About This role
Reporting to the Regional Director, Community Services, the Manager of Housing provides leadership and oversight for CMHA Lower Mainland’s housing programs and related capital assets. This role is responsible for the effective delivery of recovery-oriented housing and support services to residents and programsupported tenants, while ensuring safe, well maintained housing environments across the Branch and regions it serves.
The Housing Manager leads and supports multidisciplinary teams across a range of housing and outreach programs, with responsibility for recruitment, onboarding, supervision, performance management, and staff wellbeing. This role ensures programs are delivered in alignment with psychosocial rehabilitation principles, accreditation standards, collective agreements, and funder requirements. This role also supports continuous quality improvement across services and ensures policies are in place to support safer spaces and efficient housing operations.
In addition to program and people leadership, the Housing Manager is accountable for the stewardship of housing assets. This includes oversight of maintenance, repairs, and renovations, working within approved budgets and coordinating contractors as required. The housing manager is responsible for multiple sites across diverse communities and stretching across multiple municipalities/regions. The role contributes to operating and capital planning through the development of capital replacement and repair plans, and provides recommendations related to housing program sustainability. The Housing Manager works collaboratively with internal teams, community partners, and remains informed of evidence-based practices in psychosocial rehabilitation and the non-profit housing sector. As a key point of continuity within housing services, this role supports stability, safety, and quality for both participants and staff.
Key Responsibilities
Program and People Management
- Provides leadership that fosters collaboration, accountability, creativity, and a psychologically healthy and safe workplace.
- Leads the implementation and ongoing integration of the Recovery Centered Clinical System and recovery oriented psychosocial rehabilitation practices across housing programs.
- Oversees the design, delivery, and continuous improvement of program strategies, service models, policies, and procedures in alignment with accreditation standards, funder requirements, and agency policies.
- Ensures program outcomes, evaluation activities, and reporting requirements are completed accurately, on time, and used to inform service improvement.
- Leads the recruitment, onboarding, supervision, performance management, scheduling, wellness, and professional development of housing program staff, including performance management, in accordance with organizational policies, the collective agreement, and employment standards.
- Provides coaching, training, and ongoing support to housing staff through individual supervision, group meetings, and other appropriate methods.
- Ensures staff are supported in the development, implementation, and communication of individual service plans, and that team-based collaboration and caseload coordination are maintained.
- Oversees participant transitions and program exits, including file closures and referrals to appropriate community, education, or training resources.
- Builds and maintains effective working relationships with community partners, acting as a point of liaison and supporting staff in resolving program level issues as they arise.
- Represents CMHA Lower Mainland and its housing programs in community forums, committees, and partner settings, providing education and consultation related to recovery-oriented practice.
- Supervises and supports practicum students, volunteers, and other temporary staff within housing programs.
Housing Operations
- Builds and maintains strong relationships with community-based organizations, landlords, and partners to support stable housing options and expand housing opportunities for participants.
- Supports the development and implementation of strategies that increase access to long-term and appropriate housing across housing programs.
- Acts as a primary point of contact for landlord relations, including negotiation, mediation, and issue resolution in support of participants and staff.
- Oversees resident and tenant relations, including tenancy and program agreements, rent administration, complaint resolution, and the coordination of move ins and move outs in collaboration with staff and health authorities.
- Ensures rent rolls and related documentation are accurately maintained and submitted in accordance with internal requirements and funder timelines.
- Works collaboratively with finance and accounting to support the timely and accurate administration of rent subsidies and related financial processes and payments.
- Oversees the maintenance, repair, preventative maintenance, and renovation of housing buildings, coordinating contractors and ensuring work is completed safely and in compliance with applicable regulations and organizational policies.
- Ensures housing operations adhere to applicable safety standards and sector guidelines, including those related to community living supports, housing providers, and health authority requirements.
- Develops and maintains capital replacement and repair plans, and contributes recommendations related to short and long-term capital needs.
- Manages housing related budgets and expenditures within approved limits, and supports planning where additional resources are required.
