential counseling notes and records are kept; ensure client files and/or client database are kept up-to-date and additional information is recorded as specified (monthly statistics, etc.)
- Ensure that all data needed for reports and proposals is recorded accurately and comprehensively
- Provide all documentation, reports and communications required by IRCC in an accurate and timely manner, meeting all set deadlines
- Complete data collection and reporting requirements as outlined in assigned program contracts and work to ensure program targets are met
- Collaborate with key community agencies to create strong partnerships to support refugee resettlement in our community
- Manage refugee resettlement resources to ensure accuracy and currency
- Provide statistical and program information to Executive Director when required for funding applications and promotion
- Attend staff meetings, manager conferences and stakeholder meetings for all programs as necessary
- Develop, implement and monitor outcomes evaluations of programs as required
- Establish and maintain relationships with donors and partners to manage supplies inventory
- Manage temporary housing units including the safety and security of the clients residing there
Community Outreach
- Work with community and partner agencies to coordinate services for clients, to offer workshops and programs as needed, to facilitate warm referrals among agencies, to increase ability of clients to access community services, and to increase staff awareness of services in the community for the purposes of information and referral.
- Maintain positive relationships with community partners and develop partnerships to meet the needs of government assisted refugees, with a particular focus on housing and health care, as well as other basic services
Staff Supervision
- Participate in hiring processes for resettlement assistance program and other related staff as designated by the Executive Director
- Orient, train and supervise all members of the RAP staff team (RAP Worker, RAP Assistant and other staff as relevant)
- Provide supervisees with regular feedback and annual performance appraisals.
- Assist supervisees with management and prioritization of workload
- Provide training and professional development opportunities for staff as determined by requests, requirements and identified needs
- Act as a resource, and provide feedback to other staff regarding resettlement-related and immigration issues, especially as they relate to government-assisted refugees
- Be available by phone to provide support, as needed, to on-call staff outside regular working hours
- Supervise or designate supervision of refugee resettlement volunteers and placement students
- Liaise with other Client Services Managers to ensure a smooth referral process between RAP, SWIS, Case Management, Employment and/or Settlement services.
- Advise Director of Client Services of capacity of team, and any resource needs including further human resources
General Responsibilities
- Support the mandate of the New Canadians Centre
- Assist in organizing and/or participate in NCC events and activities including the AGM
- Complete documentation such as expense reports and timesheets in a complete and timely fashion
- Maintain a Position-Specific Manual
- Other duties as required
Qualifications:
Experience
- Post-secondary degree/diploma in a field related to Immigration, Community Development and/or Social Service Work, or equivalent experience
- Five years’ experience in program development, project management, and staff supervision
- Demonstrated experience working with vulnerable populations and/or high needs clients
- Experience in counseling and needs assessment
- Familiarity with funding proposals an asset
- Experience working with and managing volunteers
- Lived experience as a newcomer to Canada or as a member of a marginalized group, as voluntarily self-identified, is viewed favourably
- Experience managing housing properties is an asset
Competencies
- Knowledge of community resources and immigration issues
- Understanding and empathy for the struggles which immigrants, refugees and newcomers face in starting a new life in Canada
- Understanding of anti-oppressive language and concepts including power, privilege, intersectionality, and racism
- Excellent written and verbal communication skills, especially in a multi-cultural setting
- Strong research, organizational, problem solving and time management skills
- Ability to maintain confidentiality and handle important documents in a sensitive manner
- Demonstrated ability to keep accurate records, write reports and meet deadlines
- Proficient in use of computers and Microsoft Office applications, including Microsoft Excel
- Experience in crisis management, conflict resolution and mediation
- Ability to work flexible hours, including some weekends and evenings
- Ability and willingness to travel to related seminars, conferences, training, meetings, etc.
- Proficiency in more than one language is considered an asset
Other
- Current Criminal Reference check with vulnerable sector screening
- Current Class G Drivers’ License and access to a reliable vehicle required
