Position Summary:

The Manager, Capital and Corporate Services provides strategic and operational leadership across the organization’s corporate infrastructure, including capital planning, procurement, asset management, financial oversight, facilities coordination, and regulatory compliance. This role ensures that the organization’s physical, financial, and administrative systems effectively support high-quality mental health and addictions services within a unionized community-based environment.

The Manager oversees key corporate functions such as capital budgeting, forecasting, purchasing, contract and lease management, fleet operations, and accounts receivable. The position also provides leadership to the Facilities Supervisor, ensuring alignment between capital planning, space utilization, and day-to-day facilities operations. The Manager plays a critical role in risk mitigation, internal controls, and ensuring that corporate processes meet legislative, financial, and organizational standards.

Minimum Qualifications & Experience:

  • CPA designation or equivalent combination of education and experience in financial management.
  • Project management experience or certification (e.g., PMP, CAPM, or equivalent) is considered a strong asset.
  • Post‑secondary education in accounting, finance, business administration, or a related field.
  • Progressive experience in financial management, corporate services, or administrative leadership roles.
  • Experience in capital planning, procurement, asset management, or facilities‑related functions.
  • Experience supervising staff or leading cross‑functional teams.
  • Experience in community health, public sector, or non‑profit environments is an asset.
  • Strong knowledge of capital planning, procurement, financial management, and asset stewardship.
  • Understanding of the Broader Public Sector Accountability Act and regulatory frameworks.
  • Ability to interpret financial statements, develop budgets, and conduct complex financial analysis.
  • Knowledge of contract law, lease administration, and vendor management.
  • Strong organizational, analytical, and strategic planning skills.
  • Ability to manage multiple priorities in a dynamic, service‑oriented environment.
  • Commitment to equity, accessibility, and community‑based service values.
  • Expertise in capital budgeting, amortization, and financial forecasting.
  • Knowledge of procurement legislation, RFP processes, and vendor evaluation.
  • Understanding of facilities operations, space planning, and asset lifecycle management.
  • Ability to design and implement internal controls and risk mitigation strategies.
  • Strong financial modelling and analytical capabilities.
  • Excellent written and verbal communication skills for reporting, policy development, and stakeholder engagement.
  • Ability to negotiate contracts, manage vendor relationships, and communicate complex information clearly.
  • Strong interpersonal skills to collaborate effectively with leadership, staff, funders, and external partners.
  • Ability to lead change, support staff development, and foster a culture of accountability and service excellence.
  • Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, Teams, SharePoint).
  • Experience using client management databases and digital tools for program administration.
  • Familiarity with data tracking, program evaluation, and reporting systems.
  • Must possess a valid Ontario Driver’s License and regular access to a reliable vehicle for travel between agency sites and community meetings.
  • Satisfactory criminal record check required prior to hire.
