Nurse Reach Ontario Long-Term Care Initiative CARE Centre for Internationally Educated Nurses (IENs)

JOB PURPOSE

This project will see 100 internationally educated nurses residing in major urban centres across Ontario to secure employment and successfully relocate to rural and northern communities where healthcare employers face persistent nursing shortages. The project will provide recruitment, employment matching, relocation supports, community integration services, and retention assistance through a partnership between CARE Centre and Blue Branch Inc.

The Employment Engagement/Outreach Lead serves as primary liaison between participating employers, internationally educated nurses (IENs), and community partners to facilitate successful recruitment, employment placement, workplace integration, and long-term retention.

The incumbent will develop and maintain relationships with healthcare employers, municipalities, settlement organizations, and community partners while supporting participant recruitment and successful employment outcomes.

The role supports employer engagement, community outreach, participant recruitment, and partnership development activities for a project designed to connect internationally educated nurses with employment opportunities in rural, remote, and northern Ontario communities.

JOB ACCOUNTABILITIES AND RESPONSIBILITIES

Employer Engagement

  • Develop and maintain partnerships with long-term care homes and community healthcare providers.
  • Identify employment opportunities aligned with participants' qualifications and career goals.
  • Facilitate employer information sessions, recruitment events, and networking opportunities.
  • Support employers in understanding the needs and strengths of internationally educated nurses.
  • Maintain current knowledge of labour market trends, nursing vacancies, and workforce demands within Ontario's long-term care sector.

Outreach and Recruitment

  • Design and implement outreach strategies to expand awareness of the project among internationally educated nurses, employers, and community organizations. employers and community organizations.
  • Deliver presentations, webinars, and information sessions.
  • Build relationships with community organizations and professional associations.
  • Promote project activities through digital and community-based channels.
  • Represent the project at conferences, career fairs, employer forums, and community engagement events.

Community and Relocation Partnerships

  • Identify local supports related to housing, transportation, childcare, and settlement.
  • Promote community readiness and retention initiatives.
  • Collaborate with municipalities and community partners to support community readiness and facilitate successful integration of participants into rural, remote, and northern communities.

Participant Employment Support

  • Assess participant employment readiness and relocation interests.
  • Support job matching activities.
  • provide guidance on resume development, interview preparation, and labour market expectations.
  • Coordinate interviews and employer introductions.
  • Assist participants in navigating employment and relocation processes.
  • Monitor participant employment progression and follow up with employers and participants to support successful onboarding and retention.
  • Identify barriers to employment and collaborate with the Project Coordinator to facilitate appropriate supports and referrals.

Performance Monitoring

  • Track recruitment, employer engagement, and placement outcomes.
  • Maintain accurate records of employer contacts, outreach activities, participant referrals, placement, employment outcomes, and partnership development.
  • Contribute to project reporting and evaluation.
  • Monitor employer satisfaction and participant employment outcomes to identify opportunities for continuous improvement.

Other duties as assigned

QUALIFICATIONS

  • Postsecondary education in human resources, employment services, business, community development, healthcare administration, or a related field.
  • Minimum 3–5 years of experience in employer engagement, business development, workforce development, or employment services.
  • Experience working with Ontario long-term care employers, workforce development initiatives, healthcare recruitment, or internationally educated healthcare professionals is an asset.
  • Strong networking and relationship-building skills.
  • Ability to travel within Ontario as required.
  • Knowledge of Ontario’s nursing labour market, internationally educated nurse pathways, and workforce integration strategies is an asset.

PHYSICAL DEMANDS

  • Light, with infrequent medium physical demands for lifting, pushing, pulling.
  • Manual dexterity required to use computer and office equipment.

WORKING CONDITIONS

  • Flexibility within program operating hours.
  • Possible travel to other locations in Ontario, travel to conferences and meetings.

SALARY RANGE

$72,000 to $80,000
