Job Purpose

The Business Development Manager position supports WVC’s public sector revenue strategy. This position will work closely with internal and external stakeholders to identify and apply for new opportunities of public funding from a variety of donors including Global Affairs Canada, the European Union, the UN etc. The position will:

  • Coordinate and manage all components of the proposal development process, ensuring a high quality and timely submission.
  • Lead cross-functional project teams for the proposal development process for a wide range of high quality, multi-year grant proposals from a variety of donors. The proposal teams includes Regional Program Managers, MEAL, Finance and Technical specialists in relevant thematic areas such as Gender, Health, Education and Livelihoods
  • Manage and or/support post submission and lessons learned processes. Utilize program design expertise to guide and lead quality program design that builds on evidence-based approaches and is responsive to the guidelines and specification outlined by the donor.
  • Contribute to the team's development of best practices and evidence-based approaches used in proposals.

Responsibilities

  • Pre-positioning: Together with relevant Program Managers and Sector Leads, identify relevant upcoming funding opportunities; prepare recommendations based on specific go/no-go decision criteria; identify and reach out to potential partners; manage proposal preparations and planning; participate in pre-design meetings, coordinate and facilitate design workshops; support field teams to collect relevant country and technical area information that informs design.
  • Proposal Preparation and Coordination: Lead proposal development process ensuring timely submission, including completion of the GO/NO GO protocol; cultivate and maintain effective working relationships with donors and partner representatives; Lead proposal development workshops as needed and convene appropriate stakeholders to strategize and develop the project design; work with relevant stakeholders (technical specialists, PMs, MEAL etc) to draft the proposal narrative and budget; manage proposal review process and check for budget alignment, responsiveness and compliance with donor guidelines; ensure timely submission; and support eventual contract negotiation with donors.
  • Lead the coordination and development of proposals from initial development to grant submissions; manage partners' inputs; coordinate/provide technical input to field and WVC finance teams to support the completion of the budgeting process in alignment with the technical program design; manage proposal review process and check for budget alignment, responsiveness and compliance with donor guidelines; build effective working relationships with partners on proposal bids.
  • Post Submission: Collect and share proposal process lessons learned after the submission; coordinate program design hand over to program manager(s).
  • Perform other duties as assigned.

Qualifications

  • BA in International Development or related; Master's Level Degree preferred
  • 5 years of experience in designing successful proposals and managing proposal development teams to ensure timely, high quality inputs from all team members
  • Thorough understanding of donor requirements, guidelines and priorities (Global Affairs Canada, European Union, World Bank and some knowledge of UN Institutions an asset)
  • Excellent ability to work cross-organizationally with multiple stakeholders to ensure alignment and realization of strategic objectives
  • Ability to effectively communicate with and coordinate activities of multiple partners, including field-based staff
  • Skills in cross-cultural communication and experience working with remote teams
  • Able to Identify and analyze situations and/or issues related to the acquisition process, consider options, develop solutions or recommendations and monitor appropriate solutions
  • Excellent technical skills in writing, editing, formatting, and verbal communication
  • A demonstrated ability to take initiative with confidence and sound judgment
  • Ability to manage several moving parts simultaneously, work well under pressure and meet deadlines
  • French or Spanish would be an asset

Working Conditions

  • An expectation of international travel of approximately 2 trips per year
