Job Summary
Reporting to the Director of Finance, the Finance Manager will oversee day-to-day accounting operations, financial reporting, budgeting, funding compliance, audit preparation, and finance team leadership. The successful candidate will play a key role in ensuring financial accountability, supporting operational decision-making, and maintaining strong stewardship of public and community resources.

Responsibilities
Financial Management and reporting
- Oversee daily accounting and financial operations
- Ensure accurate and timely month-end and year-end processes
- Prepare monthly financial statements, variance analyses, and management reports
- Assist in the development and monitoring of annual operating and capital budgets
- Monitor cash flow and support financial planning activities
- Maintain the integrity of the general ledger and financial reporting systems
- Prepare financial information and analysis to support leadership decision-making
Funding and Compliance
- Manage financial reporting requirements for multiple government-funded and community-funded programs
- Monitor funding allocations, expenditures, and reporting obligations
- Ensure compliance with funding agreements and reporting deadlines
- Support program managers in budget monitoring and expenditure management
- Prepare audit schedules and coordinate annual external audits
- Respond to auditor and funder requests as required
Team Leadership
- Supervise and support finance team members
- Foster a collaborative, accountable, and service-oriented team culture
- Assist with staff training, performance development, and workload management
- Promote effective communication and teamwork across departments
Systems and Process Improvement
- Support continuous improvement of financial systems, processes, and internal controls
- Identify opportunities to improve efficiency, reporting accuracy, and financial accountability
- Assist with the harmonization and optimization of financial processes across the integrated organization
- Support implementation and enhancement of financial technologies and reporting tools
Organizational Support
- Participate in organizational planning and operational initiatives
- Provide financial guidance and support to managers and department leaders
- Contribute to the organization's long-term sustainability through sound financial management practices
- Act on behalf of the Director of Finance when delegated

Requirements
- Degree or Diploma in Accounting, Finance, Business Administration, or a related field
- Minimum five years of progressive accounting or finance experience
- CPA designation is an asset
- Experience supervising or leading staff
- A valid G driver’s license with a reliable vehicle and permission to carry rider attached with $2 million dollar liability
- Strong understanding of budgeting, financial reporting, reconciliations, and audit preparation
Requirements Continued
- Experience working within not-for-profit, social services, healthcare, housing, developmental services, municipal, or publicly funded environments is strongly preferred
- Strong analytical, organizational, and communication skills
- Advanced proficiency with Microsoft Excel and financial management systems
- Experience with Sage 300 (ACCPAC) and payroll systems is considered an asset
- Experience working in a unionized environment is considered an asset
- Bi-lingual in both French and English is an asset

Work Conditions
- Primarily office-based work with occasional travel to organizational sites, meetings, or training
- Regular interaction with staff, leadership, auditors, funders, government agencies, vendors, and other stakeholders
- Fast-paced environment with competing priorities, strict deadlines, and periods of increased workload during audits, budgeting, and financial reporting cycles
- Requires prolonged periods of computer use, attention to detail, and analysis of confidential financial information
- Manual dexterity required to operate computers and standard office equipment
- Primarily sedentary work involving sitting, with occasional standing, walking, and light lifting
- May be required to work extended hours during peak reporting periods or special projects
