Elizabeth Fry Toronto delivers gender-based, trauma-informed services and advocates for justice and equity for criminalized women, trans, non-binary, and Two Spirit people, as well as their families. Our services are rooted in trauma-informed and harm reduction practices, assisting people at various stages of involvement in the criminal justice system.

We are currently seeking a Manager for the Phyllis Haslam Residential Program. This is a transitional residential program for women exiting federal incarceration, supporting their reintegration into the community. The program offers 24-hour support to residents and requires a dynamic and experienced leader who can ensure the program’s operational success while complying with Correctional Services Canada (CSC) regulations. The Manager will supervise a team of permanent and casual staff, ensuring a safe, supportive, and trauma-informed environment for all residents.

Key Responsibilities

  • Leadership & Strategic Management: Provide leadership as part of the management team, contribute to strategic planning, develop program goals, and ensure alignment with agency mission, vision, and anti-oppressive, trauma-informed, and equity-based practices
  • Staff Supervision & Development: Oversee recruitment, onboarding, scheduling, supervision, and performance management of residential staff, case managers, and on-call workers; coordinate student placements and volunteer involvement; foster a positive team environment and address workplace issues
  • Program Operations & Compliance: Manage day-to-day 24/7 operations of the residence, including on-call emergency response, house meetings, and external speaker sessions; develop and maintain operational policies, ensure facility maintenance (including pest control and safety), and maintain compliance with all CSC-specific requirements, legislation, and health & safety standards
  • Resident Support & Case Management: Oversee intake, discharge, and case management processes; support individualized reintegration plans (housing, employment, life skills); monitor compliance with legal and parole conditions; liaise with parole officers, correctional institutions, and community partners
  • Financial Oversight & Reporting: Prepare and manage program budgets, track expenditures, approve purchases, maintain program data and performance metrics, and complete all required internal, funder, and CSC compliance reporting
  • Community Engagement & Partnerships: Build and maintain strong relationships with community agencies, correctional partners, and stakeholders; represent the program in external meetings, networks, and professional associations; support sector collaboration and service integration

Qualifications

  • Education: Undergraduate degree in Social Work, Housing, Community Services, or a related field.
  • Experience: Minimum 5 years of experience supporting marginalized individuals, including criminalized women and gender-diverse individuals.
  • Supervision: Minimum 3 years of supervisory experience (preferably in unionized settings).
  • Knowledge: Strong understanding of the criminal justice system, particularly as it relates to women and marginalized groups, and experience with CSC compliance and reporting.
  • Commitment: Trauma-informed, feminist, anti-racist, anti-oppression, and harm reduction practices.
  • Understanding: Knowledge of the intersection between housing instability and criminalization.
  • Skills: Case consultation, staff mentorship, and program development.
  • Technical: Proficiency in budgeting, data tracking, client information systems, and Microsoft 365.
  • Communication: Strong communication, problem-solving, interpersonal, and crisis intervention skills.
  • Availability: Flexibility for evenings and weekends as needed.
  • Languages: Bilingual in French or other languages is an asset.
  • Travel: Ability to travel between offices and community locations.
  • Clearances: Successful police background check is a condition of employment.

Working Conditions

  • Exposure to crisis situations require de-escalation and intervention.
  • Office and on-site work in a high-demand, 24/7 environment.

On-call Requirement: This position requires occasional after-hours and weekend availability for emergencies or urgent issues.
