Employment Specialist

MAJOR DUTIES

As an Employment Specialist, you will be responsible for managing client intake, conducting assessments using the Common Assessment Tool (CAT), co‐creating individualized Employment Action Plans (EAPs), and guiding clients through their employment journey. You will work with clients from first contact through to securing and retaining employment, liaising with employers and community partners, and adhering to the service delivery standards of the Employment Ontario model via WCG.

The Incumbent for this position will be responsible for the following:

Client Intake & Assessment

  • Serve as the primary point of contact for new clients accessing the Integrated Employment Services program.
  • Conduct eligibility screening and intake interviews in line with WCG’s guidelines and Employment Ontario requirements.
  • Administer the Common Assessment Tool (CAT) to identify client needs, barriers, strengths, interests and employment readiness.
  • Document assessment results, complete intake paperwork and register clients in the case management system.
  • Provide clients with program overview, rights and responsibilities, and next‐steps in the service pathway.

Employment Action Planning (EAP)

  • Work collaboratively with clients to develop a personalized Employment Action Plan (EAP) aligned with their goals, labour market realities and identified supports.
  • Review and update EAPs regularly to reflect progress, changed circumstances, new barriers or opportunities.
  • Facilitate client readiness supports résumé/cover letter development, interview preparation, job search strategies, skill gap analysis.
  • Identify and coordinate additional supports or referrals (training, credential evaluation, upgrading, community services, accommodation support) as required.

Job Development, Employer Engagement & Placement

  • Research labour market information, employer demands and job opportunities relevant to clients’ goals and experiences.
  • Build and maintain relationships with employers, training providers and community agencies to create job leads, placements and retention opportunities.
  • Support clients to match with appropriate job opportunities, including follow‐up and retention support post‐placement.
  • Facilitate employer/employee fit, negotiate placement/incentive agreements where applicable, monitor job retention and outcomes.

Data, Reporting & Compliance

  • Maintain accurate, timely case notes and records in the required database systems (e.g., EOIS‐CaMS or similar) in accordance with WCG/Employment Ontario service delivery and reporting guidelines.
  • Contribute to meeting monthly and program‐year targets and outcomes for client intakes, assessments, EAPs, placements and retention.
  • Participate in program monitoring, audits and performance reviews, ensuring compliance with funder guidelines and service standards.
  • Attend team meetings, staff training and professional development as required.

Qualifications & Skills

  • Diploma or degree in Social Services, Career Development, Human Resources, Counselling or a related field.
  • Minimum 2 years’ experience in employment counselling, workforce development or case management, preferably within Employment Ontario or funded employment services.
  • Demonstrated experience conducting intake, assessments (such as the Common Assessment Tool / CAT) and developing personalized action plans.
  • Strong understanding of labour market dynamics in Ontario, barriers to employment, and tailored supports for diverse populations (newcomers, persons with disabilities, youth, multibarrier clients).
  • Excellent assessment, interviewing and client coaching skills; ability to build rapport and motivate clients.
  • Proficient in Microsoft Office suite and experience with client management systems (e.g., EOIS-CaMS) is considered an asset.
  • Strong organizational skills, attention to detail, ability to manage a caseload and meet outcome targets in a fast-paced, results‐driven environment.

  • Valid driver’s license and access to vehicle may be required for outreach and employer visits. (If applicable)
  • A Vulnerable Sector Screen (VSS) will be required

Salary Range: $25/hr

Hours: 24 hrs per week.
