Job Title: Human Resources Coordinator
Reports to: Executive Director
Employment Type: Part-time, contract (non-union)
Hours: 25 hours per week
Compensation: Salary range of $33,182 to $55,325 annually, commensurate with experience. This range is prorated from the City of Toronto's Grade AOS1 non-union salary scale of $46,455 to $77,455 (formerly Wage Grade 3), to reflect 25 hours of work per week. Hourly compensation ranges from $25.52 to $42.56

Purpose of the Job
The HR Coordinator supports the administration of the Centre’s HR operations, employee relations, and staff culture initiatives. This role is directly responsible for executing bi-weekly payroll, coordinating recruitment and onboarding, and assisting managers with day-to-day labour relations and staff training programs. Working closely with the leadership team, they help maintain a healthy, equitable, and legally compliant workplace culture that aligns with Cecil Community Centre's strategic goals.
Core Responsibilities
1. Training and Organizational Development
- Support the development and implementation of HR strategies and initiatives aligned with Cecil Centre's broader strategic priorities, as directed by the Executive Director
- Coordinate the development and rollout of Cecil's Employee Engagement Strategy, including frameworks, tools, and measurement
- Assist with workforce planning initiatives as directed by the Executive Director
- Identify, track and facilitate staff development opportunities, including training, mentorship, and leadership pathways
- Apply an equity and anti-oppressive lens to HR administrative functions and day-to-day practice
2. Employee Relations and Labour Relations
- Serve as a point of contact for all human resources inquiries, routing matters related to performance, discipline, or employee relations to the Executive Director or relevant manager as appropriate
- Maintain grievance tracking logs and labour relations files; coordinate preparatory logistics for grievance meetings under the direction of the Executive Director
- Support administrative logistics for workplace investigations under the Occupational Health and Safety Act, the Ontario Human Rights Code, and the City of Toronto Anti-Harassment and Anti-Discrimination Policy (HRAP)
- Act as the secretary for the Joint Health and Safety Committee (JHSC), tracking monthly facility inspections, coordinating meetings, and archiving minutes
3. Recruitment and Employee Lifecycle Management
- Coordinate end-to-end recruitment for all positions: preparing job postings, scheduling interviews, and assisting hiring managers with selection logistics
- Administer and maintain equitable, inclusive recruitment practices and evaluation tools
- Coordinate and facilitate the onboarding program for new hires in collaboration with hiring managers, ensuring timely completion of required compliance training, policy reviews, and cultural orientation
- Update and maintain employment contract templates and offer letters for the Executive Director's approval
- Provide administrative support for accommodation and return-to-work processes, maintaining related documentation and tracking timelines
- Complete HR offboarding administrative checklists, gathering feedback, and coordinating system terminations
4. Payroll Administration and HRIS
- Execute and administer bi-weekly payroll through ADP Workforce Now (including wages, deductions, and union compliance provisions), under a multi-step review process involving senior Finance and Administration staff and executive leadership
- Maintain accurate employee records across HR platforms, including ADP Workforce Now, GreenShield Canada, Manulife, OMERS, and the City of Toronto ELI Portal
- Track and record employee leaves, vacation balances, WSIB claims, and support return-to-work processes
- Ensure payroll entries comply with the Employment Standards Act, collective agreement provisions, and applicable legislation
- Generate HR operational reports to support funding reports, internal budgeting, and compliance tracking as required
5. HR Policy and Compliance
- Assist the Executive Director in reviewing, developing, implementing and maintaining HR policies and procedures in compliance with applicable legislation and organizational values
- Coordinate and track mandatory compliance training including AODA, Human Rights and Workplace Harassment, and Health & Safety
- Track and document organizational compliance obligations including WSIB, ESA, and OHRC requirements
- Support administrative reporting and tracking related to the Pay Equity Act
6. HR Administration and Reporting
- Maintain organized and compliant personnel files and HR records in accordance with privacy legislation
- Compile HR metrics and summaries for the Executive Director’s reports to the Board of Directors
Qualifications
Education
- Post-secondary degree or diploma in Human Resources Management, Business Administration, or a related field
- CHRP designation completed or actively in progress
- Active membership in good standing with HRPA
Experience
- Minimum of two years of progressive HR experience, with at least 1 year of independent responsibility for routine HR operations and data management
- Demonstrated experience in a unionized environment: collective agreement administration, grievance management, and labour relations required
- Hands-on experience executing bi-weekly payroll and navigating HRIS systems, with ADP Workforce Now experience strongly preferred
- Experience in a nonprofit, public sector, or community services environment considered a strong asset
- Familiarity with City of Toronto AOCC Relationship Framework or CUPE labour relations considered strong an asset
Knowledge and Skills
- Working knowledge of the Employment Standards Act, Labour Relations Act, Occupational Health and Safety Act, Human Rights Code, and Pay Equity Act
- Practical, hands-on experience performing human resources and labour relations duties within a unionized environment
- Ability to build trust with both management and frontline staff in a unionized environment
- Excellent written and verbal communication skills
- Sound judgment and discretion in handling sensitive and confidential HR matters
