The Director, Digital Transformation & Technology provides strategic leadership for the Agency's information technology, network infrastructure, enterprise applications, cybersecurity, data management, voice, video and telecommunications portfolio. The Director is responsible for developing and implementing technology strategies that support the Agency's mission, operational excellence, and long-term business objectives. This role provides an opportunity to lead the strategy of technology and digital transformation initiatives that directly support child welfare services and positively impact children, youth, and families across the region.
The position oversees enterprise technology services, including on-premises and cloud infrastructure, networks, hardware, software, unified communications, cybersecurity, enterprise business systems (including Financial, Human Resources, Payroll and Child Protection Information Network - CPIN), and automated workplace technologies.
The Director provides leadership in project and contract management, enterprise systems integration, technology governance, cybersecurity, disaster recovery, business continuity, and the responsible adoption of emerging technologies, including artificial intelligence (AI), automation, and digital solutions that improve organizational effectiveness while maintaining appropriate privacy, security, and human oversight.
The Director works collaboratively with the service teams, internal departments, external partners, vendors, contractors, other Information Technology (IT) leaders across the Child Welfare sector and the Ontario Association of Children Aid’s Societies (OACAS) to ensure technology services effectively support Agency operations.
The Director serves as a strategic partner to the Executive Team, ensuring technology investments enable service excellence, organizational resilience, innovation, and informed decision-making. This position reports to the Chief Executive Officer and is part of the Strategic Leadership Team. The IT team is part of the Corporate Services department.
MAJOR RESPONSIBILITIES
The Director is accountable for ensuring that technology services are responsive, accessible, secure, and aligned with the needs of front-line staff, corporate teams, leadership, and service partners. This includes establishing service expectations, monitoring performance, and using feedback to improve the employee and client-service technology experience.
Strategic Management
- Develops, implements, and evaluates enterprise technology strategies that support the Agency's strategic priorities.
- Develops short- and long-term technology roadmaps, operating and capital plans.
- Identifies opportunities to leverage emerging technologies to improve service delivery, operational efficiency, and employee productivity while ensuring responsible and ethical use.
- Establishes governance, policies, standards, and performance measures for Information technology, cybersecurity, information management, and third-party technology services.
- Works with leadership to establish practices for data quality, retention, stewardship, security, reporting standards, and regulatory compliance.
- Leads the development of data and analytics capabilities supporting organizational planning, operational effectiveness, and evidence-informed decision making
- Provides strategic advice to the Executive Team regarding technology investments, cybersecurity risks, business process modernization, and emerging technology trends.
- Ensures technology solutions align with business requirements, legislative requirements, privacy obligations, and industry standard best practices.
- Partners with Privacy, Legal, and program leadership to ensure technology solutions support compliance with applicable privacy legislation and information management requirements.
- Promotes a culture of innovation, continuous improvement, and responsible technology adoption throughout the Agency.
Leadership
- Provides strategic leadership to Information Technology and staff through coaching, mentoring, succession planning, and professional development.
- Builds and maintains a high-performing, collaborative, and customer-focused department.
- Leads organizational change initiatives related to technology modernization and business process improvements through technology innovations in collaboration with users.
- Develops effective partnerships with Agency departments, external organizations including Children’s Aid Foundation of Canada, Ontario Association of Children’s Aid Societies, vendors, consultants, and service providers.
- Develops collaborative relationships with sector peers working with the Ontario Association of Children’s Aid Societies.
Operational Management
- Oversees the operation, availability, reliability, security, and performance of the Agency's technology infrastructure, enterprise applications, communications systems, and client services applications.
- Ensures effective lifecycle management of hardware, software, corporate mobile devices, cloud services, licensing, and other technology assets.
- Leads implementation of enterprise technology projects, ensuring they are delivered on time, within budget, and aligned with organizational priorities.
- Oversees cybersecurity and technology risk management programs including third-party technology risk, cyber resilience, incident response, recovery planning, and security awareness initiatives.
