Decision Support & Data Analyst

Full-Time Regular, 1.0 FTE (35 hours/week).

The Decision Support & Data Analyst strengthens PQWCHC’s internal capacity for decision support, data management, reporting, dashboard development, and impact reporting. The role supports evidence-informed decision-making by extracting, validating, analyzing, and presenting clinical, program, quality, operational, and organizational data in practical ways that support planning, service improvement, performance monitoring, funder reporting, and organizational accountability. The successful candidate will bring strong technical and analytical skills, including experience working with relational data, reporting tools, business intelligence platforms, dashboards, and structured data exports. The role will work closely with leaders, managers, program teams, IT, quality improvement, and corporate services to ensure data is accurate, useful, secure, and aligned with organizational priorities.

Reports to: Vice President, Systems and Organizational Effectiveness

Responsibilities

Decision support, reporting and analytics

  • Produces recurring clinical, funder, quality improvement, management, and organizational reports accurately and on time.
  • Supports the transition of recurring externally supported reports to internal ownership by documenting report logic, data sources, definitions, schedules, business rules, and reporting requirements.
  • Extracts, cleans, validates, analyzes, and presents data from clinical, program, operational, and administrative systems.
  • Analyzes trends, gaps, variances, and patterns and provides plain-language summaries to support planning and decision-making.
  • Responds to approved ad hoc data and reporting requests, ensuring requests are appropriately scoped, prioritized, and documented.
  • Documents report logic, data sources, definitions, assumptions, limitations, reporting schedules, and business rules.
  • Other tasks, as assigned.

Data management, quality and governance support

  • Supports the development and maintenance of common data definitions, reporting standards, and data quality practices.
  • Identifies and investigates data quality issues and works with relevant teams to improve data accuracy, consistency, and completeness.
  • Supports the mapping of programs, providers, service activity, functional centres, and reporting categories to ensure accurate internal and external reporting.
  • Maintains organized reporting files, a report inventory, reporting calendar, refresh schedules, version control, and documentation for key reports and dashboards.
  • Works with IT and relevant leaders to ensure data storage, access, reporting, and dashboard tools are secure and privacy compliant.
  • Supports practical data governance processes, including clarity on data ownership, access, use, quality, and reporting responsibilities.

Business intelligence, performance and impact reporting

  • Develops and maintains dashboards, as well as other reporting outputs using Power BI or equivalent business intelligence tools that are practical, user-friendly, and aligned with leadership, management needs, and operational needs.
  • Supports the development and reporting of organizational KPIs beyond funder-required reporting.
  • Provides data and analysis to support impact reporting for internal leadership, the Board, funders, partners, and community stakeholders. Helps translate activity, quality, access, equity, service, and operational data into meaningful insight about outcomes, trends, risks, gaps, and community impact.
  • Works with leaders and managers to identify priority reporting needs and design useful reporting views.
  • Supports the phased integration of clinical, program, quality, finance, workforce, and operational data where appropriate and feasible, and aligned with approved priorities.

Quality improvement, planning and organizational effectiveness support

  • Provides data and analysis to support quality improvement, accreditation, operational planning, service planning, and program evaluation activities.
  • Supports quality improvement, business improvement, and program teams through the provision of data and reporting.
  • Supports leaders and managers to use data to understand service access, quality, performance, equity, and client/community needs.
  • Helps build data literacy across leadership and management teams by providing guidance on dashboard use, reporting tools, data interpretation, and data limitations.
  • Participates in internal and sector networks, communities of practice, or working groups related to data, reporting, decision support, and quality improvement.
  • Maintains professional and technical knowledge by participating in relevant training, reviewing emerging practices, and building sector relationships.
  • Other tasks, as assigned.

Qualifications

  • Post-secondary education in health information management, data analytics, health administration, public health, information systems, statistics, evaluation, business analytics, or a related field; or equivalent combination of education and experience.
  • Minimum three to five years of related experience in data analysis, reporting, decision support, business intelligence, quality improvement, health information, evaluation, or performance measurement.
  • Experience in a community health, primary care, non-profit health, social services, or broader health care environment is an asset.
  • Experience working with clinical information systems, electronic records, health reporting tools, funder reporting, quality indicators, or community health reporting is an asset.
  • Strong experience extracting, cleaning, structuring, validating, and analyzing data from multiple sources.
  • Demonstrated understanding of relational databases, data tables, data mapping, report logic, and structured data exports.
  • Strong experience developing dashboards, data visualizations, and reporting tools using Power BI or equivalent business intelligence tools for operational, program, clinical, or leadership users.
  • Experience building data models, measures, queries, or automated reporting workflows in Power BI or equivalent tools is an asset.
  • Advanced spreadsheet skills, including data manipulation, formulas, pivot tables, charts, and reporting templates.
  • Knowledge of data quality, data definitions, reporting documentation, and data governance practices.
  • Experience with SQL, relational databases, data modelling, or equivalent structured data reporting methods is a strong asset
  • Demonstrated understanding of privacy, confidentiality, secure data handling, and appropriate use of sensitive health, client, program, and organizational data.
  • Ability to translate business, program, and service questions into data requirements and practical reports.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Demonstrated ability to communicate technical information clearly to non-technical users.
  • Demonstrated excellent interpersonal, communication, and organizational skills.
  • Ability to manage competing priorities, deadlines, and reporting requests.
  • Collaborative, flexible, service-oriented, and able to work constructively with diverse teams and stakeholders.

Environmental, cognitive, and physical demands

  • Work is performed in community health centre environments and may require occasional travel between PQWCHC sites.
  • Ability to focus in environments with occasional loud noises and other sensory stimulation.
  • Ability to balance all job requirements in a busy atmosphere, including responding promptly to communication and changing priorities.
  • Extended periods of time sitting or standing stationary in front of a monitor while keyboarding.
  • Frequent requirement to work with detailed data, reports, dashboards, deadlines, and schedules that may change without notice.
  • Ability to manage competing requests while maintaining accuracy, confidentiality, and professional judgement.
  • Ability to regulate emotions and maintain professional boundaries.

Compensation: $81,402 to $98,497 per annum, plus Benefits and HOOPP (Healthcare of Ontario Pension Plan)
