Who We Are

The Congress of Aboriginal Peoples (CAP) represents the interests of Métis, status and non-status Indians, and Southern Inuit Indigenous Peoples living off-reserve in Canada. As one of five National Indigenous Representative Organizations recognized by the Government of Canada, we work collectively with eleven provincial and territorial affiliates to advance the rights, needs, and well-being of our constituents.

CAP works collectively with eleven provincial and territorial affiliate organizations across Canada to promote and advance the common interests, collective and individual rights, and needs of its constituents. Our mandate is to improve the socio-economic conditions of off-reserve status and non-status Indians, Métis and Southern Inuit living in urban or rural areas. CAP holds meetings with members of the government to find practical ways to improve federal programs, policies and services for off-reserve Indigenous Peoples.

The Opportunity

As a Health Policy Analyst, you will play a key role in advancing CAP’s health policy initiatives. Reporting to the Senior Director of Policy and Research, you will lead research, provide in-depth analysis, and develop recommendations on current and emerging health policy issues.

Your work will:

  • Support CAP in providing evidence-based recommendations to federal partners.
  • Address systemic racism in health care through an urban and off-reserve lens.
  • Capture the lived experiences of our constituents to inform policy.
  • Strengthen CAP’s ability to influence government programs, policies, and services.

What You'll do

Research & Analysis

  • Conduct research on healthcare systems, legislation, and policies.
  • Analyze data on emerging issues and assess impacts on off-reserve Indigenous populations.
  • Evaluate policies for their ability to address anti-Indigenous racism.

Policy Development

  • Identify policy gaps and propose strategic solutions.
  • Draft policy briefs, proposals, and position papers to advance CAP’s priorities.

Engagement & Collaboration

  • Build collaborative relationships with federal, provincial, and community partners.
  • Support CAP’s participation in consultation processes on Indigenous health.
  • Engage with CAP affiliates and grassroots members to integrate lived experiences.

Reporting & Communication

  • Prepare reports, presentations, fact sheets, and briefing notes for senior management.
  • Deliver written and verbal briefings to leadership and stakeholders.

Strategic Planning & Funding

  • Develop work plans that align with CAP’s goals and strategic priorities.
  • Contribute to funding proposals and assist with managing policy program budgets.

What We Are Looking For

  • Strong strategic and critical thinking skills.
  • Excellent written and oral communication in English; French is an asset.
  • Advanced writing ability, particularly in policy analysis and report development.
  • Strong interpersonal and relationship-building skills, with sound judgment.
  • Ability to manage multiple priorities, adapt to change, and meet deadlines.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Teams).

What You'll Need

  • Post-secondary degree or diploma in social sciences, humanities, public health, or a related field; a Master’s degree is an asset.
  • 3–5 years of experience in Indigenous policy, health policy, or socio-economic research.
  • Demonstrated experience working with Indigenous organizations or communities.
  • Strong understanding of issues facing off-reserve Indigenous Peoples across urban, rural, remote, and isolated areas of Canada.
  • Proven ability to conduct research, analyze policy, and translate findings into actionable recommendations.
