Trade Facilitation Office (TFO) Canada is a non-profit organization whose mission is to catalyze economic growth through sustainable and inclusive trade partnerships for Small and Medium Enterprises in developing countries. TFO Canada assists Small and Medium sized enterprises (SMEs) and Trade Support Institutions (TSIs) from developing countries to access international markets through information, advice and contact services. Since 1980, TFO Canada’s internationally experienced project staff and sectoral experts have been providing trade promotion and capacity building services to tens of thousands of Small and Medium sized Enterprises (SMEs) and Trade Support Institutions (TSIs)/Trade Promotion Organizations (TPOs) from Latin America and the Caribbean, Africa, Asia and the Middle East. Manager-Monitoring & Evaluation and Reporting (MER)

TFO Canada is currently recruiting a full-time Manager-Monitoring & Evaluation and Reporting (MER) located in Ottawa. The successful candidate will play a central role in formulating and implementing TFO Canada’s project plans for Monitoring Evaluation Accountability Learning (MEAL). The position focuses on developing innovative MEAL systems that strengthen TFO Canada’s ability to measure impact, track performance, and integrate learning to improve the quality, scope, sustainability, and overall impact of TFO Canada’s work.

The Manager-MER ensures high quality monitoring and evaluation across TFO Canada projects, supports continuous learning, and strengthens MEAL capacity across the organization.

Reporting Relationship:

Reports to Program Director-Trade Support Services (TSS) in the organization and works closely with project managers, TSS managers, external consultants, and research organizations. Key responsibilities:

  1. Organizational MEAL system
    • Formulate MEAL Policy and Strategy for TFO Canada, including capacity building- initiatives, staff and partner training, and development of guidelines, tip sheets, and templates for the MEAL toolkit.
    • Develop corporate KPIs including export readiness, SME progression, market access, and gender-transformative outcomes
    • Develop and maintain a harmonized results framework aligned with TFO Canada’s Strategic Plan, which includes:
      1. Standardized multi-country indicator frameworks
      2. Multi-country comparability and benchmarking
      3. Alignment between project logical frameworks and organizational KPIs
      4. Integration of export readiness pathway tracking
      5. Aggregation mechanisms linking country-level project data to institutional performance
    • Collaborate across functions to design, manage and execute MEAL operation plan for strengthening MEAL processes of TFO Canada in alignment with donor expectations and robust standards
  2. Multi-Country Project Monitoring & Evaluation
    • Manage and execute MEAL activities for all of TFO Canada’s projects. This includes the collection, aggregation and analysis of qualitative and quantitative data from project stakeholders, identification of problems/issues and drafting of appropriate and relevant recommendations.
    • Advise staff on developing or updating Logic Models, Performance Measurement Frameworks (PMFs), theories of change, learning agendas, and MEAL plans.
    • Guide teams in identifying information needs and developing strategies to increase data use for both reporting and organizational learning.
    • Lead the design and implementation of MEAL frameworks aligned with donors’ RBM guidance, including logic models, PMFs, indicators, baselines, and targets.
    • Manage internal and external evaluations using mixed methods, gender- responsive-, and ethical approaches.
    • Ensure all MEAL systems reflect donors’ expectations for gender equality, human rights, and inclusion.
    • Support project managers in recruiting MEAL staff and consultants in the target countries (as required)
  3. Partner Support and Capacity Strengthening
    • Conduct and/or supervise MEAL capacity assessments of Trade Support Institution (TSI) partners in developing countries and develop institutional strengthening plans
    • Develop standardized monitoring tools and guidance
    • Provide coaching, training, and technical support to implementing partners on RBM, data collection, accountability, and reporting.
    • Review partner reports for accuracy, completeness, and alignment with donor expectations
  4. Accountability to beneficiaries
    • Establish and maintain safe, accessible, and culturally appropriate feedback and complaints mechanisms.
    • Ensure accountability practices align with the Core Humanitarian Standard and donors’ safeguarding requirements.
    • Integrate community feedback into program decision making- and reporting.
  5. CRM/other related software Integrated Performance Management

TFO Canada utilizes CRM and database systems to manage exporter, importer, and TSI relationships.