- Ensures housing related reporting to internal teams and external funders is accurate, complete, and submitted on time.
- Participates in shared on-call coverage, including evenings and weekends, to support staff and ensure continuity of housing services.
Strategic Leadership and Planning
- Provides strategic leadership for CMHA Lower Mainland’s housing programs by monitoring sector trends, community needs, and emerging opportunities to inform planning and development.
- Leads needs assessment and consultation activities, including engagement with internal advisory and steering groups and external partners, and brings forward analysis and recommendations to senior leadership.
- Develops and recommends strategic priorities and goals for housing programs, balancing community needs, funder requirements, organizational strategy, and operational capacity.
- Works collaboratively as a member of the senior leadership team, contributing to cross branch planning, problem solving, and organizational decision making.
- Represents CMHA Lower Mainland and its housing programs to funders, partners, and the broader community, and builds and maintains relationships with leaders in the affordable and supported housing sector.
- Provides additional leadership and operational support during periods of service pressure or labour disruption, ensuring continuity of housing services and clear communication with staff and leadership.
- In partnership with Finance and the Regional Director, develops and manages annual operating and capital budgets, as well as longer term capital planning.
- Supports the development and implementation of operational systems, standards, and policies that promote efficiency, safety, and alignment with agency wide and accreditation requirements.
- Participates in required leadership, staff, and committee meetings, and ensures timely completion of administrative responsibilities.
- Participates in required training and certifications to support safe and effective program delivery.
Your Qualifications
Required Skills and Experience
- A degree in health, social services, non-profit leadership, property management, or a related field, and/or the equivalent in related professional experience.
- A minimum of five years in an advisory and/or coordinating role, including at least three years in supported housing, Housing First, or recovery oriented psychosocial rehabilitation services with individuals experiencing serious mental illness.
- Experience with program evaluation, continuous quality improvement, and the use of data to inform service planning and improvement.
- Experience leading and managing teams, ideally in a unionized environment.
- A strong working knowledge of recovery-oriented psychosocial rehabilitation principles and evidence-based best practices.
- Working knowledge of cognitive behavioral therapy principles, and the ability to apply these concepts in non-clinical, community-based settings.
- Demonstrated leadership skills, including the ability to support, guide, and hold teams accountable in complex and changing environments.
- Strong written and verbal communication skills, with the ability to engage effectively with staff, participants, funders, and community partners.
- Proficiency in standard office software, including word processing and spreadsheet applications.
- Ability to work effectively both independently and as part of a multidisciplinary team.

- Verification of education and employment credentials as part of the hiring process.
- A driver’s abstract or additional background checks may be required depending on the operational requirements of the role.

How and Where We Work
This is a hybrid role, with work split between the employee’s home office and out in community. Time and location of work is based on operational needs as approved by the Regional Director of Community Living. The Housing Manager is expected to work across multiple CMHA Lower Mainland locations, including sites in New Westminster and Maple Ridge, as well as in other community-based settings relevant to the role.
In-person presence is required to support housing operations, staff supervision, participant needs, meetings, training, and collaboration with partners. While standard hours of work are Monday to Friday during regular business hours, this role in particular requires flexibility, including evenings and weekends, to support on-call responsibilities, urgent housing matters, and operational continuity. A laptop and phone will be provided to support this work.
The successful candidate must possess a valid BC driver’s license and have access to a personal vehicle for use during working hours.
Compensation, Benefits and Vacation
CMHA Lower Mainland offers a competitive total rewards package designed to support employee wellbeing, financial security, and work life balance. This position is classified at Compensation Reference Plan Range 9, with an annual salary range of $81,279 to $121,151, commensurate with qualifications and experience, and subject to budget approval.
In addition to salary, employees are eligible for a comprehensive benefits package and participation in the Municipal Pension Plan.
Approved work-related mileage is reimbursed in accordance with the organization’s internal expense reimbursement policy.
The role starts with three weeks of paid vacation and offers five Compensatory Time Off (CTO) days each calendar year to support mental health and well-being.
