JOB TITLE

CLB Project Manager

TERM

This is a full-me (36.25 hours per week) fixed-term maternity-leave replacement contract with a 3-month probationary period.

WORK TYPE

This position is primarily remote, with mandatory in-person meetings required at least once a month.

DATE

March 2, 2026 – September 17, 2027

SALARY

$75,000 – $80,000, commensurate with experience and qualifications

BENEFITS

ABOUT

We are seeking a detail-oriented CLB Project Manager to join our bilingual team and oversee our Ensuring Reliable National Standards (ERN) project funded by Immigration, Refugees and Citizenship Canada (IRCC). This is a full-me fixed-term contract providing coverage during an employee’s maternity leave.

This role will involve collaborating with the project team, partners, consultants, and funders as needed to develop high-quality, engaging educational content aligned to the Canadian Language Benchmarks (CLB).

Travel is required for this position to attend knowledge sharing events and conferences, approximately 2 to 3 short trips within Canada per year.

WHAT YOU WILL DO

The CLB Project Manager will work collaboratively with the NCLC Project Manager and Senior Project Manager to achieve project deliverables.

Key responsibilities include:

Project Planning and Management

  • Creating detailed project workplans and timelines.
  • Identifying, planning, managing, and implementing project tasks.
  • Monitoring project progress and providing direction as needed to meet goals.
  • Ensuring deadlines are met, project activities remain within budget, and quality standards are maintained.
  • Managing and tracking budgets for all project activities.
  • Identifying potential risks or challenges; mitigating risks by being solution oriented.

Contract and Financial Administration

  • Finding, selecting, and hiring consultants as required for project activities.
  • Drafting and preparing service contracts for consultants.
  • Approving deliverables from consultants.
  • Verifying invoices and expenses in accordance with CCLB policies.

Team Coordination and Oversight

  • Collaborating with NCLC project manager and project team to ensure project activities follow the same timelines/approach.
  • Coordinating, supporting, supervising and reviewing the work of consultants.
  • Providing ongoing feedback and guidance to consultants.
  • Supporting project staff where required.

Reporting and Communications

  • Wring interim and final project reports.
  • Contributing to CCLB/CNCLC external communications when relevant, including conference presentations, social media content, or quarterly newsletter updates.

Additional Duties

  • Representing CCLB at external organizations or events, as requested.
  • Undertaking additional tasks as assigned to support project success.

REQUIREMENTS

Qualifications:

  • University degree in a related field and relevant experience.
  • Experience in adult second language teaching and/or in language assessment, preferably in federally and/or provincially funded programs
  • Strong English communication skills, both written and verbal, required to perform the dues of the position.
  • Solid understanding of the Canadian Language Benchmarks (CLB) and demonstrated expertise in using the CLB.
  • Demonstrated experience in wring reports and managing budgets
  • Proficiency in Microsoft Office Suite and familiarity with Learning Management Systems (LMS) or related software.
  • Experience in delivering online training.

ASSETS

  • Bilingualism (English/French) is an asset.
  • Understanding of the Niveaux de compétence linguistique canadiens (NCLC) and demonstrated expertise using the NCLC is an asset.
  • Knowledge of the non-profit sector and experience working on government-funded contracts is an asset.
