Hours: 16 hours per week

Wage: $27.33 to $33.11 per hour, based on years of service

Start date: As soon as possible

Reports to: Manager of Settlement Services

Position Overview:

The New Canadians Centre Peterborough (NCC) is a non-profit charitable organization dedicated to supporting immigrants and refugees in the Peterborough, Kawartha Lakes, Haliburton and Northumberland regions. We strive to empower immigrants and refugees to become full and equal members of Canadian society and to provide community leadership to ensure cultural integration in a welcoming community.

The CLARS Assessor (Coordinated Language Assessment & Referral System) administers English language assessments for eligible New Canadians Centre clients based on the Canadian Language Benchmarks (CLB). The Assessor also provides referral information on training options such as LINC, LINC Home study, ESL, OLST or other eligible programs. The Assessor works in various locations throughout the NCC catchment area.

Duties & Responsibilities

Client assessment and referral:

  • Successfully implement the language assessment and referral services model and ensure maintenance of the operating standards and protocols at all locations
  • Screen clients for eligibility for language training programs based on immigration status, age and learning history
  • Administer CLB standardized tests to assess the language skills of eligible clients
  • Provide thorough needs assessments of clients applying for language classes
  • Ensure clients are advised on all appropriate language training options that meet their needs, goals and preferences
  • Provide referrals/ placement of clients to appropriate programs through established procedures using the HARTs database
  • Inform clients of the need to collect data for statistical and program planning purposes while ensuring that client privacy is protected under the applicable provincial/territorial privacy and access to information legislation or the Personal Information Protection and Electronic Documents Act, whichever is applicable
  • Respond to client inquiries by phone and in person regarding training programs and offer orientation assistance
  • Provide information regarding training programs to clients whose needs and goals have changed
  • Ensure a consistent, warm and welcoming approach to the reception of all clients onsite and at itinerant locations
  • Report sensitive situations and issues to Manager in a timely manner, providing unbiased, detailed background to inform positive consultation

Administrative

  • Ensure accuracy of data input according to government/funders’ requirements
  • Liaise with training providers, co-workers and supervisor regarding general inquiries and client placement
  • Act as a resource for information regarding training programs available within the area by collecting and collating resources available from settlement and training organizations
  • Enter information into the OCMS database
  • Undertake other duties as assigned by supervisor
  • Book, prepare and set up rooms for assessments to take place
  • Prepare (order/print) test materials as needed
  • Enter client and assessment information into HARTs reporting system
  • Upload HARTS information regularly to iCARE database
  • Keep copies of client test results and benchmark levels for two years from date of assessment.
  • Provide copy of benchmark levels and descriptions to clients
  • Maintain good contact and communication with CLARS Coordinator (Manager of Settlement Services)
  • Maintain good contact and relationships with LINC/ESL teachers and administrative staff
  • Attend necessary training provided by ACHEV and CCLB
  • Forward number of hours spent on CLARS assessment, administration and travel to supervisor in a timely manner

General Responsibilities

  • Support the mandate of the New Canadians Centre Peterborough
  • Complete required documentation such tracking sheets and timesheets
  • Perform other support duties as required

Qualifications

Experience

  • Minimum 3-year University Degree (in English language) / or Proof of CLB 9 English language proficiency across all skills, is required
  • Teaching English as a Second Language (TESL) Certificate/Accreditation is required
  • CLBPA training / proficiency via ACHEV is required (OR conditional offer upon completion of training)
  • Knowledge of the Canadian Language Benchmarks is an asset
  • Demonstrated knowledge of Adult English language acquisition is an asset
  • Demonstrated assessment/interviewing experience in the Adult Education field (Adult ESL, Vocational Employment, Settlement Counselling, Adult Literacy Assessment) is an asset
  • Lived experience as a newcomer to Canada or as a member of a marginalized group, as voluntarily self-identified, is an asset.

Competencies

  • Excellent communication skills in oral and written English required
  • Strong interpersonal, problem solving and organizational skills
  • Sensitivity to the diverse needs of adult learners and the multicultural community, including varying levels of literacy
  • Understanding and emotional empathy for the struggles immigrants and refugees face in starting a new life in Canada/Peterborough
  • Understanding of anti-oppressive language and concepts including power, privilege, intersectionality, and racism
  • Knowledge of languages in addition to English an asset
  • Computer literate with proficiency in MS Outlook, MS Office and databases such as HARTs

Other

Current Criminal Reference check with vulnerable sector screening

  • Valid Ontario Class G Driver’s License, and access to a vehicle is required; must be able to travel to other sites as needed.
  • Ability to work flexible hours, including some weekends and evenings
  • Ability and willingness to travel to related seminars, conferences, training, meetings, etc.
