
Emergency Management Lead
Ontario 211 Services has received funding through the Emergency Readiness and Capacity Building (ERaCB) Fund (Round 3), led by the Ministry of Emergency Preparedness and Response.
This project builds on previous investments to strengthen Ontario’s ability to respond to emergencies through coordinated systems, technology, and partnerships.
At the centre of this work is the opportunity to position 211 as a critical connector across communities, governments, and response systems, particularly in supporting vulnerable populations and strengthening local readiness and recovery.
The Opportunity
Ontario 211 Services is seeking an experienced Emergency Management Lead to guide the development and implementation of a coordinated, province-wide approach to emergency response within the 211 system.
This role will focus on:
- Design and implement a coordinated Emergency Response Team model leveraging existing system capacity”
- Strengthening alignment with Ontario Corps (OC) and provincial partners
- Leading coordination across 211 provincial service providers and community organizations
- Supporting preparedness, exercises, and system readiness
This role operates within a broader provincial emergency management context. While OC and Ministry partners lead overall emergency response and coordination, 211 plays a critical role in connecting individuals and communities to services, supporting information flow, and strengthening local response and recovery.
The Emergency Management Lead will focus on defining and operationalizing this role for 211, ensuring alignment and coordination across partners.
Scope of Work
The Emergency Management Lead will:
- Design and operationalize a provincial emergency coordination approach for 211
- Lead development of a Specialized Emergency Response Team and function within 211
- Facilitate coordination with Ontario Corps partners, provincial and municipal stakeholders, and community-based organizations
- Support the planning and delivery of multi-partner emergency exercises
- Contribute to strengthening community and nonprofit readiness
- Integrate emergency response approaches with technology and data systems
- Provide strategic advice on how 211 can support: vulnerable populations during emergencies, as well as local response and recovery efforts
Qualifications
- Demonstrated experience in emergency management, disaster response, or system coordination
- Strong leadership experience in multi-partner environments
- Experience working with government and community organizations
- Excellent facilitation, communication, and strategic thinking skills
- Understanding of Ontario’s emergency management landscape
- Familiarity with 211, OC, or similar systems is an asset

- Contract position (June 2026 – March 31 2027)
