The Health and Supportive Care Providers Oversight Authority (HSCPOA) is inviting nominations for new Directors to join its Board.

About HSCPOA

HSCPOA is a not-for-profit organization with a mandate to register and provide oversight of health and supportive care providers. HSCPOA’s first registration and oversight focus is on the registration of Personal Support Workers and may be expanded to include other potential classes of registrants that may be prescribed by government in future regulations to be made under the new Health and Supportive Care Providers Oversight Authority Act (HSCPOA Act), 2021. This new legislation implements a new regulatory approach for the oversight of individuals providing health and supportive care services, beginning with PSWs in Ontario. This novel regulatory approach is separate and distinct from the existing self-regulatory college model of the Regulated Health Professions Act, 1991 (RHPA). This new Authority was established in a manner similar to other delegated administrative authorities (‘DAAs’) in Ontario, such as the Retirement Homes Regulatory Authority and numerous other consumer protection DAAs.

While it is estimated that there are over 125,000 PSW workers in the province, the number of individuals who will register with HSCPOA is unknown as registration is currently voluntary with a provision in the legislation to move to mandatory at a future ‘to be determined’ date. HSCPOA’s primary role is to protect the public interest by registering and holding registered PSWs accountable for safe, quality, ethical care provided to Ontario residents in their homes, hospitals, long-term care facilities, or other health care environments. HSCPOA is accountable to the Minister of Health and to the public in carrying out its statutory objectives as set out in the HSCPOA Act, 2021.

Serving on the Board of Directors of HSCPOA is a meaningful opportunity to influence the development of one of Ontario’s newest regulatory organizations.

Who We Are Seeking

HSCPOA welcomes applicants who bring expertise and lived (or living) experience in one or more of the following areas:

  • Regulatory Governance – Experience in overseeing and/or directing a regulator, such as a health regulatory college or administrative authority. This includes making, communicating, monitoring, and enforcing rules as well as arbitration, sanctions and evaluation.
  • Marketing/Public Relations – Experience in communications, public relations or interacting with the media.
  • Financial Literacy – Experience in a business environment with accounting or financial responsibilities. Ability to understand financial reports, including budget, balance sheet, variance analysis. May also include experience serving on an audit committee.
  • Operations & Risk Management – Knowledge of sound management and operational business processes and practices. This should include knowledge of public policy development, including operational policy, conflict management and risk management. Experience with creating evaluation methodologies and assessment tools.
  • Information Technology /Privacy Management – Knowledge of, and experience in complex or large-scale information technology systems, including privacy considerations.

Annual Time Commitment

Board service requires a thoughtful but manageable commitment to four meetings (1 day each) of the Board; currently in person held in downtown Toronto. In addition to a Director’s Board responsibilities, the Board of Directors has two Committees of the Board; a Governance Committee and a Nominating Committee. These two Committees hold their four meetings (0.5 day each) meetings virtually.

Directors are appointed to two- or three-year terms, with the option to renew for a maximum of nine years in total. Terms begin November 2026. Directors-Elect would be invited to the Board of Director’s meeting in September 2026.

About the HSCPOA Board

The Board of Directors for HSCPOA must be comprised of eight to twelve individuals. The Province of Ontario, through the Lieutenant Governor in Council, may appoint a minority of Directors. All Director positions, not appointed by the Lieutenant Governor in Council, are elected by the members of the Board. The Board Chair is designated by the Minister of Health from among the individual Board members. The current Chair is Pat Lieberman.

Remuneration

The remuneration and expenses of the Directors on the Board are determined by the Board and funded by HSCPOA.