- Establishes and reports key cybersecurity risk indicators and technology performance metrics to Executive Leadership and the Board.
- Ensures enterprise systems continue to evolve to meet changing business and legislative requirements.
- Establishes enterprise architecture standards that ensure technology investments are scalable, integrated, cost-effective, and aligned with the Agency's strategic objectives
- In consultation with service teams, oversees client support services, technology training, and change management activities to maximize adoption of enterprise technologies.
- Develops and maintains data management and interfaces to information management systems and reporting dashboards that support informed decision-making and organizational performance indicators.
- Provides strategic technology, cybersecurity, and digital transformation updates to the Executive Team, Audit & Finance Committee, and Board as required.
Budget Management and Administration
- Develops and manages the Information Technology capital and operating budgets with support from the Finance department.
- Working with the external procurement specialist, leads procurement activities, including Requests for Information (RFI), Requests for Proposals (RFP), vendor evaluations, contract negotiations, and contract administration in accordance with Agency procurement and purchasing policies.
- Monitors technology investments and operating costs to ensure fiscal responsibility and value for money.
- Reviews and approves technology, software, hardware, professional services, and technology-related purchases to ensure alignment with Agency priorities and standards.
- Establishes Service Level Agreements, performance measures and service expectations for technology vendors and contractors.
Artificial Intelligence (AI) Governance
- Leads the development and maintenance of the Agency’s AI governance framework.
- Reviews, approves, and monitors AI use cases.
- Ensures AI initiatives comply with privacy, security, accessibility, and ethical standards.
- Builds AI literacy and supports responsible adoption across the Agency.
- Monitors emerging AI risks and regulatory developments.
- Promotes responsible AI adoption through governance frameworks, risk assessments, approved use cases, monitoring processes, employee training, and appropriate controls.
- Evaluates AI-enabled tools and automation opportunities to improve operations while ensuring policy compliance, privacy protection, and human oversight.

QUALIFICATIONS
Education
- Bachelor’s degree in information technology, Computer Science, Information Systems, Business Administration, Engineering, or a related discipline. A combination of equivalent education and experience may be considered.
Experience
- Minimum of ten (10) years of progressive information technology experience, including at least five (5) years in a senior leadership role.
- Experience leading enterprise technology operations, cybersecurity, application and network modernization initiatives, and complex technology projects.
- Experience managing technology vendors, outsourced services, and enterprise contracts.
- Experience presenting complex technology, cybersecurity, and business transformation matters to executive leadership and Boards.
- Working knowledge of applicable Ontario legislation related to privacy, information management, child welfare services, and public sector accountability.
Knowledge and Skills
- Demonstrated experience developing and executing enterprise technology strategies aligned with organizational objectives.
- Strong understanding of enterprise infrastructure, cloud technologies, networking, cybersecurity, enterprise applications, innovative workplace technologies, and information management.
- Knowledge of AI-enabled technologies, automation, and responsible AI governance, including privacy, security, transparency, and human oversight principles.
- Demonstrated success leading organizational change and digital transformation initiatives that improve business outcomes.
- Strong knowledge of cybersecurity principles, disaster recovery, business continuity, and risk management.
- Demonstrated experience in projects, portfolio, and vendor management.Strong analytical, critical thinking, and problem-solving skills.
- Excellent communication, presentation, negotiation, and relationship-building skills.
- Demonstrated financial management skills, including operating and capital budgeting.

ASSETS
- Experience working within a unionized environment.
- Professional certification such as CISSP, PMP, ITIL, CISM, Azure or AWS Cloud services, or equivalent.
- Experience within the nonprofit, public sector, Healthcare, social or human services environment.
- Bilingual in English and French.
OTHER REQUIREMENTS
- May be required to work outside normal business hours, including evenings, weekends, statutory holidays, and on an on-call basis.
