MANAGER, OUT OF CARE HOME
The Manager, Out of Care Home is responsible for the full leadership and operational oversight of a licensed care home for youth funded by the Ministry of Children, Community and Social Services (MCCSS). The home serves youth that have intellectual disabilities and complex needs and require structured, trauma-informed, and clinically supported care in accordance with the Child, Youth and Family Services Act (CYFSA) and Ontario’s Quality Standards Framework: A Resource Guide to Improve the Quality of Care for Children and Young Persons in Licensed Residential Settings.
This role ensures the program is safe, compliant, inspection-ready, and aligned with best practices in developmental services and residential treatment. The Manager leads a unionized team and fosters a culture grounded in accountability, collaboration, dignity, and high-quality care.
This position requires confident leadership, sound judgment in crisis situations, and the ability to balance regulatory compliance with compassionate, youth-centered service delivery.
KEY RESPONSIBILITIES
Program Leadership & Quality Assurance
- Provide overall leadership and day-to-day operational oversight of the licensed residential program.
- Ensure full compliance with CYFSA, MCCSS licensing requirements, and Ontario’s Quality Standards Framework.
- Maintain continuous inspection readiness, including documentation, policy implementation, and corrective action planning.
- Conduct regular internal file audits to ensure documentation integrity and regulatory compliance.
- Oversee Serious Occurrence Reporting (SOR) processes and ensure timely, accurate submission and follow-up.
- Monitor medication administration processes and health-related documentation in accordance with legislation and best practice.
- Ensure implementation of trauma-informed, culturally responsive, and youth-centered practices.
- Support continuous quality improvement through data review, trend analysis, and service enhancement strategies.
Youth Care & Clinical Oversight
- Oversee individualized service planning processes, ensuring plans reflect assessed needs, strengths, cultural identity, and permanency goals.
- Monitor behavioural support strategies and crisis response practices to ensure safety and therapeutic consistency.
- Collaborate closely with external clinical providers to ensure treatment plans are integrated into daily programming.
- Ensure youth participation in decision-making consistent with their age, maturity, and rights under CYFSA.
- Promote dignity, equity, and inclusive practice in service delivery.
Staff Leadership & Labour Relations
- Recruit, onboard, train, supervise, and evaluate staff in a unionized environment.
- Ensure staff demonstrate Developmental Services Sector Core Competencies, including:
- Person-directed supports
- Professionalism and ethical practice

- Communication and collaboration
- Abuse prevention and duty to report.
- Conduct regular supervision and annual performance reviews.
- Address disciplinary matters in accordance with collective agreement provisions and organizational policy.
- Collaborate with schedulers to ensure appropriate staffing ratios and coverage.
- Ensure staff maintain required certifications (First Aid/CPR, Safe Management, etc.).
- Foster a positive workplace culture that prioritizes accountability, teamwork, and respectful engagement.
Health, Safety & Facility Management
- Ensure compliance with all occupational health and safety standards.
- Maintain building safety standards, including fire safety, emergency procedures, and environmental maintenance.
- Oversee incident response and risk mitigation strategies.
- Ensure safe management training is embedded in crisis response practices.
Financial & Administrative Oversight
- Manage and monitor the program budget in alignment with MCCSS funding requirements.
- Track expenditures and ensure fiscal accountability.
- Maintain accurate records and documentation to support audits and ministry reporting.
Stakeholder & Community Relations
- Serve as liaison with MCCSS Program Advisors.
- Maintain collaborative working relationships with:
- Placing Agencies
- School Board representatives
- Clinical providers
- Community agencies
- Communicate professionally and transparently with families and caregivers.
- Participate in case conferences, service planning meetings, and system coordination initiatives.
EDUCATION REQUIRED: Degree in Social Work, DSW, Child & Youth Care, Psychology, or related field
QUALIFICATIONS:
- Strong knowledge of CYFSA and MCCSS standards
- Valid First Aid/CPR, Safe Management
- Clear Broad Sector Check
- Valid Drivers License and access to a reliable vehicle.
- Ability to work under pressure and demonstrate experience in dealing with emergencies and crises.
- Valid certificate and demonstrated proficiency in First-Aid, CPR and Safe Management.
- Availability for shift work, including weekends
- Safe Management certification (or equivalent).
PREVIOUS EXPERIENCE:
- Minimum 5 years accommodation support experience
- Minimum 3 years supervisory experience
- Experience in a treatment setting is beneficial
