The Interprovincial Lottery Corporation (ILC) is the national organization that brings together Canada’s provincial lottery corporations to design and deliver the country’s flagship national lottery games. Acting in the collective interests of its members, ILC supports the planning, oversight, and execution of high-profile games such as Lotto Max and Lotto 6/49, and provides a forum for shared strategy, innovation, and operational excellence. About the Role
The Executive Director reports to the President of the Executive Committee for operations and the Board Chair for governance matters. Serving as Secretary to the Board, the Executive Director attends key meetings and is responsible for official records and liaison with legal advisors.
Leading a small, high-performing team, the Executive Director provides overall leadership and management of the organization, ensuring operations align with approved strategies, policies, and governance frameworks while fostering strong relationships with stakeholders and member organizations. The role is highly collaborative and influence-oriented, requiring sound judgment, strategic perspective, and the ability to work effectively in a complex, multi-stakeholder environment. The role spans leadership, stakeholder support, national games operations, finance and technology, and governance and people leadership.
Key Responsibilities
Leadership and Strategy
- Provide overall leadership to ILC, ensuring the organization’s structure, talent, and operations are aligned with its strategic priorities and evolving business needs.
- Advise the Executive Committee and Board with clear insight, sound judgment, and strategic recommendations that support national lottery growth and long-term value creation.
Stakeholder Support Services
- Enable strong collaboration across Canada’s regional lottery organizations, supporting shared priorities, innovation, and the successful delivery of current and future national products.
- Foster effective partnerships, information-sharing, and performance reporting that help align stakeholders and advance collective outcomes.
National Games and Draw Operations
- Oversee the secure, accurate, and timely execution of national games and draws, maintaining the highest standards of integrity, quality, and public trust.
- Lead continuous improvement across operations, ensuring resilience, readiness, and effective issue resolution in a high-accountability environment.
Finance and Information Technology and Systems
- Provide stewardship of ILC’s financial operations, controls, and resources, ensuring sound management, transparency, and compliance.
- Oversee the organization’s technology environment, including systems reliability, modernization, and cybersecurity, to support effective and secure operations.
Governance and Human Resources
- Support strong governance by enabling effective Board and committee operations and ensuring alignment with approved policies, frameworks, and legislative requirements.
- Build and sustain a collaborative, high-performing culture, with a focus on talent, accountability, and organizational effectiveness.
Qualifications
- University degree in business or a related field.
- Extensive senior leadership experience in complex, matrixed, or multi-stakeholder environments.
- Strong strategic, analytical, and financial acumen, with experience presenting to and influencing Executive and Board-level stakeholders.
- Exceptional leadership and relationship management skills, with a demonstrated ability to collaborate, influence, and drive results. Bilingualism in English and French is considered an asset.
Salary Range: $240,000.00 -$275,000.00
