Position Summary:
The Director of Housing Development & System Transformation is a senior leader responsible for advancing the organization’s housing portfolio and strengthening cross-sector system integration. This role leads the development and delivery of a multi-year growth strategy, overseeing housing projects from concept through completion, including feasibility, financing, construction, and transition to operations. The Director builds strong partnerships with developers, funders, governments, and health/social service partners to unlock opportunities, secure complex capital funding, and address system-level barriers. The Director ensures that projects are financially viable, high quality, and compliant with regulatory requirements, while aligning housing with health and community supports to promote resident stability. This role works closely with the Housing and Homelessness department, supports community engagement, and provides reports to senior leadership and the Board of Directors to ensure accountability and effective governance.
Minimum Qualifications & Experience:
- Bachelor’s degree in health administration, business administration, health sciences, project management, public
administration, social services, or related field (Master’s degree in a related field is preferred). - Minimum 5-7 years of progressive leadership experience in housing, homelessness services, community health, outreach, or related sectors.
- Demonstrated expertise in program operations, community partnerships, and working with vulnerable populations.
- Strong understanding of integrated care models, trauma-informed practices, harm reduction approaches, and housing-first principles.
- Familiarity with the social service landscape in Hastings Prince Edward and the surrounding region.
- Demonstrated success in program planning, implementation, and evaluation.
- Proven ability to lead teams, manage complex portfolios, and support organizational change.
- Ability to foster collaboration, resolve conflicts, and create a positive work culture.
- Excellent verbal and written communication skills, with the ability to engage diverse audiences.
- Strong public speaking and media relations experience.
- Ability to build relationships with funders, government officials, and community stakeholders.
- Strong proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, Teams, SharePoint) and intermediate-to-advanced computer skills, including database and client management systems.
- Ability to remain current with program-related IT developments and use digital tools effectively for project management.
- Must possess a valid Ontario Driver’s License, regular access to a reliable vehicle, and proof of adequate vehicle insurance for travel between agency sites and community meetings.
- Satisfactory criminal reference and vulnerable sector check required prior to hire.
