Function:
The Director of Finance & Business is responsible for the overall leadership and management of the Centre’s financial, business, information, and risk management systems. This includes oversight of accounting, payroll, budgeting, insurance, compliance, and administrative policy development.
As a key member of the senior management team, the successful candidate will provide strategic financial leadership, ensure regulatory compliance, and support the Centre’s long-term sustainability. The Director of Finance & Business leads the planning, implementation, and evaluation of policies, guidelines, and processes to ensure effective financial management, internal controls, business and IT planning, human resource management, risk and policy oversight, and general administration - all in support of Centre 55’s strategic and operational goals.

PURPOSE & MANDATE:
Community Centre 55, otherwise known as Centre 55, is an agency of the City of Toronto and a registered charity serving the Beaches-East York community since 1975. Centre 55 offers a variety of adult educational and recreational programs and is a multi-site licensed child care provider serving the needs of families with children ages 18 months to 13 years.
Centre 55 also runs a very popular summer camp program for children aged 5 to 12 years old; it is the lead organizer of the Beaches Santa Claus Parade; and has a long-standing Share A Christmas program, which donates grocery gift cards and unwrapped toys to local families in need.

RESPONSIBILITIES:
FINANCIAL LEADERHIP, COMPLIANCE, & BUDGET MANAGEMENT
- Lead and manage the annual operating and charitable budget cycles including preparation of financial submissions, business cases and related materials for the City of Toronto and Board of Management
- Prepare all financial submissions and related materials for the annual budgets, including the City of Toronto submission
- Monitor revenues and expenditures and prepare regular financial statements and variance reports to the City of Toronto and Board of Management
- Develop and maintain financial mechanisms and internal controls
- Ensure compliance with Generally Accepted Accounting Principles (GAAP) and
Canadian public sector accounting standards for government not-for-profits
(“PSAS-GNFPO”)
- Lead the annual audit process, including preparation of schedules and supporting documentation
- Prepare and submit Annual Charitable Returns and required government remittances
- Provide financial and statistical analysis to support the Executive Director and/or Board of Management with strategic decision-making
- Support funding applications and reporting requirements for programming purposes
ACCOUNTING & BUSINESS SYSTEMS MANAGEMENT
- Direct and manage all aspects of the Centre’s accounting, audit, financial, business systems, and administration services
- Prepare regular financial/budget statements and variance reports, and related material for funding/grant applications
- Monitor expenditures and control accounts receivable and accounts payable for the proper financial management of the Centre
- Oversight of all information and business systems
RISK MANAGEMENT & INSURANCE
- Oversee the Centre’s information and technology policies and procedures
- Lead risk assessment processes and implement mitigation strategies pertaining to information technology to ensure compliance with City of Toronto cyber security policies and industry best practices
- Manage the Centre’s insurance portfolio and related policies
- Manage information and technology service contractors, as well as insurance and risk management policies and systems.
- Oversee purchasing and procurement processes, including tendering, contract and inventory management, while providing guidance on strategic spending decisions and identifying opportunities for optimization.
HUMAN RESOURCES, PAYROLL, PENSION AND BENEFITS ADMINSTRATION:
- Provide strategic leadership and advice in various aspects of Human Resources (including payroll, pension and benefits and related HRMS systems and ensures the submission of all required HR reports and remittances)
- Oversee payroll processing and related reporting (T4s, remittances, government returns, tax payments)
- Administer pension and benefits systems
- Monitor and implement applicable changes to compensation, pension, and benefits structures
- Hire, supervise, and manage staff performance within the accounting/finance department
QUALIFICATIONS:
- A post-secondary degree in business, accounting, or finance
- CPA designation (or currently in-progress) is required
- Minimum of five years of management experience in organizational or corporate services within a charitable non-profit, government agency, or privately held corporation, preferably in a unionized work environment.
- Proven knowledge and experience in the application of the principles and practices of service planning, performance budgeting, operating and capital budget formulation, analysis, evaluation and controls, financial planning/management processes, generally accepted budgeting principles and techniques, and financial systems with particular reference to public and nonprofit organizations;
- Highly developed interpersonal, verbal, and written communication skills and an ability to communicate to a broad range of stakeholders
- Extensive knowledge and experience in managing human resource administration (including payroll and benefits),
- Knowledgeable about information technology systems and policies, including cyber security risk management
- Experience using Sage 300 ADP payroll systems is preferred
- Highly proficient in Windows, Excel, and database applications
- Pass a Vulnerable Sector Police Background Check
