Rate: $69,556.50 to $76,771.50 annual salary

What You Will Do:
The Manager of Housing Help, 3000 Queen and 501 Logan Housing Programs will be responsible for overseeing the day-to-day operations of Fred Victor’s Housing Help, 3000 Queen and 501 Logan programs. Under the general direction of the Associate Director of Housing, the Manager also is responsible for leading the strategic directions, performance outcomes, organizational development priorities and policy and resource allocation of Housing Help, 3000 Queen and 501 Logan programs.

The Manager of Housing Help, 3000 Queen and 501 Logan Housing Programs will have knowledge of affordable housing, community-based services and social justice principles and will be a motivated person who believes in Fred Victor’s mission, vision and values. The Manager will implement a community development framework and will foster an inclusive and supportive environment focused on Housing First and Homelessness Prevention.
The position requires commitment and adherence to the values and goals of Fred Victor as expressed in the mission and strategic plan of the organization.

Responsibilities:
  • Oversee and manage all aspects of Fred Victor’s Housing buildings at 501 Logan and 3000 Queen as well as the Housing Help Work by planning, developing and implementing the buildings programs and services consistent with Fred Victor’s mission, vision and values along with all applicable legislation. Ensure compliance with all Fred Victor and Fred Victor Housing department policies and procedures.
  • Recruit, hire, coach and motivate the staff in the programs they oversee by including and welcoming different perspectives and optimizing creativity while ensuring effective teamwork, ensuring high standards of work quality and organizational performance and encouraging learning and innovation.
  • Ensure the development of detailed work plans with the Housing and Housing Help Teams, ensure they are implemented and ensure these work plans align with the FV strategic priorities
  • Ensure all documentation is input into Data Sphere and track any statistics required.
  • Develop and implement a facilitative management model that reflects the principles and objectives of community development and fosters tenant involvement in housing.
  • Support and coach staff to facilitate tenant and community participation in the development, implementation and evaluation of viable systems and forums to address community issues and to maintain the safe and effective operation of the Housing buildings at 501 Logan and 3000 Queen and the Housing Help Program.
  • Act as a facilitator in more difficult tenants and community related issues.
  • Role model professional behavior and positive communication with participants, volunteers and partners; support staff and management; promote culture of health and safety, uphold organizational values in the community; build a culture of teamwork
  • Develop, implement and maintain the policies and procedures of the program, ensuring they are consistent with Fred Victor’s policies and with all applicable legislation including the Ontario Housing Services Act and the Residential Tenancies Act.
  • Complete regular monthly supervisions of all members of the Housing Help, 3000 Queen and 501 Logan team.
  • Work with the Housing Administrative Team to assist tenants to maintain their housing and on any eviction related issues including participating in hearings as a witness.
  • Responsible for participating in Annual Unit inspections with Property Services and ensuring follow-up on any issues requiring tenant support.
  • Ensure regular, effective communication with Fred Victor’s Property Services Team including work orders, capital projects and general upkeep of the buildings.
  • Develop good working relationships between all other Fred Victor programs, referring agencies, head lease agencies, partners and support the Housing buildings and Housing Help program.
  • Develop and maintain good working relationships with Toronto Police Services, Emergency services and the surrounding community.
  • Work with and provide support to other program areas of Fred Victor as applicable and to facilitate and coordinate provision of service to Fred Victor clients
  • Provide leadership to the organization as a member of Fred Victor’s management groups, including the Housing Management Group and Program Manager’s Group.
  • Develop and monitor the budgets to ensure that expenses and revenues are in line with targets
  • Respond to all health and safety reports in a timely manner. Ensure health and safety requirements are implemented and always followed
  • Handle petty cash and ensure petty cash and cheque requisitions are complete and accurate
  • Monitor, complete and approve payroll and time sheet functions for the Housing Help, 3000 Queen and 501 Logan team.
  • Have knowledge of and be able to use emergency building systems and fire procedures
  • Share in the rotation of the Manager On-Call Phone and respond to all calls, which may include responding to emergencies, attending one of the Fred Victor sites and/or working shifts.
  • Carry out other duties as assigned by the Associate Director of Housing
What You Bring to the Team:
  • Degree or Diploma in Social Services and/or equivalent work experience
  • 2 years’ experience supervising, managing, evaluating, training and coaching staff in a unionized environment
  • A minimum of five years of experience in direct service work is required
  • Extensive experience working with people who have experienced homelessness and poverty; understanding of the issues of homelessness, poverty and discrimination facing this community and how these issues affect the lives of individuals
  • Extensive experience working with people who come from diverse racial, gender, ethnic and cultural backgrounds and who have experienced varying degrees of mental health, social isolation and substance use
  • Experience managing Affordable and/or Rent Geared to Income or Rent Supplement Housing
  • Strong understanding of Community Based programming.
  • Strong understanding of and commitment to Housing First, harm reduction, trauma-informed, and anti-oppression practices
  • Experience supervising, managing, evaluating, training and coaching staff in a unionized environment
  • Understanding of systemic issues which affect people living in poverty
  • Ability to maintain professionalism in stressful situations and work in a demanding and busy environment.
  • Demonstrated experience in conflict resolution or mediation
  • Experience developing and monitoring budgets
  • Extensive knowledge of legislation relevant to operating affordable housing, including Ontario Works Act, Ontario Human Rights Code, Ontario Housing Services Act, Residential Tenancies Act, Occupational Health and Safety Act, Employment Standards Act, and AODA
  • Proven experience working with the Landlord and Tenant Board
  • Experience and proven responsibility handling money
  • Highly developed written and oral communication skills

Compensation and Benefits
  • For the Manager, Housing Help, 3000 Queen and 501 Logan Programs, Fred Victor offers a salary range of $69,556.50 to $76,771.50
  • 4 weeks of vacation to start + 1 float day

Working Conditions:
  • There is a likelihood of exposure to unpredictable behavior, unpleasant odors, bodily fluids and pests including bedbugs, mice and cockroaches.
  • All employees must expect to be in potentially threatening situations.
  • This is stressful and emotionally challenging work that deals with vicarious trauma, grief and compassion fatigue on a regular basis
  • Required to travel to Fred Victor’s program and administration locations
  • Travel will be by public transportation, unless approved to use personal vehicle
  • Will be required to be on call on a rotational basis and could be asked to work mornings, evenings or overnights on occasion to provide oversight to the programs
