
Director of Finance
This is an In-Person position based in Ottawa (35 hours/week).

VHA holds funding agreements with Ontario Health and others, totaling in excess oof $20 million. VHA (the parent company) owns and operates two (2) subsidiary corporations for which the parent company is responsible. In addition, VHA works closely with a variety of partner organizations, supporting them with funding/contribution agreements and related reporting.
The position requires a self-starter with strong leadership qualities, and proven experience delivering complex technology projects. Demonstrated strong communications skills (written & verbal), proven ability to effectively interact with individuals across business units and at various levels, both internally and externally. This role requires the flexibility to work outside normal business hours when required. This role is conducted in person, within the VHA office.

Job Summary
Reporting to the Executive Director, and as a member of the Senior Management Team, the Director of Finance plays an integral role in developing and overseeing the organization’s budgets and financial processes, ensuring compliance with funder requirements, leading the annual organizational audit and project audits, investment/asset management, providing strategic advice and direction on all matters related to organizational finances.
Key accountabilities include overseeing the finances of 3 separate corporate entities as well as the effective supervision of the Finance team, including accounting functions, payroll and benefits administration, budget development and monitoring, financial and/or statistical reporting to the Executive Director, the Board of Directors and funders.
Key Responsibilities:
- Provision of Technical & Strategic support for all areas of Finance & Payroll
- Oversee the day-to-day financial accounting operations of the organization including, but not limited to, accounts payable/receivable, general ledger transactions, banking (including cash flow), investment transactions and budget forecasting
- Develop effective financial, budgeting and reporting systems.
- Oversee payroll and benefits administration
- Accountable for the overall integrity of the financial system which includes the development, recommendation and implementation of financial policies and procedures; ensure an adequate internal controls framework is in place and for the accurate recording of all accounting transactions according to Generally Accepted Accounting Principles (GAAP) and Accounting Standards for Not-for-Profit Organizations (ASNPO).
- Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all funders.
- Coordinate and lead the annual financial audit process, liaise with external auditors and the Executive Director; assess and report any changes necessary.
- Oversee and lead the annual budgeting and planning process in conjunction with the Executive Director.
- Implement a robust contracts management and financial management/reporting system; ensure that contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
- Liaise with funders, partners, financial institutions/investment advisors and with external auditors.
- Complete quarterly and annual reports to funders, in conjunction with the Executive Director, Service Director and other corporate leaders as needed.
- Analyze and oversee funding and contracts/contribution agreements to ensure complete and accurate implementation of systems and processes.
- Preparation of financial statements and all other financial reporting.
- Effectively communicate and present the critical financial matters to the Executive Director/Board of Directors, including financial risks and opportunities.
- Collaborate with Senior Leaders regarding documentation of salaries and benefits within the organization’s financial system.
2. Financial Planning, Policy Development and Quality
- Provide leadership for the annual financial audit and for the Accreditation process for own respective area as well as participation in the overall agency leadership for audit and accreditation processes.
- Participate in the strategic and operational planning processes for the development of the strategic plan and implementation of the annual operational plan.
- Demonstrated commitment to continuous quality improvement, including development and monitoring indicates, analyzing financial trends, reporting risk and development and implementing effective solutions.
3. Department Management
- Manage and develop direct reports including but not limited to effective delegation of work, daily supervision, managing performance, coaching/mentoring and conducting performance appraisals.
- Ensure that all activities are carried out according to legislated, recognized professional and provincial health reporting standards and VHA policies.
- Collaborate on performance and data management
- Drive the engagement and satisfaction of all direct reports, motivating them to make high quality decisions and provide outstanding service to VHA employees, clients, suppliers and the corporation at large.
4. Leadership & Risk Management
- Participate as a member of the Senior Management Team.
- Collaborate with and assist the Senior Management Team in the planning and preparation of the organizational, departmental and program budgets and forecasts.
- Manages the annual insurance renewals for the organization including but not limited to property, D&O and cyber.
- Work collaboratively with Senior Management across the organization to determine priorities and develop integrated solutions that are best for VHA and avoid duplication of effort and expense
- Provide project reporting and ad-hoc analysis, and present project status and issues requiring attention by Senior Management.
- Manage communication to key stakeholders regarding finance and payroll issues.
- Build consensus and relationships with all employees and areas of VHA through use of superior negotiation skills. Participate in labour negotiations.
- Foster strong collaborative relationships with both internal and external stakeholders
- Champion, embrace and foster change and continuous improvement initiatives.
Qualifications
Mandatory:
- Undergraduate university degree in business administration or similar and CPA professional accounting designation
- 5 – 10 years progressive experience in financial management, management of operations, development of budgets, financial and statistical reporting and business planning
- In depth knowledge of financial policies, controls, procedures, reporting and systems
- Experience supervising staff. Knowledge of human resource practices and procedures.
- Proven leadership skills; the ability to motivate people
- Ability to plan and prioritize work (for self and other people)
- Commitment to and demonstrated effectiveness working as part of a participatory, cross-professional team; ability to develop trusting relationships with co-workers and others.
- Proven ability to work with the general public and as a team member.
- Acceptable financial credit status as evidenced by independent credit check.
- Clear police record check.
Preferred:
- Fluently bilingual (E/F).
- Prior Not-for-Profit experience and/or health care service industry knowledge.
- Experience with Ontario Healthcare Reporting Solutions (OHRS) reporting.
- GoldCare or other similar integrated database experience.
Compensation
The salary for this role is anticipated to be within the range of $110,000 .00– $135,000 .00commensurate with skills and experience in relation to the role requirements. ‘Fit’ within the corporation is key.
