Job Purpose/Summary:
The Director of Operations & Infrastructure provides strategic and operational leadership for the systems, processes, facilities, and organizational infrastructure that support the organization’s programs and mission. This role is responsible for ensuring the organization has the operational capacity, physical infrastructure, administrative systems, and risk management practices necessary to sustain high-quality services and support future growth.
The Director leads organizational efforts related to facilities, health and safety, operational systems, information technology, procurement, policy implementation, organization administration, and continuous improvement. Working closely with the Executive Director and Leadership Team, they help translate organization strategy into practical systems that strengthen sustainability, accountability, and effectiveness, serving as a key organizational leader and contributing to long-term planning, organizational development, and cross-departmental collaboration. This role provides direct supervision to the Maintenance and Admin teams.
Primary Duties and Responsibilities:
- Organizational Operations & Systems Leadership
- Provide strategic leadership for organizational operations, infrastructure, and scalability planning.
- Lead or coordinate major cross-departmental projects and organizational process improvement initiatives.
- Develop, implement, and evaluate scalable systems and policies that support organizational effectiveness, aligning all operational decisions with organizational values.
- Identify operational risks, gaps, and opportunities for improvement to contribute to long-term strategic planning.
- Procurement & Asset Management
- Provide leadership and oversight for organizational procurement systems, purchasing procedures, approval processes, and compliance standards.
- Establish and maintain strategic relationships with key vendors, contractors, and service providers.
- Oversee organizational asset management by establishing and evaluating inventory and equipment tracking systems implemented by administrative staff.
- Support departments in forecasting equipment, supply, and infrastructure needs, maintaining oversight of major replacement purchasing.
- Facilities, Property & Infrastructure
- Oversee the operation, maintenance, and development of organizational facilities and physical assets, ensuring spaces remain safe, functional, and welcoming.
- Lead capital planning, long-term property planning, and infrastructure improvement projects.
- Coordinate high-level contractor relationships for maintenance, repairs, and facility upgrades.
- Ensure organizational compliance with applicable building, fire, accessibility, insurance, and safety requirements.
- Monitor facility-related budgets and operational expenditures.
- In collaboration with the Director of Development, manage relationships and coordinate with architects, engineers, contractors, and construction site managers to ensure projects are delivered on time, on budget, and to quality standards.
- Manage project management activities, including scheduling, budgeting, risk management, and regulatory compliance; as they relate to new construction.
- Manage leasing relationships with commercial and non-profit tenants.
- Oversee property maintenance programs, collaborating closely with the Property Maintenance Coordinator and Housing staff.
- Health, Safety & Risk Management
- Provide strategic leadership for organizational health and safety systems, ensuring compliance with occupational health and safety regulations.
- Oversee incident management frameworks, risk assessment protocols, and mitigation strategies.
- Support emergency preparedness, continuity planning, and coordinated responses to operational risks.
- Ensure all properties comply with relevant building codes, health and safety regulations, zoning, and accessibility standards.
- Monitor and improve workplace safety practices across all programs and facilities
- Organizational Administration & Internal Services
- Provide leadership for administrative systems, workflows, records management, and operational compliance.
- Ensure organizational information is accurate, secure, accessible, and structured to support effective internal communication.
- Monitor organization service agreements, contracts, and foundational operational requirements.
- Information Technology & Data Systems
- Oversee organizational technology infrastructure, planning, security practices, and implementation.
- Identify opportunities to improve organizational efficiency through technology, automation, and data management.
- Oversee the governance and strategic framework for organizational reporting, analytics, and data-driven learning systems.
- Coordinate relationships with external technology vendors and IT service providers.
- Leadership & Organizational Development
- Participate actively as a core member of the Senior Leadership Team, contributing to strategic planning, organizational decision-making, and change management.
- Foster collaboration across departments to promote clear accountability and role clarity.
- Directly supervise and support assigned managers and administrative staff, including the Maintenance Coordinator and our administrative support staff.
- Support these staff to meet their goals through coaching, resource allocation, and performance management.
- Collaborate with other Directors, program managers, and committees to align OCP’s operations and infrastructure with organizational priorities.

Qualifications:
- Demonstrated commitment to the organization’s mission, values, and philosophies.
- Experience in operations management, public administration, facilities management, and/or nonprofit leadership.
- Strong operational, systems-thinking, and project management skills with a demonstrated ability to develop scalable organizational infrastructure.
- Experience supervising staff, managing teams, and leading programs in dynamic service settings.
- Experience developing policies and procedures and integrating evidence-based, compliant practices.
- Experience managing organizational compliance requirements, contracts, service agreements, and reporting obligations.
- Excellent communication, collaboration, and relationship-building skills.
- Ability to work collaboratively at both strategic and operational levels.
- Current and original copy of a satisfactory Criminal Records Check, Vulnerable Sector Search and Child Abuse Registry Check is required.
Work Conditions and Physical Capabilities:
- Work Locations: Primarily based at One City’s administrative offices and service locations, including 360 Reid St. Requires regular presence at organizational facilities, program sites, and occasional travel within the community for facility support or emergency response.
- Accessibility: One City offices are accessible via an elevator; however, not all washrooms are fully accessible. Accessible washrooms are available on the 3rd floor.
- Hours: 40 hours/week, typically weekdays. Flexibility is required to respond to operational priorities, facility-related issues, emergencies, organizational projects, and occasional evening or weekend commitments. Participation in the organization’s paid on-call rotation for after-hours emergencies is preferred.
- Environment: Fast-paced and dynamic environment requiring the management of multiple priorities, competing demands, and frequent interruptions.
- Exposure Risks: Occasional exposure to hazards associated with community service environments, construction or maintenance activities, environmental conditions, biohazards, infectious diseases, conflict, or emergency situations.
- Physical Demands: Combination of office-based work, meetings, site visits, facility inspections, and movement through organizational properties and program spaces. Occasional lifting, carrying, or moving equipment and supplies (up to 40 lbs) may be required. Extended periods of computer use and administrative work are expected.

What does success look like in this role over the first 12 months?
At 3 months:
- Completed all required onboarding
- Built trust with maintenance and admin staff that you directly supervise, understanding their day-to-day realities and what they need to do their jobs well
- Established a strong working rapport with the Executive Director and Leadership Team, understanding organizational priorities and where this role can have the most impact
- Gained familiarity with all active vendor relationships, service agreements, and compliance obligations
- Have completed an introductory audit of existing facilities, systems, contracts, and administrative processes, and begun identifying gaps, risks, and quick wins
At 6 months:
- At least one significant operational system or process has been improved or formalized
- Staff under direct supervision feel supported and have clear expectations
- A facilities and capital planning framework is being developed alongside the Director of Development, with a clear picture of short- and medium-term infrastructure needs and priorities
- Health and safety compliance is reviewed and up to date across all program sites and facilities
At 12 months:
- Organizational operations run with greater consistency, accountability, and efficiency; the infrastructure visibly supports programs rather than slowing them down
- A long-term capital and infrastructure plan is developed and integrated into organizational strategic planning
- Technology and data systems have been assessed and improvements are either implemented or on a clear roadmap
- The organization's risk posture is stronger: incident management, emergency preparedness, and compliance obligations are well-managed and documented
- This role is functioning as a genuine senior leadership presence, contributing meaningfully to strategic decisions, modeling the organization's values, and helping the whole team operate with more confidence and capacity.