The Manager-MER will:

  • Align CRM/other related software data fields with results framework
  • Integrate SME progression tracking (export readiness pipeline)
  • Embed gender-disaggregated data tracking
  • Develop automated performance dashboards

MEAL Data Governance & Dashboard Development

  • Manage new software acquisition or upgradation of current software for MEAL reporting and analyses (dashboard, etc.) (outsource as required)
  • Ensure real-time data integration across countries
  • Design executive dashboards for:
    • Organizational performance
    • Multi-country comparison
    • Trade support services performance
    • Gender Equality Social Inclusion (GESI) outcomes

6. Trade Support Services effectiveness measurement

  • Develop online performance frameworks for TSIs/TPOs supported by TFO Canada and track their performance
  • Track effectiveness of online services, seminars, trade missions, and technical assistance
  • Monitor SME engagement and Canadian/international importer matchmaking outcomes
  • Support documentation of success stories and case studies
  • Ensure evidence informs business development strategy

7. Learning & Research Partnerships

7.1 Organizational Learning and Knowledge Management

  • Develop annual Learning Agenda
  • Facilitate cross-country reflection and knowledge exchange through learning processes such as after-action- reviews, reflection workshops, and evidence syntheses.
  • Produce learning briefs, case studies, and knowledge of products that inform program adaptation and organizational strategy.
  • Promote a culture of continuous improvement and evidence-based decision- -making.

7.2 Research, Knowledge Sharing, and Learning

  • Establish partnerships with research institutions and universities
  • Supervise outsourced research studies
  • Ensure ethical compliance and methodological rigor
  • Support publication of policy briefs and analytical reports
  • Promote innovative thinking within program teams and support the capture and scaling of innovations.
  • Advise staff on designing and implementing studies, research initiatives, and evaluations.
  • Support systems and processes that generate program data and research to enable evidence-based learning, adaptive management, reflection, and informed decision- -making.

8. Reporting & Donor Compliance

  • Lead the preparation of all donor reports (interim, annual, final), ensuring accuracy, clarity, and compliance.
  • Synthesize monitoring and evaluation findings into compelling, evidence-based- narratives.
  • Ensure reporting includes gender equality analysis consistent with GAC’s Feminist International Assistance Policy.
  • Coordinate inputs from program teams, partners, finance, and leadership to produce timely, high-quality- submissions.
  • Support preparation of proposals with impact measurement frameworks
  • Contribute to strategic planning and annual reporting
  • Maintain audit ready- documentation to support reported results.

9. Other Duties

  • Represent TFO Canada in MEAL related networks, communities and events and when needed
  • Contribute towards project proposals
  • Provide transition/orientation support to newly hired Project Managers/Officers
  • Manage and participate in special projects from time to time
  • Perform other duties as required related to the successful execution of TFO Canada’s mission

Qualifications:

  • Permanent resident or citizen of Canada
  • Master’s degree in a relevant discipline (such as international development, evaluation, statistics, development economics
  • 7+ years of work experience in MEAL and impact assessment for international development projects, preferably in the countries TFO Canada is currently active in automating project MEAL performance with project stakeholder database
  • 3+ years of demonstrated experience with GAC funded- projects and strong knowledge of GAC’s RBM and reporting requirements
  • 3+ years of demonstrated proficiency in quantitative and qualitative data analysis and digital data collection, harmonization, analysis and reporting tools.
  • Excellent communication (speaking, reading and writing) skills in English
  • Excellent analytical, presentation and report writing skills in English, particularly for donor reporting
  • Excellent computer application skills, particularly Microsoft Word, Excel and PowerPoint as well as some experience working with project management, Client Relationship Management (CRM), database management applications
  • Strong ability to multi-task and manage multiple stakeholder relations
  • Well organized, self-starter and independent worker
  • Able to work well in a team and in a fast-paced environment
  • Experience managing evaluations and working with external consultants
  • Strong facilitation and capacity building- skills.

Assets

  • Certificate in MEAL/Impact assessment
  • Understanding of Gender Equality & Social Inclusion, Digitization, Access to Finance, Environmental Sustainability & Climate Resilience as it relates to trade and development
  • Fluency in French and/or Spanish

Compensation

TFO Canada offers a competitive salary and benefits package commensurate with experience and the norms of the international development NGO sector. As such the salary range is $69,600.00 - $85,000.00

Work Location:

Work at TFO Canada includes a hybrid work model, therefore, this role will be a combination of virtual and on-site work. Our office is located in downtown Ottawa. The successful candidate will need to live within the greater Ottawa-Gatineau area in Canada and to be a permanent resident or citizen of Canada.
