Executive Summary

Success Beyond Limits (SBL) is seeking proposals from qualified Human Resources (HR) consultants to review and revise our existing HR policies and procedures. The goal of this engagement is to ensure our HR framework is compliant with current employment legislation, aligned with sector best practices, and reflective of our organizational values.

The selected consultant will conduct a comprehensive assessment of current HR policies, identify gaps and areas for improvement, and develop a revised HR Policy Manual.

Organization Overview

Success Beyond Limits (SBL) is a community-based organization dedicated to improving educational outcomes, expanding possibilities, and supporting Black and racialized youth in the Jane and Finch community along their individual paths to success.

Our work focuses on reducing the impact of external factors that negatively affect the educational success of youth in the Jane and Finch community. We operate a comprehensive six-week Summer Program that offers credits, mentorship, youth employment, enrichment, nutrition, engagement, graduation, and relationship building.

Our support continues throughout the school year through our presence within Westview Centennial Secondary School, where we operate a youth space. Through this space, our staff support youth during the school day, run an after-school program, and connect youth to a wide of opportunities that foster growth, engagement and long-term success.

Purpose of this Request for Proposal

SBL is seeking an experienced HR consultant to:

  • Review, assess and revise our current HR policies and procedures
  • Ensure policies are compliant with Ontario employment legislation and regulations
  • Research, identify and recommend resources for HR best practices in the nonprofit sector
  • Embed equity, diversity, and inclusion principles in our policies and procedures
  • Improve clarity, consistency, and application of policies

Scope of Work and Deliverables

Scope of Work

a. Review and Assessment

  • Conduct a full review of SBL’s existing HR policies and related documents
  • Identify gaps, inconsistencies, and areas of risk in existing HR policies
  • Assess compliance with Employment Standards Act (ESA), the Ontario Human Rights Code, the Accessibility for Ontarians with Disabilities Act (AODA), and the Occupational Health and Safety Act (OHSA) and other relevant legislation

b. Stakeholder Engagement

  • Engage SBL leadership
  • Relevant board members
  • HR Committee members

c. Policy Development and Revision

  • Revise existing HR policies and draft new policies where necessary
  • Ensure policies reflect the organizations values and principles of equity, diversity, inclusion, and accessibility
  • Provide clear guidance for implementation and use

d. Recommendation Report

  • Provide a summary of findings and key recommendations
  • Outline rationale for proposed changes

e. Final Deliverables

  • Updated HR Policies and Procedures
  • Summary report outlining key changes made and outstanding recommendations
  • Implementation guidance and staff training session

Deliverables

The consultant will provide the following:

  • Initial assessment summary
  • Recommendations report
  • Final HR Policy Manual

Evaluation of Proposal and Selection Process Written proposals must include the following:

  • A summary of relevant and related experience working on similar projects for nonprofit organizations
  • Confirmation of Canadian based business registration
  • A detailed work plan, including key phases, timelines, and approach to engaging stakeholders.
  • Overview of consultant fees including hourly rates, and anticipated expenses for each phase
  • CV’s or resumes for all proposed consultants working on the project
  • Contact information for three references familiar with your work on similar projects
  • Experiences are Canadian and referenced projects primarily Ontario based
  • Maximum 15 pages
  • Total proposed budget that does not exceed $13,000 plus HST

Evaluation Criteria

Proposals will be assessed based on the following weighted criteria:

Success Beyond Limits Privilege: Success Beyond Limits reserves the right to proceed with the RFP and reject all or any of the proposals. The bidder assumes full liability for all costs incurred in developing the proposal for submission. If Success Beyond Limits accepts any of the proposals (which it is not obliged to do) the lowest or any fee will not necessarily be accepted and Success Beyond Limits may, as its sole discretion, consider any other factors it deems appropriate in its sole discretion in awarding this contract. Success Beyond Limits may request further clarification of a proposal from the contractor. While Success Beyond Limits is not obliged to consider proposals which do not strictly comply with its requirements, it nevertheless reserves the right to do so and specifically reserves the right to waive formalities as its interests may require.
