With Our Board of Examiners (BOE)
CPA Ontario is currently in search of volunteers to serve on the Board of Examiners (BOE) - a national committee responsible for overseeing all national certification and licensure examinations delivered on behalf of the provincial bodies in a manner that ensures fairness to all candidates. The national certification and licensure examinations the BOE is responsible for are the profession’s Common Final Examination (CFE), the Post Designation Public Accounting examination (PDPA), and the CPA Reciprocity Exam (CPARE). The BOE is an independent group which acts in the best interest of the whole profession, and thus of all provincial bodies collectively.
Governance Structure
The BOE is a decision-making body which serves as the oversight and policy board responsible for all matters related to the national CPA certification and licensure examinations noted above. The BOE is responsible for oversight of the processes for developing the PDPA, CPARE and CFE examinations, assessing candidates’ responses, establishing the passing standards, and reporting thereon to the provincial bodies.
The BOE will recommend to the provincial bodies the standings to be reported to the candidates for the noted national examinations.
The BOE comprises four (4) volunteer representatives from each region, plus a chair and two vice-chairs (19 people in total). We are currently seeking a professional with a CPA designation and a focus on Performance Management that has at least 4 years of post-certification experience to serve as one of the Ontario representatives.
What you will be doing:
Establishing policies and procedures concerning examination coverage, the design of examinations, the type of examination questions, and the grading of examination papers within the approved assessment framework approved.
Developing, reviewing, and approving the fair pass model to be applied by the Evaluations Staff in the marking process.
Identifying and reporting on proposed changes related to licensure that are deemed necessary to the evaluation framework or the related processes, together with its recommendations on how such changes should be managed.
In the event of significant changes to the examinations/or the assessment processes, developing and disseminating to all stakeholders the appropriate explanatory materials, examples, and/or guidance within sufficient lead time to enable stakeholders to fully understand and address the changes.
Providing the opportunity for candidates to appeal their failing status and report to provincial bodies the changes in status.
Commitment to Meetings
The full BOE will meet a minimum of twice a year to oversee the development of the processes, the setting of assessment framework and establishing or reviewing the general passing profiles for each examination (CFE, PDPA, CPARE).
Two CFE sub-committees will meet a minimum of four times a year: 1) twice to review the examination and marking guides built by the staff, on a fatal flaw basis. 2) once to approve the fair pass profile for the examination and 3) once to approve the passing standard.
Meetings will be convened as required, for PDPA and CPARE.

Conflict of Interest
Persons with a conflict of interest will not be permitted to become a member of the BOE.
A conflict-of-interest results when an individual, appointed to the BOE, teaches, or assists in the development or delivery of a course or program that prepares students for or allows them to write the CFE, the PDPA or CPARE and is given within the 12 months preceding and/or subsequent to when the student is expected to write. These include, but are not limited to, those courses or programs sponsored by CPA Canada (PEP), a provincial body, a private entrepreneur, a university, or public accounting firm.
