Position Title: Manager – Kingston Rd Residential Program
Reports To: Director of Programs and Executive Director
Salary Range: $77,760 – $87,415
Starting Salary: Level 1 or 2 ($77,760 – $80,000) depending on skills and experience
Hours: 37.5 hrs/week (Evening and weekend availability required)
Classification: Full-Time, Management
Location: TWHLS Kingston Rd (24/7 staffing and after-hours response required)
Organizational Overview:
Thunder Woman Healing Lodge Society (TWHLS) is an Indigenous-led healing lodge that provides culturally grounded, trauma-informed supports to Indigenous women, especially those impacted by the justice system. While we adhere to the regulations and protocols required by federal and provincial bodies, as we work towards becoming an established Section 81 Healing Lodge. All the TWHLS staff are expected to advance the work of the healing lodge through compassion, understanding, and care for all our relations. All staff are guided by the Seven Grandfather Teachings: Respect, Honesty, Truth, Humility, Courage, Wisdom, and Love.
Position Summary:
The Manager – TWHLS Residential Program provides leadership and operational oversight of a transitional residential program supporting Indigenous women and gender-diverse individuals exiting incarceration. The 24-hour staffed program offers housing, reintegration supports, and wraparound services aligned with justice system reform and TWHLS mission and values.
The Manager is responsible for staff supervision, policy development, programming and facility operations, compliance with CSC and legislative requirements, and collaboration with internal and external stakeholders. The Manager plays a key role on the agency’s management team, contributes to organizational planning, and supports the development and evaluation of trauma-informed and genderresponsive programming.
Core Responsibilities:
- Leadership & Management
- Serve as a member of the agency’s management team, contributing to strategic planning, organizational goal setting, and cross-team collaboration.
- Participate in regular management team meetings and contribute to policy development that reflects agency mission, vision, and anti-oppressive principles.
- Develop, recommend, and implement the operational plan and measurable program goals.
- Analyze and implement changes in response to evolving CSC requirements and residential standards.
- Facilitate the ongoing review of program philosophy, service delivery models, and staff training needs.
- Promote and integrate trauma-informed, gender-responsive, and Indigenous principles in all aspects of operations.
- Staff Supervision & Development
- Supervise residential staff, case managers, and casual/on-call workers.
- Lead recruitment, onboarding, scheduling, orientation, training, and performance management.
- Provide clinical and administrative supervision, including individual check-ins and weekly team meetings.
- Manage disciplinary processes and resolve workplace issues to support team morale and service quality.
- Coordinate student placements in collaboration the Program Manager
- Approve timesheets and staff-related expenses and verify hours worked.
- Program Operations & Compliance
- Oversee day-to-day management of the residence to ensure safe, smooth 24/7 operations.
- Ensure proper staffing coverage and maintain on-call availability for emergency response.
- Lead the development and maintenance of all operational policies and manuals (e.g., shift changeover, emergency protocols, house rules).
- Monitor resident intake and discharge processes, ensuring alignment with admission criteria and contractual obligations.
- Coordinate and facilitate house meetings, establishing agendas and inviting external speakers when appropriate.
- Maintain compliance with the Residential Tenancies Act, CSC standards, the agency’s Health and Safety plan, and relevant codes and legislation.
- Monitor facility-related concerns, including maintenance, pest control, and safety issues.
- Resident Support & Reintegration
- Oversee case management services and ensure consistent, supportive engagement with residents.
- Review case files, clinical documentation, shift notes, and communication logs.
- Develop reintegration strategies with each resident, including access to housing, employment, life skills, and wraparound supports.
- Liaise regularly with CSC parole officers, institutions, and police to support clients and ensure legal conditions are met.
- Monitor resident compliance with parole conditions and facilitate early interventions to prevent breaches or crises.
- Financial Oversight & Reporting
- Prepare and monitor program budgets, adjusting for variances and ensuring adherence to funding guidelines.
- Track and reconcile expenditures for residential operations and programming supplies.
- Approve program-related purchases and manage petty cash.
- Maintain and analyze program statistics, billing reports, and performance indicators.
- Draft and submit timely internal reports, funding reports, and compliance documentation to CSC and the Director of Programs.
- Community Engagement & Sector Participation
- Build and maintain partnerships with correctional institutions, housing providers, and Indigenous and non-Indigenous community-based services.
- Represent the program in community networks and professional associations such as the National Sec 81/84 Council.
- Participate in internal and external committees, working groups, and training initiatives.
- Liaise with government officials, funders, and stakeholders to promote service integration and system navigation.
Qualifications:
- Undergraduate degree in Social Work, Social Services, or related field (Master’s preferred).
- Minimum 5 years’ experience working with criminalized or justice-involved populations.
- At least 3 years in a leadership or supervisory role, preferably in a residential or 24/7 setting.
- Demonstrated knowledge of CSC programs, Statements of Work, and relevant legislation including the Residential Tenancies Act.
- Awareness and understanding of MMIWG and the overincarceration of Indigenous women.
- Experience with trauma-informed care, harm reduction, and conflict de-escalation.
- Understanding of intergenerational trauma
- Strong administrative, case management, and policy development skills.
- Ability to use Microsoft 365 and database systems for record keeping and reporting.
- Valid police record check and ability to secure CSC reliability clearance.
Working Conditions:
- On-site at a 24/7 residential location; must be available for after-hours response.
- Exposure to crises requiring urgent intervention or de-escalation.
- Occasional travel to external meetings, community sites, or agency events.
- Mix of administrative, direct-service, and operational oversight responsibilities.
